Little River NWR Statement of Work
VIDEO SURVEILLANCE SYSTEM (VSS)
Federal Acquisition Regulation (FAR) case 2018-017 prohibits the purchase of “covered telecommunications equipment or services” which means:
Telecommunications equipment produced by Huawei Technologies Company or ZTE Corporation, (or subsidiary or affiliates of such entities);
For the purposes of public safety, security of Government facilities, physical security surveillance of critical infrastructure, and other national security procedures, video surveillance and telecommunications equipment produced by Hytera Communications Corporation, Hangzhou Hikvision Digital Technology Company, or Dahua Technology Company, or any subsidiary or affiliate of such entities;
Telecommunications or video surveillance services provided by such entities or using such equipment; or
Telecommunications or video surveillance equipment or services produced or provided by an entity that the Secretary of Defense, in consultation with the Director of National Intelligence or the Director of the Federal Bureau of Investigation, reasonably believes to be an entity owned or controlled by, or otherwise connected to, the government of a covered foreign country, including the People’s Republic of China.
In addition to the purchase prohibition, the FAR case requires contractors to provide a representation addressing whether or not they are providing covered telecommunications under contracts and orders with the Federal government.
This Video Surveillance System (IDS) is specified for the Little River National Wildlife Refuge (NWR) Maintenance Shop located at 5375 South Park Drive, Broken Bow, OK 74728. The coordinates are 33.958416 -94.753626.
The contractor shall install and make fully functional, a network capable Video Surveillance System (VSS). The system will be an Internet Protocol (IP) based system with cameras designed to provide the needed video surveillance coverage and usable images. The cameras will consist of Multi Pod/Multi-Lensed cameras in domes. The Network Video Recorder (NVR) will be capable of recording at a minimum 4 IP based cameras, with capability of expansion to 8 cameras and provide Power over Ethernet (PoE) to all cameras. The system will have an attached Uninterruptible Power Supply (UPS) capable of providing power to all system hardware for a minimum of 4 hours after loss of commercial power.
Cameras should be High Definition Color Digital with a minimum of 8 mega pixel with recognition capabilities on the exterior. The images shall be recorded at a minimum rate of 30 frames per second on NVR.
The NVR must have the capability of retaining raw video data for a minimum of 30 days and have the ability to transfer said video to portable media (USB drive or DVD-RW). The contractor shall provide a single 32” monitor and all needed peripherals with the NVR for review purposes.
The NVR shall have the capability of being connected the DOI-USFWS network and have software installed to allow remote access thru a Virtual Private Network. Connection of the system to the DOI-USFWS network will be done in conjunction with the USFWS Information Resources and Technology Management (IRTM) to ensure that IT security requirements are met. The contractor shall provide software for remote monitoring. Remote access capability cannot use a cloud-based software solution.
The NVR and PoE switches will be placed in the Office space. This location should be properly ventilated to ensure appropriate cooling of electronics. All cables must be in conduit or properly placed in channels thru any ceiling penetrations. All wiring will be Category 6e minimum, with appropriate connectors at the end of each cable run and each line appropriately marked using tags. All cables will be placed in conduit or within appropriate wire trays above the ceiling.
All VSS cabling shall be a minimum of 12 inches from any electrical systems that are of a voltage greater than 24 volts. High voltage and low voltage wiring will not be intermixed in the same conduit or be closer than 12 inches to reduce interference.
The contractor shall provide as-built drawings with VSS information (Make/Model/Serial Numbers) on all pieces to the Contracting Officer at the conclusion of the contract and shall provide end user training for the system to designated staff at the location. All conduit (when used) and wiring shall be appropriately marked and labeled by the contractor.
In addition, all hardware and peripherals shall be warranted for an additional 1 year after the expiration of the manufacturer’s warranty and all software must be registered to the US Fish and Wildlife Service. Master copies of said software must be provided to the FWS Information Resources and Technology Managements division.
The contractor must provide a minimum of 2 hours of end-user training to facility staff, and 4 hours of training for system administrators, prior to facility acceptance.

The Government contemplates award of a Firm-Fixed Price type of contract resulting from this solicitation.
Instructions to Vendors:
1) Submission of questions: Interested contractors must submit any questions concerning the solicitation at the earliest time possible. Questions may be submitted via email to lorenzo_aragon@fws.gov. Questions shall be submitted two business days prior to close of the solicitation to be considered.
2) Submission of quotes. Quotes are to be submitted via email to lorenzo_aragon@fws.gov.
As a minimum, quotes must show:
a. Price for each line item
b. Proposed product with specifications, if applicable
c. "Remit to" address, if different than mailing address.
d. Acknowledgment of Solicitation Amendments.
3) Period for acceptance of quote. The contractor agrees quotes will be valid for at least 60 calendar days from the date specified for receipt of quotations.
4) Late submissions, modifications, revisions, and withdrawals of quotes. Contractors are responsible for submitting quotes, and any modifications, revisions, or withdrawals, so as to reach the Government office designated in the solicitation by the time specified in the solicitation. Any quote, modification, revision, or withdrawal of a quote received at the Government office designated in the solicitation after the exact time specified for receipt of quotes is "late" and will not be considered unless it is received before award is made, the Contracting Officer determines that accepting the late quote would not unduly delay the acquisition. However, a late modification of an otherwise successful quote, that makes its terms more favorable to the Government, will be considered at any time it is received and may be accepted.
Basis of Award:
a. To determine the best value contractor, a source selection process will be used that involves evaluation of three factors. The three evaluation factors are: (1) Technical Approach, (2) Past Performance, and (3) Price. Overall, the non-price factors are more important than the Price factor.
b. Award shall be made to the responsible Offeror whose proposal is determined to be the most advantageous to the Government, with appropriate consideration given to the mailto:lorenzo_aragon@fws.gov.

evaluation factors. Pricing shall be evaluated in accordance with completeness and reasonableness criteria that are described below. The technical features of each proposal shall be evaluated against the Request for Proposal (RFP) requirements, assessing the strengths and weakness of each proposal in light of evaluation criteria that is described below. Non-pricing features of an offeror’s proposal shall be evaluated in such a manner as to assess the value of those features as compared to the proposed prices or costs to the Government. Implicit in this process is the Government’s willingness to accept other than the lowest priced offer, if the added benefits of a higher priced offer outweigh the additional cost or price involved.
c. The non-price factors shall be evaluated using reasoned judgment that results in the assignment of a rating as follows: Outstanding, Excellent, Acceptable, Marginal, or Unacceptable. The grading for each criterion will be based on the following adjectives:

d. In the case of the Past Performance evaluation factor, a rating of Acceptable, Neutral or Unacceptable will be assigned. The Offeror’s experience will be evaluated on the degree of relevance to the requirement on the basis of similarity in size, scope, complexity, technical difficulty, contract type, and period of performance. Only recent experience will be evaluated. Evaluations may include interviews with previous clients of the prime contractor and subcontractors and may include interviews with previous clients of proposed personnel. The Offeror’s experience with and knowledge of issues and problems of similarly sized organizations will be evaluated. Past Performance Assessments: The Offeror’s past performance will be evaluated on the basis of information contained in the Offeror's proposal and the information that the Government obtains through other means. The past performance evaluation will assess the Offeror’s record of providing high quality services of a similar nature in a manner that ensures maximum accuracy, throughput, cost effectiveness and overall client satisfaction. If some of the Offeror’s experience is relevant and the rest is not, only the relevant experience will be evaluated for purposes of past performance.
e. The Government intends to award a contract without discussions but reserves the right to hold discussions if determined by the Government to be in its best interests. The Government may communicate with an Offeror in order to clarify, verify, or obtain additional information.
f. Each proposal should be submitted in a format that is representative of the items to be evaluated in the order that they are described below.
I. EVALUATION FACTORS
The evaluation factors are listed in descending order of importance.
a. FACTOR 1 – Technical Approach
The offeror shall describe how they meet or plan to meet the specifications and contract clauses for this Video Surveillance System requirement of the solicitation.
The offeror shall provide a projected project plan showing significant actions/events and timeline through completion of the Video Surveillance System identified in this solicitation.
The Government will evaluate proposals to determine how well the offeror understands the requirements and that the offeror has adequately demonstrated the likelihood that they will successfully meet and furnish the Government’s requirements.
b. FACTOR 2 – Past Performance
The offeror shall submit a narrative description of their past performance in providing similar products and services over the past three (3) years. The offeror shall demonstrate it has acceptable past performance in providing products of the same or similar scope, size, and complexity of this solicitation scope of work. The offeror shall describe three projects in sufficient detail for the Government to perform an evaluation of the offeror’s past performance. At a minimum, the offeror shall provide the following information:

In addition to the above, the offeror may also include performance recognition documents received within the last three years, such as awards, award fee determinations, customer letters of commendation, and any other forms of performance recognition. Additionally, the Government may review any other sources of information for evaluating past performance. Other sources may include, but are not limited to, past performance information retrieved through the Past Performance Information Retrieval System (PPIRS), including Contractor Performance Assessment Reporting System (CPARS), using all CAGE/SAM UID numbers of team members (partnership, joint venture, teaming arrangement, or parent company/subsidiary/affiliate) identified in the offeror’s proposal, inquiries of owner representative(s), Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), and any other known sources not provided by the offeror.
c. FACTOR 3 – Price
The offeror shall submit a complete price proposal for the line items identified in the solicitation. The Government will evaluate the proposed price for reasonableness when making its best value determination.
