SPECIFICATIONS— ISOTOPE ELEMENTAL ANALYZER
Background:
The U.S. Geological Survey (USGS) Water Mission Area (WMA) is responsible for developing and disseminating science-based information and tools needed for a fundamental understanding of the processes that affect the natural environment and the availability, movement, and quality of the nation’s water resources. In support of this mission, the Reston Stable Isotope Laboratory (RSIL) conducts research on the use of stable carbon, nitrogen, and sulfur isotope ratios in studies of water resources and environmental quality.
Scope:
This specification covers requirements for a new elemental analyzer for converting carbon-, nitrogen, and sulfur-bearing materials into carbon dioxide, gaseous nitrogen, and sulfur dioxide, respectively, for analysis of isotopic composition using a USGS-owned continuous-flow isotope-ratio mass spectrometer.
Requirements:
The elemental analyzer shall provide the following functional, operational, and performance capabilities:
General:
A primary objective is to analyze wood samples for sulfur, nitrogen, and carbon mass fractions (concentrations) and isotopic compositions. This is a challenging analysis for many wood samples because the concentrations of sulfur and nitrogen are low.
Technical:
(1) The elemental analyzer shall be capable of converting wood samples to carbon dioxide, nitrogen gas, and sulfur dioxide for measurement of carbon, nitrogen, and sulfur isotopic composition by a USGS-owned
ThermoFisher Delta V plus continuous-flow isotope-ratio mass spectrometer.
(2) The elemental analyzer shall have trap and purge capability to separate carbon dioxide effectively from the small amounts of nitrogen and sulfur dioxide generated from wood.
(3) The elemental analyzer shall be able to routinely accommodate samples having 15 mg of carbon, 12 mg of nitrogen, 5 mg of sulfur, and 500 mg total mass.
(4) The elemental analyzer shall be able to resolve gaseous nitrogen, carbon dioxide, and sulfur dioxide peaks in materials having carbon/nitrogen mass fractions of 7000 and carbon/sulfur mass fractions of 7000.
(5) The elemental analyzer shall have independent reduction and oxidation furnaces.
(6) Carousel must have at least 75 positions for solid samples.
(7) Electronic schematics shall be provided with the elemental analyzer and USGS will keep them confidential.
Installation, Training, and Acceptance:
Installation and training shall occur within forty (40) days of delivery, at a date and time that is mutually agreeable to the Government and Contractor. The contractor shall deliver the elemental analyzer to the U.S. Geological
Survey, National Center, Room 5B142, 12201 Sunrise Valley Drive, Reston, VA 20192.
Acceptance:
To demonstrate acceptance of the elemental analyzer, the Contractor will demonstrate performance of nitrogen and sulfur analyses using international standards, which will be provided by USGS. Instrument acceptance for nitrogen and sulfur will require a sequence of 12 samples as follows. If desired, two sequences can be performed—one optimized for nitrogen and the other for sulfur.

For acceptance:
(1) The nitrogen mass fraction of USGS88 should be 0.1666 ± 0.013 g/g (1 sigma). The published value

(2) The nitrogen mass fraction of USGS91 should be 0.0150 ± 0.0012 g/g (1 sigma). The published value
(https://dx.doi.org/10.1021/acs.jafc.0c02610) is 0.0150 ± 0.0004 (n = 7).
(3) Assuming the delta nitrogen-15 of USGS88 is +14.96 per mil relative to nitrogen in air, the delta nitrogen-
15 of USGS91 should be +1.78 ± 0.36 per mil (1 sigma) using a USGS-owned Thermo Delta V Plus isotope-ratio mass spectrometer. The published value (https://dx.doi.org/10.1021/acs.jafc.0c02610 ) is
+14.96 ± 0.12 per mil, where the uncertainty is a 1-sigma standard deviation.
(4) To evaluate between-sample memory, the delta nitrogen-15 values of #4 and #6 should be identical within
0.3 per mil using a USGS-owned Thermo Delta V Plus isotope-ratio mass spectrometer.
(5) To evaluate between-sample memory, the delta nitrogen-15 values of #7 and #9 should be identical within
0.3 per mil using a USGS-owned Thermo Delta V Plus isotope-ratio mass spectrometer.
(6) To evaluate between-sample memory, the delta nitrogen-15 values of #10 and #12 should be identical within 0.3 per mil using a USGS-owned Thermo Delta V Plus isotope-ratio mass spectrometer.
(7) The sulfur mass fraction of USGS88 should be 0.0046 ± 0.0008 g/g (1 sigma). The published value
(https://dx.doi.org/10.1021/acs.jafc.0c02610) is 0.0046 ± 0.0002 (n = 12).
(8) The sulfur mass fraction of USGS91 should be 0.0013 ± 0.0003 g/g (1 sigma). The published value
(https://dx.doi.org/10.1021/acs.jafc.0c02610) is 0.0013 ± 0.0009 (n = 12).
(9) Assuming the delta sulfur-34 of USGS88 is +17.1 per mil relative to Vienna Canon Diablo troilite (VCDT), the delta sulfur-34 of USGS91 should be –20.8 ± 1.2 per mil (one-sigma standard deviation) using a
USGS-owned Thermo Delta V Plus isotope-ratio mass spectrometer. The published value
(https://dx.doi.org/10.1021/acs.jafc.0c02610) is –20.85 ± 0.72 per mil, where the uncertainty is a 95 percent uncertainty.
(10) To evaluate between-sample memory, the delta sulfur-34 values of #4 and #6 should be identical within 0.5 per mil using a USGS-owned Thermo Delta V Plus isotope-ratio mass spectrometer.
(11) To evaluate between-sample memory, the delta sulfur-34 values of #7 and #9 should be identical within 0.5 per mil using a USGS-owned Thermo Delta V Plus isotope-ratio mass spectrometer.

E301.1 Scope. The requirements of Chapter 3 shall apply to ICT where required by 508 Chapter 2 (Scoping
Requirements), 255 Chapter 2 (Scoping Requirements), and where otherwise referenced in any other chapter of the
Revised 508 Standards or Revised 255 Guidelines.
E302 Functional Performance Criteria
302.1 Without Vision. Where a visual mode of operation is provided, ICT shall provide at least one mode of operation that does not require user vision.
302.2 With Limited Vision. Where a visual mode of operation is provided, ICT shall provide at least one mode of operation that enables users to make use of limited vision.
302.3 Without Perception of Color. Where a visual mode of operation is provided, ICT shall provide at least one visual mode of operation that does not require user perception of color.
302.4 Without Hearing. Where an audible mode of operation is provided, ICT shall provide at least one mode of operation that does not require user hearing.
302.5 With Limited Hearing. Where an audible mode of operation is provided, ICT shall provide at least one mode of operation that enables users to make use of limited hearing.
302.6 Without Speech. Where speech is used for input, control, or operation, ICT shall provide at least one mode of operation that does not require user speech.
302.7 With Limited Manipulation. Where a manual mode of operation is provided, ICT shall provide at least one mode of operation that does not require fine motor control or simultaneous manual operations.

503.1 General Applications shall conform to 503.
603.1 General. ICT support services including, but not limited to, help desks, call centers, training services, and automated self-service technical support, shall conform to 603.
603.2 Information on Accessibility and Compatibility Features. ICT support services shall include information on the accessibility and compatibility features required by 602.2.
603.3 Accommodation of Communication Needs. Support services shall be provided directly to the user or through a referral to a point of contact. Such ICT support services shall accommodate the communication needs of individuals with disabilities.
Instructions to Offerors
1 Provide an Accessibility Conformance Report (ACR) for each commercially available Information and
Communication Technology (ICT) item offered through this contract. Create the ACR using the Voluntary
Product Accessibility Template Version 2.1 or later, located at https://www.itic.org/policy/accessibility/vpat. Complete each ACR in accordance with the instructions provided in the VPAT template. Each ACR must address the applicable Section 508 requirements referenced in the Work Statement. Each ACR shall state exactly how the ICT meets the applicable standards in the remarks/explanations column, or through additional narrative. All "Not Applicable" (N/A) responses must be explained in the remarks/explanations column or through additional narrative. Address each standard individually and with specificity, and clarify whether conformance is achieved throughout the entire ICT Item (for example - user functionality, administrator functionality, and reporting), or only in limited areas of the ICT Item. Provide a description of the evaluation methods used to support Section 508 conformance claims. The agency reserves the right, prior to making an award decision, to perform testing on some or all of the Offeror’s proposed ICT items to validate Section 508 conformance claims made in the
ACR.
2 Describe your approach to incorporating universal design principles to ensure ICT products or services are designed to support disabled users.
3 Describe plans for features that do not fully conform to the Section 508 Standards.
4 Describe "typical" user scenarios and tasks, including individuals with disabilities, to ensure fair and accurate accessibility testing of the ICT product or service being offered.
Acceptance Criteria
1 Prior to acceptance, the government reserves the right to perform testing on required ICT items to validate the offeror’s Section 508 conformance claims. If the government determines that Section 508 conformance claims provided by the offeror represent an inaccurate level of conformance than what is actually delivered to the agency, the government shall, at its option, require the offeror to remediate the delivered item to align with the required Section 508 conformance claims prior to acceptance.
