Architectural Historian Services

Solicitation No: 140F0318Q0039 Region 3, U.S. Fish and Wildlife Service. This acquisition is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

Solicitation number 140F0318Q0039, is being issued as a Request for Proposal (RFP) format.

This is a 100% Small Business Set Aside for small business concerns. The North American Industrial Classification System (NAICS) code is 541990, with a corresponding small business size of $15.0 million. All offerors must disclose their size standard in the submitted quotation in order to be considered responsive to this solicitation.

Line Item 0001: Professional Architectural Historian Services for a base period of performance from date of award for one year, with an option to extend services for three (3) additional one-year option periods. An hourly rate price for the base year and option periods is to be quoted that includes all labor, overhead, general and administrative expenses, and profit. The total amount for the base period shall not exceed $150,000.

Statement of Work (SOW): 1. GENERAL: The contractor shall assist the Regional Historic Preservation Officer (RHPO) in the completion of legal reviews of proposed U.S. Fish and Wildlife Service projects involving architectural resources. The contractor may conduct occasional research, including field studies, pertaining to architectural heritage assets that are owned, managed, or affected by the U.S. Fish and Wildlife Service. Contractor shall work very closely with the Regional Historic Preservation Officer, U.S. Fish and Wildlife Service with frequent office consultations/work sessions at the Regional Office located in Bloomington, Minnesota. 2. DEFINITIONS: (if applicable, definitions of terms used in the SOW that may be open to various interpretations or are specific to the requirement or station.). 3. SOW: The tasks of the Architectural Historian include but not limited to:

Specific Tasks.

a. Section 106 Review (estimated 20% of work)

i. The Contractor will work closely with the current RHPO (who is an Archaeologist) on Section 106 reviews of selected Service projects, both on and off Service lands, that may affect architectural resources (above-ground buildings and structures). Section 106 reviews may include assessing: (1) the potential the project will affect architectural resources; (2) the likelihood that any resources are eligible for listing on the National Register of Historic Places (NRHP); (3) the effect of the project on any architectural historic properties; and (4) the viability of any proposed mitigation measures for adversely affected architectural historic properties.

ii. The Contractor may, at times, be asked to review other outside consultants’ field reports and agreement documents (e.g. MOAs and Programmatic Agreements (PAs)) for Service projects. The Contractor will be asked to draft MOAs and PAs as well.

iii. The Contractor will conduct some Phase I/II/III field projects.

iv. The Contractor will present (with RHPO supervision and agreement) Service views to outside consulting parties, such as State Historic Preservation Offices (SHPOs), tribes and other federal, state and local governmental agencies.

b. Section 110 Recordation and Management (estimated 10% of work)

i. The Contractor will help the RHPO assess the state of architectural resources owned and managed by the Service relative to Section 110 of the NHPA.

ii. The Contractor will examine the physical and electronic Historic Preservation program files at the MRO related to Service architectural resources within the region. Using this data and information gleaned from field recordation and outside organizations, the Contractor will help create a physical and electronic “Resource Files” (patterned after those used by SHPOs) using “Fred”; a web-based Service national cultural resources relational database.

iii. The Contractor also will be asked to assist the RHPO in developing/writing long-term agreement documents (PAs) relating to the preservation and management of the Services’ most endangered/important architectural resources.

c. Preservation Planning (estimated 30% of work)

i. The Contractor will work closely with Service Headquarters and Station staff, partner organizations and others on short- and long-term planning related to stewardship and management of historic resources.

ii. The Contractor will help to develop systems for identifying and managing heritage assets.

iii. The Contractor will conduct archival research and field work to assess history, significance, and physical integrity of cultural resources.

iv. The Contractor will prepare written and photographic documentation for historic structures. Projects may include development of historic contexts, designation studies, delineation of character-defining features and other studies as required.

d. Technical Preservation Services (estimated 40% of work)

i. The Contractor will conduct field inspections to evaluate the physical condition of historic structures.

ii. The Contractor will write condition assessments, stabilization plans, and historic structures reports.

iii. The Contractor will work directly with Service staff, partners, architects, contractors to develop specifications and scopes of work for preservation projects. Review project plans and specifications to ensure that all work conforms to the Secretary of the Interior’s Standards for the Treatment of Historic Properties (SOI Standards).

iv. The Contractor will plan and participate in Service Maintenance Action Teams to complete stabilization and rehabilitation work on historic structures in the field (also work with partner organizations such as Friends groups, Historicorps and the NPS Historic Preservation Training Center).

v. The Contractor will inspect the work of outside architects, contractors, and Friends’ groups undertaking rehabilitation projects to ensure that the work conforms to scopes of work and meets the SOI Standards.

vi. The Contractor will help to plan and implement training opportunities for Service staff and partner organizations to raise awareness of and appreciation for the Service’s historic resources, and build internal capacity for their preservation.

TECHNICAL COORDINATOR: James Myster, Regional Historic Preservation Officer, Region 3, U.S. Fish and Wildlife Service.

The base period of performance is from date of award for one year, with an option to extend services for three (3), one-year option periods.

The provision at FAR 52.212-1, Instruction to Offerors - Commercial, applies to this acquisition (FAR provision and clauses are available for review at http://farsite.hill.af.mil.

The provision at FAR 52.212-2, Evaluation-Commercial Items, applies to this acquisition.

EVALUATION CRITERIA (Listed in decreasing order of importance)

1.Professional Qualifications:
(a)Key personnel qualifications – Meets the U.S. Secretary of the Interior’s Professional Qualifications Standards (48FR 44716, September 29, 1983) for architectural history.
(b)Demonstrate experience and qualifications of project coordinator(s).
2.Specialized Experience – Describe and list projects designed and constructed similar in size and scope to USFWS tasks listed in SOW. Include knowledge and experience with:
(a)Section 106 Reviews for buildings and structures.
(b)Section 110 Recordation and Management for buildings and structures.
(c)Preservation Planning.
(d)Technical Preservation Services.
3.Past Performance:
(a)Demonstrate performance on contracts with the U.S. Fish and Wildlife Service or other U.S. Government agencies or with other public or private entities, with an emphasis on innovation, quality of work, compliance with performance schedules, and cost control.
(b)Provide References.
4.Capacity to accomplish the work:
(a)Provide number of personnel under each task areas.
(b)Provide number of registered professionals.
(c)Provide availability of the use of “out of house” (sub-contractor) specialists.
(d)Ability to travel in automobiles and airplanes to accomplish the work orders
5.Location in the geographical area of the regional office and knowledge/familiarity of the locality of the projects.

Each offeror shall complete and include with their proposal, FAR provisions 52.212-3, Offeror Representatives and Certification-Commercial Items. Failure to submit the provision, properly completed, may result in a non-responsive quotation. Successful offeror is required to register in the System Award Management website at www.sam.gov, to include Online Representations and Certification Application (ORCA) prior to award.

(x) The FAR clause 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition.

(xi) FAR clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, pertains as applicable to this acquisition. The following FAR clauses cited in the clause are applicable to this solicitation: 52.219-6, 52.222.3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-13, 52.232-34, 52.232-36, 52.222-41, 52.222-42, and 52-222.43. The Department of Labor Wage Determination applicable for this procurement is 2005-2287

(xii) Additional contract requirements or terms and conditions applicable to this acquisition are the following option clauses: 52.217-5, Evaluation of Options, 52.217-8, Option to Extend Services, and 52.217-9, Option to Extend the Term of the Contract.

Proposals are due to the U.S. Fish and Wildlife Service, Region 3, Contracting and General Services, 5600 American Blvd, Suite 990, Bloomington, MN 55437-1458 by 5:00 p.m. (ET) on April 25, 2018. Offerors shall submit proposals by email Meaghan_Nelson@fws.gov. Proposals are to include a completed FAR Clause 52.212-3 and be signed and dated by an offeror's authorized representative. Incorporate Solicitation No. 140F0318Q0039 into the proposal by reference or direct attachment. Offerors shall download and review attached Professional Qualification Standards for Architectural Historian. Professional Qualification Standards will be furnished upon request, if not attached due to unforeseen circumstances.
