Statement of Work/Need

Headquarters Building Cleaning Contract

April 2021

Introduction

Crab Orchard National Wildlife Refuge (CONWR) is seeking contracted cleaning services for the Refuge Headquarters Building. CONWR comprises approximately 44,000 acres of habitat in

Southern Illinois, including hardwood forest, agricultural land, grazing units, brushland, wetlands, and lakes. CONWR maintains a robust recreation program, with an estimated 870,000 visitors in FY 2019. Visitors enjoy recreation activities including canoeing/kayaking, fishing, camping, hiking and other recreational pursuits. The CONWR Headquarters consists of an approximately 10,000 square foot building comprising public areas open to visitors and private staff offices and work areas. The CONWR Headquarters is located at 6987 Headquarters Road, Marion, IL 62959. This contract will be awarded with a base year, with up to four option years to be exercised at the Government’s discretion.

Specifications

Specifications for this project are included in Attachment A. All interested Contractors must specify in their bid packages if their bids are fully inclusive of these specifications. If interested

Contractors wish to provide any additional services not listed in the specifications on Attachment

A, they should provide an explanation as to what additional services will be provided and why they are recommended/included in the bid package.

The Contractor shall provide all specified cleaning services as listed in Attachment A. This includes all labor, needed supervision, materials, supplies, tools, equipment, and expertise necessary to meet the specifications outlined in Attachment A. The Contractor/their staff are expected to be responsive should Refuge staff express any concerns regarding quality of work.

If a consistent issue with work quality is present, the Government reserves the right to terminate the contract due to non-performance.

It is strongly recommended that interested Contractors familiarize themselves with the conditions at the location prior to submitting a bid. The Technical Point of Contact (see below) can be contacted to arrange a site visit.

Materials

All materials needed to complete cleaning activities by Contractor/their employees are to be provided by the Contractor. This is to include equipment used for cleaning and any supplies/chemicals used during cleaning. The U.S. Fish and Wildlife Service requests that environmentally friendly cleaning chemicals/products be utilized when possible. A list of all cleaning supplies/chemicals must be provided and approved by Refuge staff prior to start of the contract and Refuge staff must be notified when any changes occur.

A janitorial closet will be provided for storage of materials. This janitorial closet will be accessible to Refuge staff in the event of a spill/emergent need during business hours when

Contractor/their employees are not present.

Contractor Responsibilities

Contractor will be responsible for ensuring that their employees are fully aware of and following safety precautions, including, but not limited to: proper use of Personal Protective Equipment

(PPE), proper training on safe methods of cleaning, proper training on correct use of cleaning equipment, products, and chemicals (including training and provision of Safety Data Sheets

(SDS) for all chemicals used). Contractor shall provide USFWS with copies of SDS documents so that such SDS may be maintained in the janitorial supply closet. Contractor will maintain insurance and bonding, and will be responsible for providing any applicable Worker’s

Compensation insurance for Contractor staff members.

The Contractor shall provide a point of contact for Refuge staff to communicate with regarding any questions/concerns regarding Contractor/their employee performance.

Hours of Work

The normal operating hours of the Headquarters are 7:30 AM to 4:00 PM, daily (seven days a week), with closures on limited Federal Holidays. Contractor/their employees will be expected to provide service as outlined in Attachment A, including some daily services. If Contractor/their employees are unable to accomplish the tasks listed in Attachment A during normal operating hours, keys and access will have to be issued to Contractor/their employees. This will include the Contractor/their employees completing a background clearance in order to be accessing a

Government building during non-working hours.

If Contractor/their employees are unable to provide service on a given day, communication with

Refuge staff will be required and payment will not be made for missed days. For non-daily services (once or twice a week services), a make-up day may be granted at the sole discretion of

Refuge staff.

Payment

Contractors agree that all invoices shall be entered via the Department of Treasury Invoice

Processing Platform (IPP). Services should be invoiced and submitted for payment no more than once a week, but at least monthly. Copies of all invoices submitted via IPP shall be provided to the Refuge Administrative Officer.

Evaluation Criteria

The basis for award of this contract will be best value in accordance with the FAR. The contract will be awarded as a firm-fixed price contract. Contractors are advised that the award may not be necessarily made to the lowest priced proposal. Quotes will be evaluated on both price and non-price factors. Evaluations will be based on the information included in the individual quotation packages (including references) and in past performance databases available to the Government, such as, but not limited to, CPARS. After receipt of quotations, the Government will conduct an evaluation. During the evaluation period, the Government may, at its discretion, communicate with Contractors and/or their references. Evaluations will be made on the following factors in addition to price:

Factor One- Capability

The quotation must demonstrate the Contractors capability of meeting all of the requirements in the Statement of Work. Contractors are required to provide a list of some of their recent (within the last three years) cleaning contracts similar in scope to this project. The list should include the name and contact information of the clients, a brief summary of the scope of work provided to the clients, and an approximate total price of each contract. Please note that the Government may or may not choose to contact the clients from this list. The list of recent clients is not required to be exhaustive; it should be no more than four pages in length.

Factor Two- Past Performance

In evaluating past performance, the Government will consider information obtained from past and present customers. By past performance, the Government means the Contractors record of conformity to specifications and to standards of quality of service, timeliness of performance, business relations, compliance with safety and security requirements, etc. Contractors are requested to submit a list of at least three, but not more than five, recent (within the last five years) clients as references. These may be the same clients as listed on the client list provided for

Factor One, or they may be additional clients not listed for Factor One. Please note that the

Government may or may not choose to contact all of the references from the reference list. The government will also consider past performance listed in CPARS.

Attachment A- Specification List

Headquarters Building Cleaning Contract

April 2021

The following are the minimum specifications required for this contract. If Contractors wish to provide additional services as part of their bid, these should be specified as part of the bid package. All Contractors mush specify as part of their bid packages that their bids meet the minimum specifications outlined below:

RESTROOMS (Public Use and Staff)

Daily Service (Seven days a week, excluding days when facility is officially closed)

Clean and disinfect entire surfaces of toilets/urinals (to include outer surfaces, inner surfaces (bowl), seating surfaces, flushing mechanisms/external piping, etc.)

Clean and disinfect all wash basins, countertops, mirrors

Clean and disinfect all high-touch surfaces (door handles, stall locks, toilet paper dispensers, soap dispensers, paper towel holders, hand dryers, etc.)

Clean and disinfect internal and external surfaces of baby changing tables

Empty all trash receptacles and disposal units for feminine hygiene products, and clean receptacles if necessary prior to placing a liner/trash bag

Check and refill, as needed, all toilet paper, paper towel, and soap dispensers

Sweep and wet mop restroom floors

Clean baseboards

Spot clean any areas to remove stains/dirt, including from walls/switches

Clean and disinfect drinking fountains located outside visitor restrooms

Clean and disinfect all partitions, including removing any graffiti

Once a Month Service (In addition to all items above)

High dusting (removing dust from higher up on walls, window sills, wall vents, tops of partitions, door frames, etc. up to 12 feet from floor)

EMPLOYEE SHOWER/LOCKER ROOM

Once a Week Service

Clean and disinfect shower stall

Clean and disinfect all wash basins, countertops, mirrors

Clean and disinfect all high-touch surfaces (door handles, switches, etc.)

Empty all trash receptacles and disposal units for feminine hygiene products, cleaning receptacles if necessary prior to placing a liner/trash bag

Check and refill, as needed, paper towel and soap dispensers

Sweep and wet mop shower room and locker room floors

Spot clean any areas to remove stains/dirt, including from walls/switches

Clean and disinfect external surfaces of all lockers

Clean baseboards

Once a Month Service (In addition to all items above)

High dusting (removing dust from higher up on walls, window sills, wall vents, tops of lockers, door frames, etc. up to 12 feet from floor)

EMPLOYEE BREAK ROOM/KITCHEN AREA

Five Days per Week (Monday to Friday, excluding Federal Holidays)

Clean and disinfect all eating surfaces (tables/counters) and accompanying seats

Clean and disinfect all countertops

Clean and disinfect sink, polish sink

Clean and disinfect external handles/doors of appliances, inside of microwave (USFWS staff will be responsible for cleaning and sanitizing inside of other appliances)

Clean and disinfect all high-touch surfaces (door handles, switches, etc.)

Empty all trash receptacles, cleaning receptacles if necessary prior to placing a liner/trash bag

Check and refill, as needed, paper towel and soap dispensers

Sweep and wet mop floor

Clean baseboards

Spot clean any areas to remove stains/dirt, including from walls/switches and cabinets

Once a Month Service (In addition to all items above) cabinets and appliances, door frames, etc. up to 12 feet from floor)

LOBBY AND FRONT VESTIBULE

Daily Service (Seven days per week, excluding days when facility is officially closed)

Clean and disinfect reception counter

Clean and disinfect all high-touch surfaces in the lobby area (including door handles, seating area, etc.)

Clean and disinfect lobby doors, to include cleaning glass in the doors

Check windows for internal smudges/fingerprints and remove as needed

Spot clean any areas to remove stains/dirt, including from walls/switches

Sweep and wet mop floor

Clean baseboards

Dust window ledges/high visibility areas where dust/insects can settle

Empty all trash receptacles, cleaning receptacles if necessary prior to placing a liner/trash bag

Once a Month Service (In addition to all items above)

High dusting (removing dust from higher up on walls, window sills, wall vents, tops of cabinets, door frames, etc.; this should be accomplished to approximately twelve feet up walls in this high ceilinged area)

CONFERENCE ROOM

Once a Week Service

Vacuum carpet

Clean and disinfect conference table and seating surfaces

Clean and disinfect all high-touch surfaces (door handles, switches, etc.)

Check windows for internal smudges/fingerprints and remove as needed

Spot clean any areas to remove stains/dirt, including from walls/switches

Empty all trash receptacles, cleaning receptacles if necessary prior to placing a liner/trash bag

Clean baseboards

Once a Month Service (In addition to all items above) cabinets, door frames, etc. up to 12 feet from floor)

OFFICE AREAS

Five Days per Week (Monday to Friday, excluding Federal holidays)

Vacuum all carpeted office areas, including open office areas, individual staff offices, copy room, file room, hallways, etc.

Clean baseboards

Empty all trash receptacles, cleaning receptacles if necessary prior to placing a liner/trash bag

Clean and disinfect all high-touch surfaces (door handles, switches, etc.)

Once a Week Service

Dust shelves, cabinets, and other hard surfaces

Once a Month Service (In addition to all items above)

EMPLOYEE VESTIBULE

Five Days per Week (Monday to Friday, excluding Federal holidays)

Vacuum carpet in vestibule

Clean baseboards

Empty all trash receptacles, cleaning receptacles if necessary prior to placing a liner/trash bag

Clean and disinfect all high-touch surfaces (door handles, switches, etc.)

Clean and disinfect lobby doors, to include cleaning glass in the doors

Check windows for internal smudges/fingerprints and remove as needed

STORAGE AREAS AND MECHANICAL ROOM

Once a Month Service

Sweep and wet mop floors

EXTERNAL AREAS

Daily Service (Seven days per week, excluding days when facility is officially closed)

Empty all external trash receptacles, cleaning receptacles if necessary prior to placing a linter/trash bag

TWICE A YEAR SERVICE (Building-wide service)

Clean all external windows (low-level windows/ windows which do not require a lift)
