STATEMENT OF WORK
2024 ANNUAL FIRE SPRINKLER and FIRE ALARM INSPECTIONS
1. GENERAL
1.1. The BLM buildings listed in the Purchase Order require annual fire sprinkler and fire alarm inspections. The Contractor shall provide all necessary labor, equipment, and materials to perform the inspection, testing, and maintenance work required.
1.2. The work locations include Fort Wainwright, Fairbanks, Coldfoot, and Galena, AK.

4. QUALIFICATIONS
4.1. The Contractor shall be regularly employed in the business of installation, inspection, testing, maintenance and repair of water-based fire protection systems and fire alarm systems. The Contractor shall be a well-established business that has been in existence a minimum of five (5) years. The Contractor shall have on staff a Field Supervisor possessing a current permit issued by the Alaska State Fire Marshal according to 13 AAC 50.13 in the appropriate classifications for the type of work required. The Field Supervisor shall sign all forms utilized for inspection, testing, and maintenance.
4.2. All workmen shall be able and competent to perform the duties assigned to them. In the case of skilled labor, they shall be technicians who are adequately trained and experienced in the trade, who perform satisfactory work, and who have a minimum of two (2) years cumulative experience. All workers shall be under the direct supervision of the Field Supervisor.
4.3. The Contractor shall have on staff, or employ the services of, a technician possessing a Backflow Prevention Device Tester Certificate from the Municipality of Anchorage, or equivalent certificate recognized by AWWA.
5. SCOPE OF WORK
5.1. The Contractor shall conduct one (1) time, at each facility listed in the purchase order, the annual fire sprinkler system inspection and testing as required by NFPA 25. This work includes, but is not limited to, testing backflow prevention devices.
5.2. The Contractor shall conduct one (1) time, at each facility listed in the purchase order, conduct the 5 year internal inspection as requires by NFPA 25. No 5 year internals are due during this inspection cycle. 5 year internals were completed in 2022.
5.3. The Contractor shall perform one (1) time, at each facility listed in the purchase order containing a fire pump, the annual fire pump inspection and testing as required by NFPA 25.
5.4. The Contractor shall post Sprinkler Information Cards on each system and are properly initialed and dated for each facility listed in the purchase order.
5.5. The Contractor shall conduct one (1) time, at the specific facilities listed in the purchase order, an annual fire alarm system inspection and testing as required by NFPA 72.
5.6. The Contractor shall post Fire Alarm Information cards that are properly initialed and dated on each system for each facility alarm system inspected.
6. SCHEDULE
6.1. The Contractor shall prepare a written schedule, broken down by facility. This schedule shall be submitted to the AFS Facility Operations Branch Chief for review and approval a minimum of one week before inspection begins.
6.2. Sprinkler and fire alarm inspections at the Arctic Interagency Visitor Center in Coldfoot, AK shall be completed prior to August 31, 2024, but not before June 01, 2024. The preferred method of travel to Coldfoot for this visit is by (your company provided) vehicle as it is not cost effective to fly technicians or additional equipment and supplies to this remote location. This visit must be coordinated with the Alaska Fire Service maintenance shop @ 907-356-5733 and facility maintenance personnel will need to be onsite during the inspections. With this being a remote location AFS can provide lodging for one night if needed for this visit. The lodging is a small cabin with a gas stove for cooking, refrigerator, two small bedrooms each with a bunkbed and there is also a restaurant in Coldfoot. Individuals must provide their own sleeping bag/linens, pillow, food, or any other provision they may need.
The 6,000 sq. ft. facility contains a dry pipe system, with a 250 gpm fire pump. This system also contains two (2) backflow preventers, and one (1) jockey pump. The facility’s fire alarm system is a Siemens MXL-IQ.
***Due to pump failure only the Siemens MXL-IQ will be inspected during this inspection cycle.
6.3. Sprinkler and fire alarm inspections at the North and South barracks in Galena, AK shall be completed prior to August 31, 2024, but not before June 01, 2024. This visit must be coordinated with the Alaska Fire Service maintenance shop @ 907-356-5733 and facility maintenance personnel will need to be onsite during the inspections. The maintenance shop normally books travel with Wrights Air for an early morning flight out and a late afternoon flight back from Galena for this inspection. Vendor will be responsible for scheduling, booking, purchasing of technician’s travel. Once in Galena Alaska Fire Service will provide ground transportation while in Galena for this inspection.
North Barracks is 10,370 sq. ft. and contains a dry pipe system. At this time the dry system in not operational and the inspection will only be the fire alarms system in this building.
South barracks is 10,370 sq. ft. and contains a dry pipe system. At this time the dry system in not operational and the inspection will only be the fire alarms system in this building
6.4. Sprinkler and fire alarm inspections at the Fairbanks District Office, 222 University Ave, Fairbanks, AK, shall be completed prior to August 31, 2024.
The facility is 50,297 sq. ft. and contains a wet pipe system and backflow preventer. The fire alarm system is a Simplex 4100ES. This system also contains 10 smoke/fire dampers that were tested in 2023 which is a every 4 year requirement per NFPA 105.
6.5. Sprinkler inspections at Ft Wainwright facilities shall be completed prior to August 31, 2024.
Building 1500 is 10,720 sq. ft. and contains a wet pipe system with a backflow preventer.
Building 1513 is 41,419 sq. ft. and contains a wet pipe system with two (2) 50/50 glycol loops for exterior zones and two (2) reducing pressure backflow preventers and (1) double check preventer.
Building 1544 is 25,182 sq. ft. and contains a wet pipe system with a 750 gpm fire pump.
Building 1003 is 90,000 sq. ft. and contains one (1) wet pipe system and one (1) dry pipe system with a backflow preventer.
The Helicopter Base contains one (1) reducing pressure backflow preventer.
6.6. If maintenance or repairs are necessary prior to performing tests or inspections, immediately notify AFS Facility Operations Branch Chief so repairs can be made and tests and inspections continued.
7. SPECIAL CONDITIONS
7.1. The Contractor shall coordinate with AFS Facility Operations Branch Chief as necessary to confirm that the Contractor has access to, is aware of, and is able to inspect and test all required components, devices, and portions of the water-based fire protection and fire alarm systems at each facility listed. Nothing in this statement of work shall be construed as relieving the Contractor of the responsibility, upon the completion of each series of inspections, for the correct operation of all portions of the water-based fire protection and fire alarm systems at the facilities inspected.
7.2. The Contractor shall perform the work described herein to each water-based fire protection and fire alarm systems in the facilities listed regardless of current compliance with NFPA 13 and NFPA 72.
7.3. The Contractor shall NOT perform tests of any systems, equipment, or components that may result in any of the following:
7.3.1. Water damage to any BLM property or
7.3.2. Hazardous conditions at any BLM facility.
8. SUBMITTALS
8.1. Copy of Field Supervisor’s current Alaska State Fire Marshal issued permit.
8.2. Copy of Field Supervisor’s current NICET certification.
8.3. Copy of technician’s Backflow Prevention Device Tester Certificate.
8.4. Work Schedule
8.5. Final Fire Sprinkler System and Fire Alarm Inspection Report including all test results and inspection reports for sprinkler systems, fire pumps, backflow prevention devices and fire alarm devices shall be submitted prior to contract payment.
