U.S. FISH AND WILDLIFE SERVICE
VETERINARY SERVICES – BUENOS AIRES NATIONAL WILDLIFE REFUGE, ARIZONA
This is a combined synopsis/solicitation issued by the U.S. Fish and Wildlife Service, Buenos Aires National Wildlife Refuge, Sasabe, Arizona who have a requirement for Veterinary Services for Masked Bobwhite and Texas Bobwhite Quail in accordance with FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is 140F0218R0018 and is issued as a Request for Proposal, unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-97. The associated North American Industrial Classification System (NAICS) code for this procurement is 541940. This requirement is unrestricted.
INSTRUCTIONS SUBMITTING A PROPOSAL:
All questions regarding the subject synopsis/solicitation shall be directed to the attention of Lisa Rodriguez via e-mail lisa_rodriguez@fws.gov or telephone (505) 248-6797.
SUBMIT Proposal using Company Letterhead via Electronic Email to: Lisa Rodriguez, Contracting Officer, lisa_rodriguez@fws.gov not later than FRIDAY, April 27, 2018, 12 NOON MT.
Quote/Offer must be good for 30 calendar days after close of Solicitation.
BASIS FOR AWARD:
a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
(i) price – Price quotes shall be submitted using the RFP Standard Form 1449 and provide hourly rate. Also, the contractor should provide a total estimated price on the Standard Form 1449 to include all services listed in the Statement of Work. The quoter’s rate shall be inclusive of all the quoter’s direct costs, indirect costs and profit and include all costs associated with providing the services described in the Statement of Work.
(ii) technical - The veterinarian must be a Certified Avian Medicine Specialist with the American Board of Veterinary Practitioners (ABVP) in the state of Arizona, and must have demonstrated knowledge, skills, and abilities in dealing successfully with wild birds and other animals. Optimal veterinary care also requires that the veterinarian and/or veterinary care facility must be the closest suitable facility that is willing to conduct services on populations of wild birds, and ideally is experienced with the complicated vasectomy procedure prescribed by the USFWS for wild birds. The close proximity of the veterinary care facility to the Refuge is important in decreasing transport time to holding facilities following post-surgery to provide relatively stress free recovery time. Additionally, the close proximity of the veterinary care.facility to the Refuge is a desirable location for bobwhite in need of transport for urgent veterinary care.
(iii) past performance – the offeror shall provide specific information of recent relevant contracts which support performance over the past three years and provide three references who can confirm your past performance.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
Offeror must be registered in the System for Award Management at www.sam.gov before an award can be made to them. The selected Offeror must comply with the following commercial item terms and conditions, which are incorporated herein by reference: FAR 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition; FAR 52.212-3, Offeror Representations and Certifications - Commercial Items - the selected offeror must submit a completed copy of the listed representations and certifications; FAR 52.212-4, Contract Terms and Conditions - Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, paragraph (a) and the following clauses in paragraph (b): 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-13, 52.232-34. Note: Following receipt of an Award, payment requests for all new awards must be submitted electronically through the U.S. Department of the Treasury's Invoice Processing Platform System (IPP).
