TO

REPLACE OBSERVATION DECK

AT

QUIVIRA NATIONAL WILDLIFE REFUGE

(18-016)

I. JOB DESCRIPTION

A. The Contractor shall furnish all labor, materials, and equipment necessary to construct a new steel structure, fiberglass decking and guard rail. Decking material and the deck itself to be accessible for use by handicapped individuals. The guardrail is to have a steel structure, the top railing and the balusters are to be a composite decking material to match the material use on the ramp guardrail.

B. The existing deck and wooden support structure to be demolished and the material is to be properly disposed of by the Contractor.

C. The (6) steel support columns for the deck structure were put in place as part of a previous project. These W4x13 wide flange steel columns are to remain in place and are to be used to support the new steel structure for the replacement deck.

D. The Contractor is encouraged to suggest any changes to the project that will result in lower shop fabrication and/or field installation costs.

II. PROJECT LOCATION

A. The project site is located on the Quivira National Wildlife Refuge (NWR), 1434 NE

80th Street, Stafford, Kansas, approximately 1-1/4 mile north of NE 70th Street. Refer to attached drawing no. 6R-KS-447-18-016, Sheet 1 for a location map of the site.

B. The Contractor is strongly urged to visit the site and become familiar with existing conditions prior to submitting a bid or proposal. Failure to ascertain the nature, location, and conditions which affect the work will not relieve the Contractor from the responsibility for successfully performing the work. Prospective bidders may inspect the site by making arrangements with the Project Leader, Mike Oldham, at (620) 486- 2393.

III. PROJECT CONDITIONS

A. The work is to be performed at the observation deck near the Refuge headquarters. See sheet 1 of Drawing No. 6R-KS-447-18-016 for project site location.

1. An existing gravel road provides access to the project site. The observation deck is within 50 feet of the road and parking lot. The entire site is accessible by car or light truck.

2. The site has no running water, electricity, or toilet facilities. Water is available approximately ¼ mile away at the refuge headquarters. The Contractor shall provide portable generators and portable sanitary toilet facilities for this project.

B. From testing done at the time of construction of the existing deck, soil bearing pressure is 1,500 PSF.

IV. PROJECT REQUIREMENTS

A. The Contractor shall shop fabricate and field erect a new steel deck sub-structure with a fiberglass grating walking surface as a replacement for the existing observation deck.

1. The Contractor shall field verify the dimensions and is authorized to suggest small changes to deck dimensions as necessary to retrofit the new deck and structure in the space given.

2. The existing concrete slab below the existing deck is considered to be at 0’-0” and the deck shall be constructed to the same finished elevation as the existing uppermost access ramp landing which is assumed at 10’-0” above the concrete slab below the deck. The deck shall be level from front to back and side to side.

3. The Contractor shall edit drawings as necessary to document any changes and to show final as-built conditions. The As-Built drawings shall be submitted upon project completion.

4. The Contractor shall verify that any changes to the design comply with the Americans With Disabilities Act Requirements for Accessibility..

5. The steel components shall be primed and painted.

a. Primer shall be Sherwin-Williams B50AV11, or approved equal, applied per manufacturer’s instructions.

b. Paint shall be Sherwin-Williams HydroGloss, or approved equal, applied per manufacturer’s instructions.

B. The Contractor shall review the drawings and, with written approval, make any changes necessary to the drawings to accomplish the intent of the design.

1. The intent of the design is to:

a. Erect shop fabricated deck structural components with no field modification of components except for those called for on the drawings or in this document.

b. Minimize the shop fabrication cost and field erection cost.

c. Provide a deck structure, observation deck and associated guard rail which will be maintenance free during its useful life.

C. The Contractor shall modify the existing uppermost ramp landing as shown on Sheet D1 and A1 (sheets 2 and 3 of 6) of Drawing No. 6R-KS-447-18-016. These modifications included:

1. Removal of the existing fiberglass decking/grating material on the uppermost ramp landing.

a. Fiberglass decking/grating to be retained and given to the Station Manager for use on the Refuge as needed. If directed to do so, the material is to be disposed of as part of the project.

2. Replacement of the fiberglass decking/grating on the upper most ramp landing.

a. The new fiberglass decking/grating is to match the existing and be placed in such a way as to span the gap between the uppermost landing and the new deck surface.

b. The landing and the new deck surface are to be at the same elevation with no trip hazard present.

D. The Contractor may substitute approved equals to any of the materials on the drawings.

Approval must be received prior to purchase of materials and start of construction.

V. SUBMITTALS

A. All submittals required from the Contractor after Contract award are listed on the

Submittal List. Submittals shall be accompanied by a Government-furnished electronic submittal form which shall be used for approving or disapproving the material or item.

B. The Contractor shall submit a detailed project schedule for approval within 10 days of the Notice to Proceed (NTP). It shall including the following:

1. Breakdown of project tasks.

2. Sequence of project tasks with start dates, duration, and finish dates, with proper time allowances for prerequisites.

3. Project tasks shall include the proposed dates for each of the required submittals, with the proper time allowances for review by the Government. The Contractor shall allow seven (7) calendar days but not more than fourteen (14) calendar days from date of receipt for Government review of the submittals.

C. The Contractor shall submit steel fabrication shop drawings for review prior to fabrication and delivery of the steel members.

D. The Contactor shall submit product data on the fiberglass decking/grating to be used as the walking surface.

E. The Contractor shall submit manufacture’s product data on all fasteners to be used to secure the fiberglass decking/grating material. Approval must be obtained before start of work.

F. The Contractor shall submit manufacture’s product data on the primer and paint to be applied to the access ramp components. Approval must be obtained before start of work.

G. The Contractor shall submit manufacture’s product data on the composite plastic decking (railing) and composite baluster material purchased for this project. Approval must be obtained before start of work.

H. Contractor shall submit final as-built drawings at time of final acceptance and prior to final payment.

I. The Contractor shall submit copies of any permits needed to complete this work prior to starting work.

VI. GENERAL REQUIREMENTS

A. Environmental Protection

1. Pollution Control: The Contractor shall abate and control all environmental pollution arising from construction activities by complying with all applicable Federal, State, and local laws and regulations concerning environmental pollution control and abatement, as well as the specified requirements in this contract.

Compliance with this requirement by Subcontractors will be the responsibility of the Contractor.

2. Prevention of Water Pollution: During construction the Contractor shall comply with all applicable Federal, State, and local laws and regulations concerning the control and abatement of water pollution.

3. The Contractor’s construction activities shall be performed by methods that will prevent entrance of accidental spillage of solid matter, contaminants, debris, and other objectionable pollutants and wastes into flowing streams or dry watercourses, lakes, ponds, and underground water sources. The Contractor shall dispose of all pollutants such as petroleum products, rubbish, cement, concrete, and objectionable material at a legal, offsite disposal site.

4. Abatement of Air Pollution: The Contractor shall comply with applicable Federal, State, and local laws and regulations concerning the prevention and control of air pollution.

5. Construction activities shall be performed in such a manner that air pollution is held to a minimum.

6. Burning of materials, trees and brush, combustible construction materials, and rubbish will not be permitted. Construction debris shall be hauled off the site to an approved landfill area.

B. Environmental Litigation: Time lost due to work stoppage because of failure of the Contractor to comply with these requirements may not be the subject of a claim for extension of time or for costs or damages.

C. Fossils and Cultural Materials:

1. Should the Contractor discover any fossils or cultural materials during construction operations, such objects shall become the property of the Government. The Contractor shall cease construction operations in the area of the "find," and immediately notify the Refuge Manager of such discovery. Construction operations may proceed in other areas not affected by this clause. Care shall be exercised by the Contractor not to damage or collect fossils or cultural materials uncovered during excavation operations.

2. Failure to comply with this requirement may be considered a violation of the Archeological Resources Protection Act of 1979 as amended. Destruction of historic and prehistoric sites and/or unauthorized collection of cultural materials can result in criminal and/or civil penalties. Penalties can include fines, prison sentences, and/or confiscation of equipment.

D. Temporary Facilities and Controls

1. The Contractor shall be responsible for providing temporary electrical service for equipment to perform the work. Provide and maintain temporary lighting including at all barricades as may be required for safety.

2. The Contractor shall provide communication devices that are available and ready at the work site, for conducting business and to alert others in emergency situations.

3. Toilets

a. The Contractor shall provide and maintain portable sanitary toilet facilities for all workmen during the construction period. When toilet facilities are no longer required, promptly remove them from the site. Disinfect and clean or treat the area where the toilet facilities were located as necessary.

b. The Contractor shall provide and maintain facilities in accordance with the requirements of applicable local and State Health authorities and OSHA.

c. The Contractor shall keep all toilet facilities clean and supplied with toilet paper at all times.

4. The Contractor shall provide, protect, and maintain an adequate water supply for use on the project for construction purposes.

5. The Contractor shall be responsible for providing potable water for the workers.

E. Access Roads and Storage Areas

1. All operations of the Contractor (including storage of materials) upon Government premises shall be confined to areas authorized or approved by the Contracting Officer.

2. Restore all storage areas and areas disturbed by construction to their original condition, or as approved by the Contracting Officer upon completion of the work.

3. Observe all laws and regulations of the local, county, and state authorities in the use of all public roads and highways for the transportation of materials and equipment in connection with work on the project. Observe all overhead construction, bridges, cables, and the like. Repair damage to roads, highways, overhead construction and similar items, resulting from operations in connection with this project.

F. Protection and Restoration: The Contractor shall protect all structures and vegetation during the progress of the work, shall remove from the site all debris and unused materials. The Contractor shall, upon completion of the work, restore the site as nearly as possible to its original condition, including the replacement, at the Contractor's expense, of any facility or landscaping which has been damaged. The Contractor shall limit removal of any vegetation to those which interfere with the construction.

G. Safety

1. The Contractor shall assume full responsibility and liability for compliance with all applicable Federal, State, and local regulations pertaining to the protection of workers, visitors to the site, and persons occupying areas adjacent to the site, including the provisions of 29CFR1910 and 29CFR1926 of the Code of Federal Regulations. The Contractor shall hold harmless the Government for failure to comply with any applicable safety or health regulations on the part of himself, his employees, or his subcontractors.

2. Every employee is responsible for complying with applicable safety requirements, wearing prescribed safety equipment and preventing avoidable accidents and property damage.

3. Provide and maintain a basic first aid kit for use of workmen. Provide first aid supplies commensurate with size of project, with items necessary for first aid treatment of all injuries. Advise all workmen of the location of first aid supplies.

4. Post telephone numbers of nearest hospital or ambulance service and fire station in conspicuous location. Advise all workers of location of telephone numbers.

Communication devices shall be available and ready at the work site, to alert others in emergency situations.

5. Provide at least one nonfreezing-type fire extinguisher in each field office, workshop, and storage shed at the work site. Place in location readily accessible to workers.

H. Traffic Regulation: The Contractor shall provide, erect and maintain all necessary barricades, suitable and sufficient flasher lights, flagmen, danger signals and signs, and shall take all necessary precautions for the protection of the work and the safety of the public. Roads closed to traffic shall be protected by effective barricades on which shall be placed acceptable warning signs. All barricades and obstructions shall be illuminated at night and all lights shall be kept burning from sunset until sunrise.

Install appropriate traffic signs at crossroads and approaches to site as needed to direct all affected traffic. Specific sign and barricade requirements are detailed in ANSI D61, "Manual on Uniform Traffic Control Devices."

I. Means and Methods

1. Means and methods of construction shall be such as the Contractor or subcontractors may choose; subject, however, to the Contracting Officer's right to reject means and methods proposed which constitute a hazard to the work, persons, or property. Rejection of means and methods does not imply acceptance of control of means and methods by the Contracting officer. Means and methods shall remain the responsibility of the Contractor.

VII. PERFORMANCE

A. This project shall be completed within 90 days of receipt of the Notice to Proceed.

Construction will not continue on Saturdays, Sundays, or Federal holidays without prior permission of the Contracting Officer.

B. The Contractor shall procure all permits and licenses, pay all fees and taxes, and give notices necessary to perform the services of the contract.

C. The Contractor shall be liable for damages to roads, utilities, structures, and property, due to any act, omission, neglect, or misconduct during the period of performance of this Contract.
