STATEMENT OF WORK
Replace 60 HP Impulsion Pump
Ridgefield NWR, Bachelor Island March 16, 2022
1. General:
Office Location: Ridgefield National Wildlife Refuge, 28908 NW Main Ave., POB 457, Ridgefield, WA, 98642.
Project: Remove 60 HP impulsion pump motor from elevated structure and replace with like pump.
Project Location: Nearest physical address 28700 Bachelor Island Road, Ridgefield, WA 98642 (this address represents a closed area of the Refuge and requires staff coordination for vendor access). (see Attachment A)
Purpose/End Application: The pump’s electricity is going straight to ground. Pump needs to be replaced.
Contractor Qualifications: Practical experience in electric pumps (especially 460VAC 3 phase). Project requires connection to high voltage electrical components requiring an experienced electrician. Project may require boomlift, crane, or excavator to remove/replace pump situated ~25 feet over a field. Project is best conducted in mid-summer when the soil is dry and firm.
2. Place of Performance and Period of Performance (Where and When) the project is being completed.
Project Location: Nearest physical address 28700 Bachelor Island Road, Ridgefield, WA 98642 (see Attachment A). This address represents a closed area of the Refuge and requires staff coordination for vendor access.
Performance start and end date: Start upon issuance of contract for site visits and creating a parts list. Complete by September 30, 2022. The field conditions for crane/boom work will require summer installation when the field is dry.
Where: Bachelor Island, Ridgefield NWR, Clark County, WA. Project site requires access to a closed area of the Refuge. Access requires coordination with staff through locked gates. Access is limited to regular work hours Monday to Friday between 7:00 am to 4:00
pm. Non-duty hours include weeknights, weekends, and Federal holidays. Refuge POC for access to work site is Eric Anderson, Deputy Project Leader, 360-921-2116.
3. Scope
The US Fish and Wildlife Service (FWS) requires the services of a company with experience in the repair of high voltage electrical submersible irrigation pumps to repair a 60 HP impulsion pump at the Bachelor Island (BI) Unit. The BI impulsion pump station consists of a 40 HP pump and a 60 HP pump that are designed to work separately or in tandem, depending upon water delivery needs. The 40 HP pump is currently working normally. The 60 HP pump was sending all of its voltage to ground. This renders the pump ‘dead’ and is not a safe situation. The 60 HP pump has been taken out of service.
The scope of the replacement of the 60 HP submersible motor requires pump removal from the overwater pumping platform. This overwater pumping platform is accessible by boom truck or crane by an adjoining field. This field is seasonally wet and the pump replacement should occur during the summer when the soil is dry. The replacement motor will be reinstalled in the existing casing and all drive shaft connections, impellers, electrical components, safety devices, floats, and timers shall be reconnected and tested.
Completion of the project will require misc. materials, fittings, and electrical supplies/services. The contractor will field test the new pump and associated components (e.g. electric supply, water delivery, heater system, electrical components, safety floats, and timers). The contractor shall supply the FWS any related paperwork associated with the pump (e.g owner’s manual). The contractor will offer a field training to Ridgefield NWR staff (including but not limited to the Deputy Project Leader and Wildlife Biologist) for the appropriate procedures to operate the pump.
The electric motor was removed by FWS staff. Pictures of the motor, motor tag, and motor housing are in Attachment B. The specifications of the motor tag are difficult to read due to 20 years of submersion. Photos of the motor tag are in Attachment B. But the specifications appear to be the following.

4. Deliverables a n d / or Delivery Schedule:
One installed 60 HP 3-phase 460VAC submersible motor and reconnection of electrical services, shafts, safety devices, and covers. Removal/disposal of old pump.
Contractor to provide all printed manuals available for new items physically installed.
5. Government-Furnished Equipment and Government-Furnished
Information
No Government-furnished equipment (GPE). Field staff is available for Government- furnished information (GFI).
6. Evaluation and Acceptance The contractor will be evaluated as detailed herein. Government acceptance is contingent upon: Installation of a fully operational 460 VAC 3-phase pump that works with all existing infrastructure associated with existing pump station. This would include integration with floats, timers, electric panel, safety switches, and drive shaft.
7. Quality Control/Quality Assurance:
Work performed shall comply with all applicable codes.
