140G0122Q0007 Lease Modular Laboratory
Amendment 0001, Questions and Responses:
1. Question: Does the government want new buildings?
Response: Used buildings will be considered based on condition.
2. Question: We do not need to worry about setting the buildings is this correct? If true the only problem with this is it will be hard to warranty the unit if the contractor does not do the set up.
Response: Correct, unless lab manufacturer will provide free installation. If your proposal includes installation, this should be addressed in your technical approach.
3. Question: Who is doing the setup? I would recommend the government let the contractor set the units, that will avoid a lot of finger pointing if any issues.
Response: This will be performed by government contract unless lab manufacturer will provide free installation. If your proposal includes installation, this should be addressed in your technical approach.
4. Question: Is there a specific brand/type of fume hoods that should be quoted, or will this be handled during the submittal process?
Response: This is part of the design element that was specified in the SOW.
5. Question: Relating to the aluminum ramps/stairs, is the ramp to be switchback or straight, and is a ramp/stair combo required at each exterior door, or just one ramp and stairs on other doors?
Response: Ramps / Stairs configuration will depend on the completed design/layout.
6. Question: There is no mention of fire alarm/fire suppression, are either required? If so, is contractor responsible?
Response: Fire alarms are standard equipment that must be included.
7. Question: Is there any requirement for data/comm, special outlets or receps? If so, who is responsible?
Response: Data/Comms to be installed by other.
8. Question: The rfp shows (8)12 x 50 units to be assemble. Are 12 x 60 units acceptable? Also is there a floor plan available?
Response: 12x 60 is acceptable. Floor plan to be designed by manufacturer in conjunction with the cognizant research team and facilities manager, as described in the SOW.
9. Question: We cannot find any building specifications with the RFP. Do you have any?
Response: Required square footage was provided. Layout and configuration to be determined during design phase.
10. Question: Is there a current site plan?
Response: Open field.
11. Question: After running a line drawing of your space requirements, our designer has found that you currently do not have enough room in the 4,800 square foot plan for the requested rooms in their current dimensions.
Response: Specs are of current lab space off site and don't have to be exact.
12. Question: We are concerned about the Government setting up this building. Normally this would fall in the scope of the modular company providing the buildings as this is specialty work. If we are to simply drop off the 8-9 floors and during installation there are problems with the matelines or other unforeseen issues with the buildings, who will take care of these problems? Do you currently have a set-up company that does this type of work? What are they supplying as far as set-up goes, blocks, ABS pads, anchors, ect...? If this work is done incorrectly, who would be responsible for the warranty issues?
Response: There will be a separate government contract for installation. Lab company will be responsible for warranty of their manufactured product and installer will be responsible for any installation deficiencies.
13. Question: Does this building need to meet and state or local codes?
Response: Must meet all federal building code requirements for laboratory spaces.
14. Question: Does this building require gutters, data, fire alarm, special doors, locks, access control, etc?
Response: Storm water removal and fire alarm system should be included. Doors should be equipped with Best door locks and wired for card swipe access.
15. Question: Does this building need windows?
Response: Building does not require windows but would be acceptable in office spaces
16. Question: Is this building going inside another building?
Response: No.
17. Question: Does this building need to meet ADA requirements?
Response: Yes.
18. Question: Are there specs available for the required fume hoods? How do these hoods affect negative or positive pressures in the rooms?
Response: Fume hood specifications will be finalized during design phase but should be consistent with standard equipment.
19. Question: Are any of these rooms listed as Bio level 2, 3, or 4?
Response: No.
20. Question: Are there any RED level rooms?
Response: No.
21. Question: Are there any automatic doors?
Response: No.
22. Question: Are there any HVAC specifications?
Response: Individual lab spaces must have HVAC that is isolated to that space.
23. Question: Are stainless steel counters required?
Response: Laboratory work surfaces will be mainly phenolic resin, but some stainless surfaces may be required. Details to be decided at design phase.
24. Question: Are the refrigerators and freezers standard weight? Are there spec sheets for these so that we can ensure the flooring is reinforced as necessary?
Response: Standard scientific refrigerators and freezers.
25. Question: What type of skirting is required?
Response: Skirting should be consistent with exterior siding on building and provide protection from animal incursion. Access doors should be installed at each end of completed structure.
26. Question: There are only lease rates listed on the RFP. There are other line items such as delivery charge, materials, steps, decks, ramps, and skirting.
Response: All building modules, required materials, steps, decks, ramps, skirting, and delivery charges should be included in the final lease amount.
27. Question: The current timeline of 6-8 weeks is not likely an achievable goal. Most factories are running 12 weeks or longer from approved plans.
Response: We anticipate some variance in the timeline to allow for design and construction.
28. Question: Where are the Fume Hoods intended to be located?
Response: Fume hoods can be located on the exterior walls.
29. Question: As we are to provide the casework, please advise what size they are supposed to be, or what they will need to accommodate.
Response: Epoxy/powder coated steel base cabinets 24 inch depth with chase for routing additional plumbing and 25 inch phenolic resin tops. 12 inch depth on wall cabinets as required. The final design/layout will be determined by the research team and facilities manager, during the design phase, after contract award.
30. Question: Do you have the estimated dimensions of the equipment provided by the user?
Response: Miscellaneous bench top equipment will be used, such as centrifuges, scales, burners, etc. Other equipment supplied by customer will include scientific refrigerators and freezers.
31. Question: Will the building require and specific Mechanical Requirements (ASHRE)?
Response: The building must comply with the Uniform Building Code with respect to mechanical requirements.
32. Question: Will the building be stand alone or attached to an existing building?
Response: The building will be stand alone.
33. Question: Will the building require a sprinkler system?
Response: The building does not require a sprinkler system, but is acceptable.
34. Question: Will the building need to meet UFC requirements?
Response: The building does not need to meet UFC requirements, as it is not a permanent structure.
35. Question: Will you allow Used Buildings or just New?
Response: Used buildings will be considered based on condition.
36. Question: Will the building have any specific flooring in the Lab Areas?
Response: The flooring must be approved for laboratory use (polyurethane, epoxy resin, or vinyl are acceptable).
37. Question: Are there any sound proofing or sound masking requirements?
Response: Standard 5/8 gypsum board with FRP coating is acceptable.
38. Question: Are there any required lighting levels?
Response: Full spectrum LED is preferred.
39. Question: What exterior material is required?
Response: Exterior material may be powder coated steel/aluminum or composite. No wood.
40. Question: After reviewing your responses to our questions it seems that a great deal is being left after design. This makes it really hard to give the Government a lease rate as the rate is based on the cost of the building. If major items such as size of building, equipment and materials are not clear as of yet we really have no basis for cost.
Response: USGS expects a firm fixed price based on the information provided within the PWS and in the responses provided herein. During design and fabrication, changes to the FFP will not be considered.
41. Question: The RFP states that the acceptance of the building will not begin until the Government signs off which would be after set-up is finished. If the Government is setting up the building and taking care of all site work and equipment then the buildings could be on site for well over 3-6 months before the building can be occupied. Are you asking that the modular building provider not start the lease until after the Government has completed 100% of your work and is occupying the building?
Response: USGS anticipates the site work to be ready for set up and the building complete within 2 weeks of module delivery.
