About this file

This document is a Site Visit Report that captures Questions and Answers related to a federal contract opportunity for an HVAC system at the U.S. Geological Survey's Pasadena Earthquake Science Center. The key details are:

The project requires the installation of a reliable, redundant, and maintainable HVAC solution to provide 24/7 cooling for seismic network equipment in the server room. Specific considerations include air filtration, project goals, timeline, issues with the current system, control system type, and power requirements. The solicitation is a total small business set-aside under NAICS code 238220, with a size standard of $19.0 million annually. Proposals are due by June 17, 2024 at 5:00 PM Eastern Time, and must be submitted via email to the Contracting Officer. The federal agency is the Department of the Interior U.S. Geological Survey, Office of Acquisitions and Grants.

Site Visit Report

June 4, 2024, 10:00 a.m.

Questions that came up the answers to which were not specifically addressed in the SOW.

1. Are there any specific considerations for air filtration?

Answer: No.

2. What is the goal of the project?

Answer: The statement of work is the primary reference. Broadly, reliable and redundant AC.

Proposal evaluation will include quality of the design, and not simply cost.

3. Is there a specific timeline for project completion? That is, some value in shorter project duration?

Answer: Not directly. But some thought is recommended to minimizing the time during which the room is running on a single HVAC unit and thus has a single point of failure exposure. A work sequence plan in the proposal would provide some evidence of understanding project space and operating constraints.

4. What issues is the current system experiencing?

Answer: Primarily icing; current unit capacity is too large for the heat load. Electrical load measurements as reported in the SOW were taken 18-24 months ago, but are still considered representative of present and planned power use.

5. Is there a specified control system type?

Answer: Not by type. Systems should automatically back each other up.

6. What type of monitoring?

Answer: Monitoring of AC units will be for remote status only, and not control. Monitoring will interface in the room using the BACnet MS/TP protocol. A separate USGS contract with Next Level EMS will be installing a JACE and connecting it to the Caltech Building Management System. Contact information for Next Level EMS (Daniel Booher, 562-754-6243) was circulated among vendors in attendance.

7. What power is available for the A/C units?

Answer: In the room, 208V single phase for both in-room air handlers. Outside, one condenser unit has 208 V 3-phase, and the other is 208 V single phase. The bidder should select which of these is preferred for their condenser installation. Caltech Facilities Electrical Shop will standardize the supply, outside the scope of this HVAC project.

Additional notes, comments and constraints:

Caltech requires work on campus to conform to relevant elements of the design guidelines available at: https://fpdc.caltech.edu/design-guidelines

Goals for reliability generally commend commercial-grade equipment.

Cold air supply ducts in the room may be considered, but if proposed, the solution must demonstrate that it will not allow condensate on any rack or other installed equipment.
