SALIENT CHARACTERISTICS

Nature of action: Acquisition of a bottom-moored acoustic Doppler current profiler

Background and Purpose: The USGS Great Lakes Science Center is interested in understanding the hydrodynamics on fish spawning reefs during the developmental period of fall-spawning fishes (late fall through spring). Research suggests over-winter ice cover can influence the reproductive success of fall-spawning fishes. Scientists have hypothesized that wind-driven wave action can create underwater turbulence, displacing fish eggs and larvae or covering them with fine sediment which could potentially reduce their survival. Ice cover may isolate surface waters from wind, thereby altering hydrodynamics.

Scientists at Great Lakes Science Center and university partners intend to estimate the hydrodynamics on and above spawning reefs using an acoustic Doppler current profiler (ADCP) that will be deployed during the developmental period of fall-spawning fishes (approximately November-March). The ADCP will collect information on average currents, turbulence, waves, and ice cover on hourly intervals for up to 6 months while moored on the lake bottom in Lake Erie (generally < 30 m deep).

Environment: Lake Erie is a natural freshwater lake ecosystem with conductivity that is typically less than 400 micro-siemens per centimeter (rarely > 1.0). Fouling of instruments/sensors can occur primarily from dreissenid mussel attachment, suspended sediments, and algal/bacterial growth.

General Performance Specifications:

1. The system must include a bottom-moored “up-looking” acoustic Doppler current profiler capable of measuring average current, turbulence, waves, ice drift, and ice draft.

2. The system must include sufficient data storage capability for average current, turbulence, waves, ice drift and ice draft (as well as any other pertinent parameters) with hourly data collection for as long as 6 months.

3. Battery storage of the system should be consistent with specifications required for data storage (i.e., hourly data collection for up to 6 months), but should also be capable of operating an acoustic release and popup buoy to facilitate system retrieval when lake conditions are safe.

4. The system must include a mooring platform that will permit deployment from a large research vessel and stability after deployment on potentially unlevel or unstable substrate. The mooring platform should include a gimbal that ensures the acoustic Doppler current profiler is directed toward the surface in the event the mooring is deployed on sloped bathymetry or a “rough” bottom. The mooring platform must have a mounting bracket for a popup buoy and acoustic release to facilitate equipment retrieval.

5. The system should include a popup buoy which must be mounted to the mooring platform with at least 75 m of line. The line should be of sufficient strength to retrieve the entire system via a winch system on a large research vessel. Alternative proposed retrieval mechanisms will be considered.

6. The system must include an acoustic release to activate the popup buoy to permit retrieval of the system following ice out. The acoustic release should be activated via a transponder on the research vessel. Timed acoustic releases are not desired due to uncertainty in weather conditions and potential for the release to activate prior to ice out.

7. The system should include a transponder for use on the deck of the research vessel to activate the popup buoy acoustic release. The deck transponder should be contained in a rugged case and exhibit water-resistant properties.

8. Data generated from the system should generally be exportable to common statistical, programming and computing environments (e.g., R, MATLAB). Analysis of wave measurements will require additional software for analysis. The system must include access to software capable of visualizing and processing wave measurement data.

9. The system must measure waves directly to ensure compatibility with existing equipment and consistency of measurement techniques. Also, physical shape and size of the acoustic Doppler current profiler should allow the instrument to be mounted on an existing platform designed to hold a Nortek Signature 1000. The mount should also be capable of housing an existing Nortek Signature 1000.

Required Capabilities/Components:

14) Deck transponder for operation of acoustic release

Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. (i) Examine any of the Contractor’s or any subcontractors’ records that pertain to, and involve transactions relating to, this contract; and

(e)(1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), and (c), of this clause, the Contractor is not required to flow down any FAR clause in a subcontract for commercial products or commercial services, other than—

(i) Paragraph (d) of this clause. This paragraph flows down to all subcontracts, except the authority of the Inspector General under paragraph (d)(1)(ii) does not flow down; and
