Trash / Solid Waste Collection and Disposal

– Kenai National Wildlife Refuge

Statement of Work – Base plus 4 Option Years (Revised 8/27/2020)

General Requirements: Provide all containers (total of 3), equipment and labor for collection, transportation, removal and disposal of solid waste trash and recycled cardboard from the Kenai National Wildlife Refuge administrative complex located on Ski Hill Road, Soldotna, Alaska.

Collection Containers/Dumpsters: Standard containers shall be metal construction with metal hinged metal or plastic top, fit to prevent entrance into the container by birds or rodents. Bear proof containers shall be metal construction with self-latching cover to prevent opening or entrance by bears or other animals. Containers or dumpsters shall be provided as follows:

Maintenance Shop: Year round, provide one 4 cubic yard or larger standard solid waste trash container/dumpster and provide one 4 cubic yard or larger bear proof solid waste trash container/dumpster, to be located in the northwest corner of the parking area and one 4 cubic yard or larger container/dumpster for collection of recyclable cardboard. All three containers shall be located at the west side of the Maintenance parking area.

Removal of Solid Waste: Solid waste trash removal, transportation and disposal shall be in accordance with all local, State and Federal laws and regulations with final disposal in a facility approved by the Kenai Peninsula Borough and State of Alaska. Recycled cardboard shall be transported to and deposited at a site specifically established for recycling of such materials.

The contractor shall provide documentation of disposal facilities to be used for both solid waste trash and recycled cardboard. Transfer of material from the collection site to the final disposal site shall include either the mechanical transfer of material from containers/dumpsters to a transport truck and then to the disposal site, or transport of each container/dumpster to the disposal site for mechanical unloading of material. Any material or waste lost from the containment of the containers/dumpsters or transport truck during the processes of transfer or transportation shall be the responsibility of the transporter/contractor and cleanup shall be accomplished immediately without additional cost to Kenai NWR.

Schedule for Removal of Solid Waste: Removal of solid waste or emptying of containers/dumpsters by the contractor shall be as indicated below. The contractor shall provide Kenai NWR with a pickup schedule. The contractor shall notify Kenai NWR of any need to deviate from the schedule.

Year-Round: Solid waste containers/dumpsters located at the Shop area shall each be emptied once per week.

Recycled cardboard container/dumpster located at the Shop area shall be emptied once per month.

Additional Removal Charges: Additional solid waste removal and disposal service shall be provided by the contractor within 24 hours of notification by Kenai NWR for solid waste and within 48 hours of notification for recycled cardboard.
