About this file

This document contains questions and answers regarding a needs assessment and program review for the National Water Quality Laboratory Program. The U.S. Geological Survey is seeking consulting services to conduct interviews, administer surveys, and develop a needs assessment summary and program review. At least 10-12 internal interviews are anticipated initially, with an undetermined number of external interviews. The consultant should budget to load finalized survey language into a platform, administer the surveys, and generate analysis-ready data, as the program lacks these capabilities. Surveys could be combined where logical. The major milestone of completing the work by August would inform the following fiscal year's project planning and budget decisions.

Q&A US Geological Survey (USGS) Solicitation 140G0123Q0316

Q1. ESTIMATED NUMBER OF INTERVIEWS: For budgeting purposes, can the Program provide an estimated range of how many interviews will be needed for this initial work, both internal to USGS and possibly external as well?

This is likely to evolve as we being the needs assessment, but I would assume at least 10-12 internal interviews at a minimum. I don’t know about external interviews yet.

Q2. SURVEY ADMINISTRATION: Does the program have internal access to and staffing capacity to load finalized survey language into a survey application (e.g., Qualtrics, SurveyMonkey), administer the survey, and generate clean survey data ready for analysis, or should the proposer budget hours and other costs for these administrative tasks?

The Program does not have staffing capacity to load finalized survey language as described above. So, the proposer should budget time for this, but it may be possible to get some of the info needed without surveys. That is only one proposed instrument that could be used for the needs assessment and program review.

Q3. POSSIBILITY OF COMBINING SURVEYS: Is it possible that any two or more of the four surveys mentioned in the RFQ could be combined into one survey (gaining efficiencies in administration), or are those four populations, and the questions to ask of them, distinct enough to necessitate separate surveys?

Yes, surveys could definitely be combined if that works. This can be determined as the process proceeds in consultation with program and consultant.

Q4. TIMING OF MILESTONES: Does the Program have any decision or other scheduling-related needs that would benefit from having various milestones reached (e.g., a draft Needs Assessment Summary document available for stakeholder meeting/review, or initiation of Program Review activities) significantly before the end of the 12-month contract period? If so, at the end of which month (Month 10, for example) would reaching these milestones be helpful to the Program?

The major milestones that affect the Program are financial/budget decisions which are driven by the annual appropriations cycle and the Program annual project cycle. So, it would be very helpful to have as much of this work completed by August of next year as possible to inform the new project cycle decisions that are made at the end of each fiscal year.
