1. Is this just a quote submittal and no need to submit a technical proposal to accompany the quote?
A technical proposal will help us determine whether or not the contractor has the ability/equipment to perform the work.
2. Can an excavator or any other piece of equipment with metal tracks and is low ground pressure be used? We were a little confused with the wording in the solicitation between rubber and metal tracked.
Metal tracked equipment is acceptable.
3. Are there slope restrictions and what degree slopes would we be working on?
The terrain varies – slopes between 0-30%. Some areas are rocky, but the majority of the ground is workable. There are no slope restrictions. FWS and the contractor can throw out acres and substitute new acres as needed. For example, if 5 acres are not suitable for equipment, then another 5 acres that are suitable for equipment can be substituted.
4. What is to be done with the mixed conifer trees (can they be chipped and thrown or do they have to be removed and trucked out)?
All vegetation (trees, brush, slash, etc) is to be masticated (chipped and scattered).
5. What is to be done with the leaf tree branches that are cut to the 6 foot height? (Chipped or removed)?
Branches are to be chipped or scattered in open areas as to not create ladder fuels underneath the leave trees.
6. Can the juniper trees be layed down and we mow off the branches with the mastication head to a height of less than 24 inches and that debri left on the ground in a pile or does it have to be scattered? Our mastication head has the ability to throw things up to 300 feet to scatter it if that is acceptable?
Juniper trees can be felled and then masticated to a height of less than 24 inches. Debris can be scattered/chipped. The project area identified has very few junipers.
7. Is there a topo map available?
Unfortunately, I do not have a topo map available at the moment. Ballpark elevation range is between 4600’ and 5200
This is a combined synopsis/solicitation for commercial items/services prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This posting will be referred to under Request for Quotation (RFQ) Number 140F522Q0147. This announcement constitutes the only solicitation;
quotes are being requested and a separate written solicitation will not be issued.
U.S. Fish and Wildlife Service, Klamath Basin National Wildlife Reserve, OR, has a requirement for tree thinning and clearing.
Period of Performance: 9/15/2022 – 11/30/2023 The basis for award is Best Value to the government. Best Value will be based upon:
1. Technical Capabilities and equipment to complete the work.
2. Past Performance in similar projects.
3. Cost to the government.
All three factors must be met for consideration.
All responsible business sources may submit a quote, which shall be considered by the agency.
Award will be made as a firm-fixed-price contract.
Award will be made to a responsible source pursuant to FAR subpart 9.1.

U.S. Fish and Wildlife Services Klamath Basin OR NWR This Request for Quotation (RFQ) is for Total Small Business Set Aside and is conducted under the procedures of FAR Parts 12 and 13, incorporating provisions and clauses in effect through Federal Acquisition Circular 2022-06. The NAICS code is 115310 and the small business size standard is $10.0 in millions of dollars.
