This solicitation will utilize the policies contained in the Federal Acquisition Regulations (FAR) Part 12 in conjunction with the policies and procedures for solicitation evaluation and award prescribed in FAR Part 13, Simplified Acquisition Procedures, as appropriate for this acquisition.

All vendors must quote Authentic, Manufacturer certified/warranted products in original, intact manufacturer's packaging, no "Gray Market", counterfeit or resale items will be considered.

Award will be made to that offeror whose offer, conforming to the solicitation, is the lowest price technically acceptable offer. The quote with the lowest price will be reviewed first and if that quote is found to be technically unacceptable, the next lowest quote will be reviewed etc.

A technically acceptable offer will meet or exceed all specifications.

SPECIFICATIONS

BACKGROUND:

New Doors and Catch Pans for Bird Isolator Cages

The National Wildlife Health Center (NWHC) owns twenty HEPA-filtered exhaust bird isolator cages manufactured by LH Leathers (FDI 934-2). These cages are used for research with high risk pathogens. Copious amounts of water are used to flush these cages daily to remove animal waste.

The NWHC animal facility had a drain failure that resulted in an installation of a new above ground drain system in 2017. This new drain system does not tolerate solids as well as our previous system and is not able to keep up with the amount of solids that are flushed from the bird isolator cages. As a result, blockages in the system form causing the waste water to backup into the animal rooms. This negatively impacts the research and is a biosafety concern. We are therefore pursuing a different method to manage the waste in the isolator cages.

The current isolator cage doors do not allow access to the portion of the cage where the waste is collected without dissembling the housing portion of the cage. Market research shows that these cages can be fitted with a different custom designed door that would allow access to the waste while birds are being housed. A modified door would allow you to insert a catch pan underneath the animal housing portion of the cage to catch any solids. The solids could then be bagged, autoclaved, and disposed of without any of the material entering the drain system.

Work Needed:

The new doors and pans must be delivered to the USGS-NWHC in Madison, Wisconsin.

The current doors are adhered to the cages with polyurethane caulking to provide an air and water tight seal. This caulking must be removed with an appropriate removal agent in order to remove the door.

Once the door is removed, the cage front must be cleaned and prepped for the installation of the new door.

The new doors must be installed per factory specification and resealed with polyurethane caulking.

Brand Name or Equivalent: Isolator cage doors and pans designed to fit Model 934-2 by Federal Designs, Inc. (formerly LH Leathers)

Required features of isolator doors and pans:

1. The 38" x 32" door shall be 3/8" thick polycarbonate with 3" lift-off hinges mounted on the left side. Closed cell gasket, 1" wide x 1/4" thick shall be attached to the door. The 10" x 20" window/door shall be 3/8" thick polycarbonate. The door edges shall be smoothed with a chamfer and shall be attached at the bottom of the window opening by a 1 ½" stainless steel offset piano hinge to allow the door to hang down flat against the cage front. The 10" x 20" door shall have ½" wide closed cell gasket mounted around the perimeter to seal the door to the large door. Stainless steel toggle clamps will hold both doors closed.

2. The dropping pan shall be solid molded polyethylene, no less than 1/4" thick and shall have a vertical front and back when inserted into the cage.

3. The dropping pan shall be 5" deep and shall move easily on the sloping isolator bottom.

The sides of the pan shall extend up to the floor support with the back wall of the pan angled slightly to meet the back wall of the cage to compensate for the slope of the floor.

The pan shall fit under the side and back floor supports to prohibit droppings from accumulating between pan and wall.

4. The dropping pan shall fit the inside dimensions of the cage which are 36" wide, 30" high at the front to 29" at the back and 25" deep.

Features of existing cages that the isolator doors must connect to:

1. The cage support frame is constructed with 1 inch, 16 gauge square 304 stainless tubing with 1" x 1" x 1/8" angle for the cage support. The frame holds two cages, one over the other, with 9" between the cages and the bottom cage shall be 8" from the floor. The frame is mounted on 3" rubber wheel, swivel casters comparable to McMaster stock #8805T32. The front casters on each frame have locks. The frame is constructed to allow the top cage to be offset 4" to the right side of the frame. (Support frame - 78" high x 40" wide x 26" deep).

2. The isolator cage is solid molded polyethylene. Outside dimensions shall be 38" wide, 32" high, and 25" deep.

3. The isolator cage floor has a 1" slope from back to front to allow for drainage.

4. The isolator cage is a 5-walled solid rotational molded unit, made of 938 linear low density polyethylene, with a 1" flange around the front opening. The molded flanges on all four

sides turn to the outside of the unit and the surface is flat for the 16 gauge stainless steel door support frame. The frame is attached with stainless steel bolts and sealed to the cage flange with polyurethane caulking to provide an air and water tight seal. The frame has a ½" wide break turned back to reinforce the front opening. The 304 stainless steel frame supports the polycarbonate door and provides the mounting surface for the door clamps.

52.203-99 – PROHIBITION ON CONTRACTING WITH ENTITIES THAT REQUIRE CERTAIN

INTERNAL CONFIDENTIALITY AGREEMENTS. (FEB 2015) (DEVIATION 2015-02)

(a) The contractor shall not require employees or subcontractors seeking to report fraud, waste, or abuse to sign or comply with internal confidentiality agreements or statements prohibiting or otherwise restricting such employees or subcontractors from lawfully reporting such fraud, waste, or abuse to a designated investigative or law enforcement representative of a Federal department or agency authorized to receive such information.

(b) The contractor shall notify employees that the prohibition and restrictions of any internal confidentiality agreements covered by this clause are no longer in effect.

(c) The prohibition in paragraph (a) of this clause does not contravene requirements applicable to Standard Form 312, Form 4414, or any other form issued by a Federal department or agency governing the nondisclosure of classified information.

(d) (1) In accordance with section 743 of Division E, Title VII, of the Consolidated and Further Continuing

Resolution Appropriations Act, 2015 (Pub. L. 113-235), use of funds appropriated (or otherwise made available) under that or any other Act may be prohibited, if the Government determines that the contractor is not in compliance with the provisions of this clause.

(2) The Government may seek any available remedies in the event the contractor fails to comply with the provisions of this clause.

GS1131 – UNILATERAL DEOBLIGATION OF UNEXPENDED FUNDS

The contractor shall submit all invoices under the award no later than 90 calendar days after the period of performance has expired, unless a request for extension has been submitted to the Contracting Officer. After 120 days has passed since the expiration of the performance period, the government reserves the right to issue a unilateral modification deobligating any unexpended funds, and to initiate closeout procedures.
