Vendor questions/answers

Q1: Are there a CLINs to bid this? I did not see a CLIN Structure in the documents provided on SAM.GOV

A1: Once I make an award, I will make the CLINs how I want them, but for quote sakes, all I want to know is how much per “unit/gallon” per 100 SCF will the rate be. I plan to put X amount of funds on the contract, which the winning vendor will draw down. I don’t want an annual estimate, only how much per 100 SCF increments will you charge. For example, $2.38 per 100 SCF because we will be purchasing in 100 SCF increments so the assumption is it will be cheaper per “unit” buying in larger bulk than being quoted per single SCF.

Q2: Currently Bulk Liquid Oxygen is in very high demand – to the point Industrial Oxygen (same specs but not a certificate of purity) is being “rerouted to support Medical Requirements. That being said is it is difficult to provide a price when we don’t know the requirement, due to short supply, and succinctly (and honestly) we don’t want to make commitments without parameters, so as to NOT be able to supply if the requirement quantity is understated), and 1) not be able to give the Customer what they need, and 2) ruin our good name (Exceptional CPARS in like work).

A2: For quote purposes, I understand the price of this commodity fluctuates. For purchases such as this, we stipulate that the vendor only charge us what current industry pricing index is or charge us no more than any other lower priced customer. For quoting purposes the price may only be $2.30 per 100 SCF, but 6 months from now it could be more or it could be less; understood and we will pay what the current pricing is. The main stipulator here is that you must be able to deliver within 48 hours of being called. That is not negotiable.

Q3: What is the current contract number for this work please?

A3: There is no prior contract for this.

Q4: Is the 1,500-GAL tank GFE or Contractor owned

A4: We own the tank

Q5: do you know how old the tank is by chance and confirm when the last annual inspection was conducted and by who (what firm conducted this – NFPA requires the “owner of the tank” to have the Cryogenic Vessel inspected annually by a 3PP.

A5: The tank is 29 years old. The last time they had the tank inspected was 3/2020 by Airgas.

Q6: Does the customer already have the LOX tank or does the vendor need to provide?

A6: We have a tank and own the tank.
