Pursuant to FAR subpart 13.106-1(b)(1)(i) and (ii), for purchases not exceeding the Simplified Acquisition Threshold (SAT), Contracting Officers may solicit from only one source if the circumstances deem only one source is reasonably available (e.g., urgency, exclusive licensing agreements, brand name, or industrial mobilization).

Text3: Forensic Analytical Crime Lab is accredited by ANAB (19025:2017) for DNA and Forensic Biology. While other areas of criminalistics are not within the scope of our accreditation our entire lab quality manual adheres to the ANAB accreditation guidelines, particularly regarding the movement and tracking of evidence.

| Text1: The U.S. Fish and Wildlife Service, Office of Law Enforcement, National Fish and Wildlife Forensic Laboratory (NFWFL) is in need of a contract laboratory to analyze projectiles (bullet, pellet), projectile fragments, projectile casings and shells, ballistic tips, and firearms for class and/or individual characteristics, and to explore consistency between projectiles/fragments and firearms. The lab and/or analysts must be accredited or certified under the Association of Firearms and Toolmark Examiners (AFTE). The provider must follow strict chain-of-custody procedures, produce a report of findings, and have experience with court testimony. |
| Text4: The requirement for analysis of items originating from a wide array of sources — across the country from every state — prohibits crime labs with limited state or county jurisdictions from providing service to the NFWFL. |
For twenty (20) years, Forensic Analytical Crime Lab laboratory has occupied a special niche in the forensic field by offering full-service forensic consulting, testing and expert services. Their locality, comprehensive in-house testing services, stringent scientific protocols, strict chain-of-custody procedures, and the ability to testify as needed is an appreciable asset to the NFWFL. Forensic Analytical Sciences, Inc. is in good standing with the State of California and possesses all necessary licenses, permits, certifications, approvals and authorizations necessary to perform the obligations of the RFQ.
