BRAND NAME JUSTIFICATION
1. Contracting Agency and Activity. The Department of the Interior, United States Geological Survey plans to contract by means other than full and open competition. This document sets forth the justification and approval for award of two Trimble R750 Modular Global Navigation Satellite system (GNSS) receivers on a limited source basis as required by FAR 13.106-1(b)(1).
2. Nature of Action Being Approved. The US Geological Survey, Pacific Coastal and Marine Science Center (PCMSC) in Santa Cruz, CA requests award of a brand name procurement for two Trimble R750 Modular GNSS receivers to ensure adaptability to the current fleet of Trimble equipment currently in use, including other GNSS receivers hand-held controllers. This equipment interfaces with existing equipment and is proprietary, meaning that no other manufacturer can provide compatible equipment. The equipment requested will replace aging and unreliable units currently in use.
3. Description of Supplies or Services. The Trimble R750 Modular GNSS receiver is designed to collect GPS observables for the purpose of establishing precise positions and to calculate GNSS baselines for collecting survey-grade topographic measurements. This equipment is essential to the mission of the PCMSC and is used to support field data collection nationwide.
GNSS receivers are used to precisely locate hydrographic and topographic points on the surface of the earth as well as the reference points of sensor packages affixed to research vessels, aircraft, and terrestrial vehicles that are used in the acquisition of data.
4. Estimated Dollar Value.
5. Statutory Authority. The proposed action may be awarded on a sole source basis under the authority of Section 201 of the Property and Administrative Services Act of 1949 (40 USC 501) and FAR 13.106-1(b)(1).
6. Rationale Supporting Use of Citation in No. 5. No other sources are known to offer off-the-shelf interfacing and interchangeability with the current inventory of Trimble GPS equipment, data collectors, and proprietary software. The PCMSC currently owns a Trimble network at a value of approximately $270K which includes:

This equipment is operated concurrently and is embedded in USGS PWC (Personal Water Crafts), ATVs, singular backpack units, and multiple base stations.
The following capabilities are required by the PCMSC:
Embedded 410-470MHz radio for Real-Time Kinematic (RTK) surveying TCP/IP with NTRIP capability to allow broadcast of RTK corrections via the internet, and the storage and remote download of raw observables via an internet connection.
Multiple constellation, capability of receiving satellite signals from a number of different satellite systems. Receives L1/L2 signals and L5 if available.
Bluetooth and Wi-Fi capable (because the work is performed in a wet marine environment, a cabled connection to the data logger can be problematic and leads to failures)
Large onboard storage capacity to store raw observable data in various formats (RINEX, T02, etc).
Interfaces with Trimble's data logger control units such as TDC600 and TSC5 using Trimble Access data collection software.
Compatible with Trimble's Trimble Business Center software program to ensure compatible data from previous and current collections. This software is used to:
o communicate with Trimble's GNSS receivers o receive software and firmware upgrades, data downloads, and data uploads o post-process data collected using receivers and data loggers to a useable format.
7. Other Information. N/A
8. The Efforts to Identify Additional Sources Including the Market Research Conducted.
Market research consisting of internet searches and contacting resellers indicates that competition is available for Trimble products.
9. Actions to Overcome Barriers to Competition. Future requirements for the same or similar items will be competed to the maximum extent practical, including when the existing inventory of systems reaches end of useful life.
10. Recommendation and Certification from Program Office
Based on the above, I recommend this acquisition be conducted on a limited source basis. I certify that technical data which form a basis for this justification, that are the responsibility of technical or requirements personnel are complete and accurate.

Certifications and Approval from the Contracting Officer:
a. The contracting officer will determine price reasonable before award through a comparison of competitive quotes.
b. This justification is accurate and complete to the best of my knowledge and belief.
