USGS-SPCMSC – Replacement Outboard Engine Purchase

A.1. PERFORMANCE-BASED WORK STATEMENT

A.1.1. INTRODUCTION

The St. Petersburg Coastal and Marine Science Center is responsible for conducting a wide range of geologic, geophysical, morphologic, oceanographic, and climate investigations of the continental margins and adjacent regions including coastal regions of the Pacific and Atlantic Oceans, the Gulf of Mexico, and the Caribbean Sea. Research and assessment activities are conducted primarily to develop a systematic understanding and applications of dynamic physical processes and their interaction with social and ecologic systems in these areas. The scientific research supports the natural hazard and climate change missions within the USGS and addresses understanding of vulnerabilities and changes associated with extreme storms, chronic erosion, sediment mobility and transport, and climate-change driven response that includes consideration of sea-level rise and future storminess. The scientific program focuses on the evolution of sedimentary basins by analyzing geomorphology and near-surface sedimentary structural data collected using marine geophysical tools. The fundamental goal is to develop a scientific understanding of geologic processes that will contribute to rational decisions by marine and coastal managers. SPCMSC research is used by other Federal agencies, State and local entities, private organizations, and the public to make informed decisions about the use and protection of our coastal and marine resources.

A.1.2. BACKGROUND

The USGS St. Petersburg Coastal and Marine Science Center will acquire two replacement outboard engines for an offshore vessel to support a variety of scientific needs. The vessel will provide a safe platform allowing transit to and operations in diverse environmental conditions.

A.1.3. SCOPE

This request is to purchase two new outboard engines for the existing 25’ Parker watercraft, that will support research mission objectives at the U.S. Geological Survey St. Petersburg Coastal and Marine Science Center. The purchased outboards will need to include: the engines; all controls; wiring; hardware; and the installation of the outboards.

A.1.4. SUPPORTING INFORMATION

A.1.4.1. PLACE OF PERFORMANCE

The installation will take place at the contractor’s facility. The facility must be open during regular workday hours and allow inspection of the work as it progresses. Vessel delivery by the USGS is restricted to 150 miles from the SPCMSC office.

A.1.4.2. OPERATIONAL AREA

The boat’s typical operational area is offshore of the SE United States, in the Gulf of Mexico and Atlantic Ocean, but is occasionally required to be hauled long distances for remote fieldwork.

A.1.5 TECHNICAL REQUIREMENTS

A.1.5.1. GENERAL:

The boat will require two counter-rotating 200 HP outboards engines. Existing controls and wiring are for Yamaha outboards.

A.1.6. DOCUMENTATION:

The following documents shall be provided by the builder for the purpose of operating and maintaining the vessel:

A.1.7. PERIOD OF PERFORMANCE

The engines will be installed and ready for pickup no later than 180 days after receipt of order.
