Scope of Work – Crystal River NWR Complex FY17
SCOPE OF WORK
FY18 CRYSTAL RIVER NATIONAL WILDLIFE REFUGE COMPLEX (41510)
RELOCATION OF RESIDENT VOLUNTEER CAMPGROUND AND CONSTRUCTION
OF A NOISE ABATEMENT WALL
I. GENERAL INFORMATION
The US Fish & Wildlife Service solicits proposals for site design, preparation and relocation of a
(6) site RV parking area approximately 285’ from its’ existing location.
II. PROJECT LOCATION
Subject property is located at 7798 S. Suncoast Blvd, Homosassa, Florida 34446. The property sits immediately adjacent to the Crystal River NWR maintenance facility.
III. WORK SPECIFICATIONS
Site Design – The new site sits approximately 285’ from the present site and if possible should be designed in a rectangular shape of approximately 75’ X 320’. If site conditions preclude a rectangular shape, a site of approximately 136’ X 160’ will suffice.
Site Preparation - Site preparation will include the clearing of existing woodlands consisting predominantly of long leaf pine, live oaks and saw palmetto. An access road spanning approximately 285’ X 15’, constructed of crushed rock or other suitable permeable material, will be required to access the site. This material may be placed over the existing earthen vehicle path depicted below. Vendor will take necessary action to prepare both the roadway and site in order to provide a smooth surface with proper elevation and drainage to prevent flooding from rain.
Relocation – The site will require the construction of (6) total concrete parking pads, 40’ X 10’ and capable of supporting the weight of a Class A motor coach. All concrete work should meet appropriate State and local codes and be in accordance with industry standards. Pads should be poured in accordance with the National Ready Mixed Concrete Association (NRMCA) standards and at a minimum have a 6” thickness with 3500psi pour and consist of rigidity reinforcement of wire mesh. Additionally, each pad will be fitted with a 20’ X 8’ poured porch pad of appropriate specifications centered on the parking pads. Construction of the pads should replicate the design of existing pads as depicted below as closely as possible.
The site will require installation of a septic system capable of providing adequate service to (6) year round RV’s. At a minimum, each site will be serviced by 4” Dump Ports, gravity fed to an appropriate tank and drain field system. Upon completion of the installation, vendor will provide for trench compaction and sod replacement or seeding of the area as appropriate. All septic work should meet appropriate State and local codes and be in accordance with industry standards.
From an existing 200A service, an additional 200A service subpanel will be installed in close proximity to the new site to facilitate electrical isolation if necessary. From this subpanel, the site will require the installation of (6) 50A RV power units, (1) each immediately adjacent to each site. Each individual unit should also be fitted with (2) generator receptacles for use in emergencies. All electrical service from the 200A subpanel to individual pads will be underground. Upon completion of installation, vendor will provide for trench compaction and sod replacement. All electrical work should meet appropriate State and local codes and be in accordance with industry standards.
From an existing water main, install approximately 285’ underground PVC water supply line sufficient to provide service for the (6) individual sites. From the site supply line, install ¾” inch PVC water service to each individual pad. Each pad service should consist of (2), ¾” spigots.
If necessary, appropriate pumps should be installed in order to provide adequate water pressure for all of the (6) sites.
Water, electrical and sewer connections installed at each individual pad should be centrally located immediately adjacent to the pad and affixed to posts or other mounting hardware facilitating a secure connection to the ground as depicted in the attached photo.
Noise Abatement Wall – Along the eastern boundary of the subject property, running parallel to US Highway 19, the vendor will install approximately 280’ feet of 6- to 8-foot high acoustical barrier fencing alongside or in place of the existing chain link fencing. This span will be fitted with a 20’ gate to match the existing opening for the chain link fencing gate. A suitable material shall be used that is designed to block unwanted traffic noise levels through high sound transmission loss and high sound absorption. The material must be UV tolerant, waterproof, and able to withstand hurricane-strength wind loads. The product performance must be a minimum of Sound Transmission Class of 40. The wall shall be a medium tan or light brown in color and native trees and shrubs shall be planted surrounding the wall to blend into the natural environment.
IV. ACCEPTANCE CRITERIA
The task shall be considered completed following an acceptable inspection of the new site by the COR or Crystal River NWR Project Leader.
V. GOVERNMENT-FURNISHED PROPERTY OR INFORMATION (if applicable)
The Government shall furnish no equipment, property or supplies for this task order. No exceptions shall be granted.
VI. OTHER REQUIREMENTS OR PROVISIONS
A pre-site visit will be scheduled prior to award and must be attended by prospective vendor representative(s) to evaluate site conditions and answer pertinent design/installation questions.
The vendor will be responsible for maintaining an orderly work site and removing all trash and debris created by the project from the work site.
VII. TIME SCHEDULE/PERIOD OF PERFORMANCE
The project shall be completed in ≤ 60 days following issuance of the task order and notification to begin work.
