PERFORMANCE-BASED WORK STATEMENT

I. GENERAL INFORMATION

A. Introduction (general description of services).

Leica USA/Geoprevent (hereafter recognized as “Leica/Geoprevent”) will provide instrumentation system upgrades and ground-based radar and deformation camera image data processing and analysis of an active landslide in the Barry Arm of Prince William Sound, Alaska.

B.Background
The U.S. Geological Survey (USGS) has been tasked with characterizing the deformation and hazard of a landslide with tsunamigenic potential located in Prince William Sound, Alaska. This project is a mission priority with respect to both scientific and societal interests with specific Congressional funding. In 2021, the USGS, with the assistance of Leica/Geoprevent (and previously IDS Georadar, now a sister company of Leica/Geoprevent), installed a ground-based synthetic aperture radar unit and high resolution camera capable of measuring deformation of the landslide. Leica/Geoprevent has provided processing and analysis on the existing data stream using their specialized processing algorithms. Given Leica/Geoprevent’s experience with this project and with the specific data processing needed by the USGS, the USGS seeks to partner with Leica/Geoprevent to implement system upgrades and conduct data analysis in 2025-2027. The USGS does not have this expertise in-house.

C. Scope The scope of this project includes performing control system upgrades, processing and analyzing high resolution ground-based interferometric radar and deformation camera image data of the Barry Arm landslide (located in Prince William Sound, Alaska) for a period of three years, providing archived data for all years to date and moving forward, and the option to conduct monitoring at a 2nd landslide side. The third year of radar and image processing is an option year for ongoing monitoring at the Barry Arm landslide and to also allow extending monitoring to another potentially hazardous landslide location if necessary.

II. WORK REQUIREMENTS

A. Technical Requirements.

1. Describe specific work requirements and/or work products Leica/Geoprevent will perform the following tasks:

a. Provide upgrades to control systems to allow for secondary communication to the system and conduct installation with support of USGS. Travel to Anchorage, Alaska to be provided by Leica/Geoprevent. Travel from Anchorage, Alaska to the Barry Arm landslide field site to be provided by USGS. A 10-day travel period that includes a minimum of five (5) field days to account for potential poor weather conditions for site access shall be reserved for the work.

b. Provide near-real-time processing of radar data using data algorithms from Geoprevent for up to a 33-month period (February 2025 through the end of October 2027). Leica/Geoprevent will analyze the data at such a time frame that any problems with the radar data or site can be promptly (within 1-week) rectified. Leica/Geoprevent is not responsible for problems with data transmission. The USGS will be responsible for fixing any field issues with the instrumentation. Note that data will be processed and analyzed under an existing contract in place through the end of January 2025 and this contract expects an uninterrupted flow of processing for these data.

c. Provide specific radar data processing for tuning analysis algorithms for both winter periods with snow cover and for summer periods with different stable areas selected. These additional analyses shall include those performed with Geoprevent’s AIM and Repeat Pass Processing algorithms.

d. Provide deformation analysis with camera image data for a 33-month period (February 2025 through the end of October 2027). Note that data will be processed and analyzed under an existing contract in place through the end of January 2025 and this contract expects an uninterrupted flow of processing for these data.

e. Provide additional camera deformation analyses on both a temporal (time series) and spatial basis using various assumptions for stable areas within the project image domain.

f. Provide all data collected to date (raw and processed radar, raw and processed camera images, and webcam images) and subsequently for each contract year on hard drives to be provided by USGS.

2.Criteria for acceptance of Product or Service
Criteria for acceptance for the six items detailed in section II-A-1(a-f) are noted here:

a. Acceptance occurs upon installation and successful testing of control system upgrades to be conducted during the summer of 2025 (May through August).

b. Acceptance occurs quarterly upon completion of sequential 3-month project time frames throughout the time period from February 2025 through October 2027 following periodic transmittal of the processed radar data and analysis results within this time.

c. Acceptance occurs upon completion of radar data algorithm tuning at the transitions between winter and summer monitoring time frames in each contract year.

d. Acceptance occurs quarterly upon completion of sequential 3-month project time frames throughout the time period from February 2025 through October 2027 following periodic transmittal of the processed camera image data and analysis results within this time.

e. Acceptance occurs upon completion of the camera image data temporal and spatial analysis at the transitions between winter and summer monitoring time frames in each contract year.

f. Acceptance occurs upon receipt of hard drives and confirmation that all datasets are accessible for download at the beginning (for data from 2021-2024) and end of each contract year (for data from 2025-2027)

B. Deliverables.

1. Characteristics for work product described in II.A.1., identified by name and quantity.

The deliverables for this contract will consist of:

a. Hardware upgrades to the control system, to include all electronic components and successful test of communications via both primary and secondary systems.

b. Continuous web posting (as received from the USGS) of unprocessed data products (radar interferograms and camera images) to the Geoprevent GRAVX (or similar) data portal for the Barry Arm Alaska project.

c. Daily web posting of processed radar data products (interferograms processed with IDS Guardian and Geoprevent AIM analysis methods).

d. Periodic (monthly) updates on radar data processing. These may consist of either formal reports (e.g., written reports with figures), less formal result transmittal (e.g., PowerPoint presentations with figure results), or more simple email communications outlining monthly progress; these shall include making processed time series data available (e.g., in .csv or similar format) for further analysis.

e. Weekly web posting of deformation image analysis results; and

f. Periodic discussions with Leica/Geoprevent engineers, scientists, and technicians as needed and as provided in the vendor quote.

g. Hard drive with all data sets collected to date and subsequently upon completion of each contract year.

2. Delivery dates for work/product to be completed and point of delivery.

Control system upgrades shall be conducted between May 2025 and August 2025.

Radar data processing will be continuous through the time frame of this and the existing contract (i.e., uninterrupted through all of 2025 and through October 2027), and shall commence on February 1, 2025 and end on October 31, 2027 (unless a contract year option is not exercised). All radar data processing shall be finished within 3 months of the end of each contract period (all processing estimated to be completed for all available contract years on or before January 31, 2028).

Image data collection will be continuous through the time frame of this and the existing contract (i.e., uninterrupted through all of 2025 and through October 2027), and shall commence on February 1, 2025 and will end on October 31, 2027 (unless a contract year option is not exercised). All camera image processing shall be finished within 3 months of the end of the contract period (all processing estimated to be completed for all available contract years on or before January 31, 2028).

III. SUPPORTING INFORMATION

A. Place of Performance.

Data required for this contract shall be from Barry Arm, Prince William Sound, Alaska, USA and a second landslide in the United States to be determined for the option year 2nd system services. The place of performance for data processing performed by Leica/Geoprevent shall be the Geoprevent offices.

B. Period of Performance.

The period of performance is 36 months and will begin on February 1, 2025 and end on January 31, 2027. Under the contract, there may be one Option period from February 1, 2027 to January 31, 2028, subject to availability of funds and continuing needs, C. Government Furnished Property (GFP) list property and its value.

The USGS will provide the following:

· Field transportation from Anchorage, Alaska to the Barry Arm landslide field site for Leica/Geoprevent personnel in summer 2025.

· Access to data from the existing radar and camera installation at the Barry Arm site in Prince William Sound, Alaska.

· Access to data from that collected by a 2nd system with location to be determined if the option for this service is exercised.

· Multiple hard drives for data downloading. Hard drives to be scanned for viruses prior to and following data transfer.

D. Special Considerations.

1. Key personnel qualifications Radar and camera image data processing will be performed by qualified specialists at Leica/Geoprevent (e.g., Johannes Gassner for radar data processing, Felix Blumenschein for camera image data processing).

2. Data Rights, Safety, Environment.

All data will remain under the ownership of the USGS. Data processing methodologies will remain under the ownership of Leica/Geoprevent. Coordination and publication of findings is expected but any and all publication of results from this study must adhere to USGS Fundamental Science Practices and shall be fully approved by the USGS prior to publication. The USGS reserves the right to publish any and all raw and processed data. All parties take on their own liability with respect to field work safety, including transport by helicopters and boat, and possible harm as a result of the field installation environment required by this project (i.e., landslide, rockfall, wildlife, weather hazards, etc.).

3. Security/Privacy issues All project personnel will be required to maintain the security of the data, including during electronic transmission. Data, analysis, and results will not be shared outside these parties unless all parties agree to this.
