Hog Stewardship

Solicitation Questions

28 June 2022

1. Are maps available in Avenza?

a. Yes, I have georeferenced PDF maps of the units. Anyone who is interested can email a map package request to cmotheral@blm.gov

2. Are there specified methods of achieving the desired end results?

a. No, the methods used to achieve the end results are up to the offerors.

3. Who is responsible for traffic control within the project area?

a. The contractor who is awarded the contract for the Hog Stewardship.

4. Are there any surveys required as part of the contract?

a. No

5. Is equipment allowed in the buffer areas for the drainage ditches?

a. Yes, feller-bunchers may go straight into and straight out of the buffer areas to cut and remove trees. No turning within the buffers is allowed. No skidding is allowed in the buffers. Each unit has one buffer, but neither should significantly affect operations.

6. Can skidding occur across the Bizz Johnson Trail?

a. No, it shouldn’t be needed, but if it is we can designate crossing areas.

7. How should damage to the Bizz Johnson Trail be repaired?

a. Repairs should be in-line with any damage that occurs. Methods can include hand repair and/or mechanical means including light grading.

8. What is the weight limit of the culverts/bridges in the project area?

a. I checked this with the Forest Service Engineer in charge of the recent repairs to those structures. He said that they were specified, by that contract, to be able to have a Type

III wildland fire engine cross them safely. So, the maximum allowable weight is 26,000 pounds. There are alternative access means to all areas of the project.

9. Is the contract set up to be awarded to the lowest responsible offeror? Yes see evaluation criteria showing that it is Lowest Price Technically Acceptable (LPTA)

10. What is the upper diameter of chipping that is required by the contract? 20 inches at the large end of the logs.

11. Is treatment of the north/northeast portion of the East Unit required down to the Susan River?

No, the only treatment required in that area is the small flat area east of the powerline and those trees that can be reached with a feller-buncher from the trail or adjacent flat, without descending the slope.

12. Just checking 28 acres with 6-8 piles to skid? With biomass removal?

a. Yes 28 acres. Yes, there are 6-8 doodles left from suppression activity that need to be removed. The biomass in excess of what is needed to cover disturbed areas (landings, skid trails, other ground disturbance) will need to be removed from the East Unit only.

Biomass removal from the West Unit is not required.
