PERFORMANCE-BASED WORK STATEMENT
EMERGENCY Replacement of Main Building Septic Tank Pumps
I. GENERAL INFORMATION
A. Introduction Our mission statement at the USGS Wetland and Aquatic Research Center (WARC) is to provide USGS science to Florida, the Southeastern States, the U.S. Caribbean, and elsewhere in the world. We are also leaders in seeking new and innovative ways to meet the critical need for sound, objective scientific information that can be applied to issues of local to international concern.
B. Background
The Main Building was constructed in the early 1980s. This building is a two-story building and is approximately 21,000 sf and holds research laboratories and office space.
C. Scope
The purpose of this requirement is to remove and replace the two existing non-clogging septic pumps and associated duplex controllers of the Main Research Building septic system. Septic system only has one working pump, and it only works with manual starting and stopping.
II. WORK REQUIREMENTS
A. Technical Requirements for pump replacement work.
1. Remove and dispose of two existing non-clogging septic pumps and associated duplex controllers inside the Main Research Building as well as rusted electrical junction boxes. Existing pumps and controls are from 1984.
2. Two new pumps shall be 2 hp non clogging pumps. 480 V, 3 wire, 3 phase. Contractor shall install and reconnect all piping and electrical from the pumps to the new control panel inside the building as well as new control floats.
3. New control panel will have an auditory and visual alarm system and can function as a duplex system alternating operation between the two new pumps.
4. Contractor shall perform all pump startup procedures as recommended by manufacturer and place pumps in service.
5. Contractor must have to ability to perform work in a confined space and follow all established procedures for confined space work.
B. Criteria for acceptance of Product or Service:
1. Job acceptance will be based on completion of technical requirements stated in this document.

III. SUPPORTING INFORMATION
A. Place of Performance:
Wetland and Aquatic Research Center 7920 NW 71st Street Gainesville, Florida 32653
B. Period of Performance
Contractor will begin work within 10 days of Notice to Proceed and will complete project within 30 calendar days of project initiation.
C. Government Furnished Property (GFP): NONE
D. Special Considerations.
1. Key personnel qualifications:
A. All work under this contract must be performed by personnel who are experienced and qualified to provide professional services. Contractor will be certified to install boiler heating systems.
2. Data Rights, Safety, and Environment:
A. Safety Requirements: Contractor must perform this contract in a safe manner, observing any necessary safety precautions. The contractor will promptly correct any condition, which in the opinion of the Contracting Officer, or his authorized representative, endangers the safety of personnel and/or property during the performance of this contract. Failure to observe this requirement will result in contract termination, with the Contractor liable for any such damages that may occur. The Contractor is obligated to perform a thorough inspection each working day of all areas to assure that all necessary safeguards relative to safety and fire hazards are being taken. Special instructions on biological hazardous areas must always be complied with.
3. Security/Privacy issues:
A. Facilities/Storage Space: Limited facilities and storage spaces will be made available to the contractor without cost to him for new equipment waiting to be installed. Facilities and spaces assigned to the Contractor will be maintained in a clean and sanitary manner. Light, heat, electricity, water, and telephone service as required for the performance of this contract will be made available to the Contractor. The Contracting Officer or his designated representative will have access to the facilities, spaces, and equipment at any time for inspection or for other purposes as required. The areas assigned will be returned at the completion of this contract in the same condition than existed at the beginning of this contract. These facilities will be available for the joint use of the Contractor and Center staff.
B. Damage Reporting: In all instances where Government property or equipment is damaged, a full report of the fact and extent of such damage will be submitted in writing to the Contracting Officer or his authorized representative within twenty-four (24) hours.
