A STATEMENT OF WORK
I. GENERAL INFORMATION
A. Introduction DOI/OCIO is recommending the use of the Internet Service Provider (ISP) or Dedicated
Internet Access (DIA) for future site network installation to take advantage of SDWAN capabilities and other related technologies. Washington Water Science Center (WAWSC) current circuit is saturated and affecting productivity. This is to replace the existing circuit with a higher speed symmetrical/bi-directional 1 Gbps DIA circuit as recommended by DOI/OCIO.
This circuit will be used in conjunction with Lumen EIS LAN to LAN service.
B. Definitions/Applicable Documents
DIA – Dedicated Internet Access. Fully dedicated bandwidth that is not shared and the speed does not vary.
Bi-directional speeds – Actual flow of network traffic between two networking devices as they send and receive traffic. Refers to inbound and outbound traffic going over the cable at the same time.
Demarc (Room: 201) – Internet Service Providers network ends and connects with the customer’s on-premises wiring.
Fiber Lit – a fiber lit building is defined as a commercial site or data center that has on-net optical fiber connectivity to a network provider’s infrastructure, plus active service termination equipment onsite.
C. Scope
Internet Service Provider will install and maintain unmanaged dedicated internet access (DIA) with a full bi-directional speed of 1 Gbps. Providing static IP addresses for our router.
Providing or installing any necessary Fiber Optic lines to Demarc (Room: 201) and testing the circuit to ensure speeds are within 1 Gbps scope.
SLA: Internet Service Provider will provide 365/24/7 support, identify/define reporting standards relating to network outage/scheduled maintenance notification, identify minimum SLA uptime, identify latency threshold options (possible guarantee), identify a mean time to repair (MTTR), identify network jitter (variability in latency) and identify remedies/compensation for failure to maintain SLA.
II. WORK REQUIREMENTS
A. Technical Requirements.
Internet Service Provider (ISP) will ensure the installation of dedicated internet access (DIA) with a full bi-directional speed of 1 Gbps is lit and fully operational. Fiber-based connectivity is a requirement. We are requiring that the internet service provider has fiber lit for our location to avoid any delays due to fiber optic cable installations on their end which would additionally
140G0325Q0073 Page 19 of 19 increase the overall cost. After the cabling is confirmed connected, the ISP will turn on the connection and provide static IPs for our router.
Acceptance for the service will be testing results proven to be 1 Gbps bi-directional. Also, to ensure the maintenance and observability of the circuit is done by ISP to ensure outages will be resolved.
B. Deliverables.
Unmanaged dedicated internet access (DIA) with a full bi-directional speed of 1 Gbps using the “Fiber Lit” infrastructure at the WAWSC Kress Payless Building.
