About this file

This is an amendment (SF30 form) and Q&A document for solicitation #140FS325Q0043 for herbicide application services at St. Marks National Wildlife Refuge in Florida. The amendment addresses industry questions while maintaining the original closing date of March 10, 2025 at 2:00 PM EDT.

The Q&A clarifies several key requirements: aerial application via helicopter is not permitted as only ground equipment may be used; the gallons per acre (GPA) rate cannot be lowered due to overstory trees in certain areas; hand crew application is not allowed due to concerns about inconsistent coverage; and the contractor must supply the herbicide chemicals rather than the government. Technical POC is Logan Ridgeway and Contract POC is Fred Riley of the FWS SAT Team 3 in Falls Church, VA.

Questions and Answers

Question 1: Is aerial application (Helicopter) an approved method?

Answers 1: Number 4 under the scope of work section of the document specifies the use of “ground equipment” for application.

Question 2: If an approved method, can contractor provide a lower GPA rate?

Answers 2: We don’t want changes in the gallons per acre (GPA). One section of the tract has several overstory trees, and we don’t want herbicide sprayed over those trees.

Question 3: Is hand crews and approved method?

Answers 3: No on the hand crew application due to increased inconsistency in application coverage and application rates for a broadcast herbicide application.

Question 4: Is chemical furnished by the government or contractor needs to provide chemical procurement in pricing?

Answers 4: The contractor is expected to supply the chemical.
