U.S. Fish & Wildlife Service, Office of Law Enforcement Use of Force Program: Training 2023 & 2024

April 17, 2023

STATEMENT OF WORK

The U.S. Fish & Wildlife Service, Office of Law Enforcement (OLE) is seeking the services of a best value-training venue to conduct training for the Use of Force Program (UOFP) in 2023 and 2024. The services will be for a base plus one option year.

The UOFP training builds a consistent foundation of basic use of force skills/principles, supplemented with advanced training to meet specific needs assisting the OLE in reducing risks and liability.

The UOFP training will specifically include use of force policy/legal standards, control tactics, tactics, safe weapon handling and marksmanship. This training course will also focus on current operations Special Agents (SA) routinely encounter to include search/arrest warrant service and protecting SAs/operatives working in covert circumstances.

The UOFP training will provide instruction and the opportunity for SAs to apply use of force policy and legal standards in scripted scenario-based exercises with increasing stress and complexity. SAs will make decisions regarding when it is necessary to escalate in force to control an enforcement situation or de-escalate and defuse the situation while maintaining safety for the SA(s), the suspect(s) and public.

The SAs will receive instruction on best practices to reduce risks through operational and contingency planning. The SAs will receive instruction on working as a team progressing to numerous meaningful repetitions safely approaching, securing, and processing structures for search and arrest warrants. The SAs will also receive instruction on working as a cover team protecting undercover operatives, performing extractions, and providing aid to undercover operatives and suspects through scenario-based exercises.

The OLE Training and Development Unit (TDU) will provide training material, staffing, equipment, and logistical support for the training. The TDU is located in Brunswick, Georgia. Due to the number of training sessions, staffing, and logistical demand, the training venue will need to be located a reasonable driving distance (4 hours or less) from the TDU.

The SAs (students/instructors) will attend the UOFP training from all over the continental United States, Alaska, Hawaii, and Foreign Attaché Stations. The training venue will need to be a reasonable driving distance (2 hours or less) from a major international airport and close to an interstate.

The UOFP training will utilize graduated phases of training: static, dynamic, and interactive. Training will start with very specific instruction with demonstration then progress to drills and exercises practicing learned skills and techniques. The training will culminate into scripted scenario-based training exercises with professional role players. The training venue will need to provide specialized capabilities with all-inclusive venues, support, and amenities in close proximity to accomplish the goals of the UOFP training effectively and efficiently.

The 2023 UOFP training session will be an 8-day (64 hours) advanced instructor-training course. The 2023 advanced instructor course will include all UOFP instructors (approximately 18). This training course will provide instructors with all training methodologies associated with this program and will include instructor teach-backs. This training course will prepare instructors to provide instruction to all OLE Special Agents (SA) at future national and regional UOFP training. SEE- REQUIRED TRAINING

VENUE SPECIFICATIONS FOR THE 2023 ADVANCED INSTRUCTOR COURSE.

The 2024 UOFP training will comprise of 7 individual, 3-day special agent training sessions that will include all OLE SAs (approximately 210) between February 1, 2024, and December 15, 2024. The individual training sessions will incorporate 30 SAs and 8 instructors per session. The class sizes will need to be manageable to maintain training quality with student/instructor ratio and minimal downtime.
