About this file
This document is a Single Source Justification (Under SAT) for the purchase of a Milli-Q IQ7003 Water Purification System. The Whitney Genetics Lab (WGL) in Region 3 is collaborating with the USFWS Northeast Fishery Center in Region 5 on a metabarcoding Early Detection and Monitoring project, which requires the use of ultrapure water. The Milli-Q system was selected as it best meets the lab's needs for ease of use, size, water output, and feed water source. The system is manufactured solely by Millipore Sigma, with Fisher Scientific and Government Scientific Source as the primary distributors. The justification states there are no known barriers to competition. Pricing will be determined through competitive quotes solicited during the acquisition process. The related federal contract opportunity is Solicitation Number 140FS224Q0225 from the Department of the Interior Fish and Wildlife Service for a Water Purification System for the WI Whitney Genetics Lab.

| Text3: Fisher Scientific and Government Scientific Source are the two distributors for Millipore Sigma. Government Scientific Source is responsible for posting products on the GSA Advantage Website. | |
| Text2: Several water purification systems were researched during our process. The Milli-Q IQ7003 Water Purification System matched our needs the best due to ease of use, overall size and footprint needed, attainable categories of purified water, water output, and use of tap water for feed water source. While the other systems that were researched could meet one or more of our needs, this system stood out as the most capable. Other systems looked at include Barnstead Smart2Pure Water Purification system, Aqua Solutions DI systems, Yamato Type 1 Ultrapure Biological Water Purification system, and Labconco WaterPro BT Water Purification system. | |
| Text1: In Region 3, Whitney Genetics Lab (WGL) is collaborating on a metabarcoding Early Detection and Monitoring (EDM) project with the USFWS Northeast Fishery Center (NEFC, Region 5). The program is being developed to aid FWCOs as a more efficient part of their monitoring efforts to aid in the early detection of AIS. This work is critical to the mission of the USFWS FAC program to Manage Aquatic Invasive Species (USFWS FAC Strategic Goal #3). It is essential that WGL follow established protocols to maintain data compatibility across two USFWS Regions. The program has been funded from BIL funds and will provide infrastructure and equipment support for both labs. The labs are tasked with developing their spaces as similarly as possible as well as using the same equipment, when possible, to ensure experiments are of the same type, quality, and are replicable between the two labs. As part of this program, WGL requires the use of ultrapure water. The Milli-Q IQ7003 water purification system is a fully integrated lab water system that will produce, and store, ultra-pure water directly from our lab’s tap water source. This system will provide rapid and convenient access to ultrapure water increasing our workflow and cost efficiency. This is a sole brand justification. | |
| Text4: We are not aware of any barriers to competition. | |
| Text6: Determination of price fairness and reasonableness will be determined by competitive quotes received during the solicitation period (FAR 13.106-3(a)(1)). | |
