This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued.

Salient Characteristics:

Contractor shall furnish a tank for live fish hauling which meets the minimum requirements stated below, in addition to meeting all applicable ICC regulations. Tank shall have a minimum

3,000-gallon usable capacity.

Tank system will be of uni-body construction designed to install directly to the truck frame.

Tank shall have the capacity of approximately 3,000 gallons with 4-inches of freeboard. The tank will be one (1) compartment separated by one (1) bulkhead within the tank. Bulkhead will have 24-inch opening between the front and back compartments.

Tank shall achieve a 3,000-gallon capacity and be of 12-guage Type 304 SS construction.

Exterior of the tank is to be approximately 94”W x 45”H x 251”L and to be skinned completely with 18-gauge Type 304 #4 SS outer shell.

Top of the tank will have two each; 2-inch thick insulated steel doors, one on each side of the bulkhead. Each door shall have a minimum access size of 36” x 36” for bodily and net access inside the tank. Each door shall have a minimum of two (2) heavy-duty SS hinges on the upstream side with bar type latches on the downstream side. Doors shall be constructed so each will have the capability of folding back in the full open position to be no more than 3-inches for the top of the tank. An inside handle of tube construction shall be installed on the lid, to allow it to be closed from full open position. Lid gaskets will be heat molded directly to the lids as specified.

Weight of the complete system fully loaded with fish, water, gas cylinders, and personnel must not exceed the maximum legal gross weight of the truck.

All tank welding to be done in a manner that does not damage the extruded foam insulation or harm transported product.

Fish Discharge System:

Bottom of the tank will be sloped from three sides towards 16” x 12” square-to-round transition outlet. One 12-inch discharge valve shall be watertight shutoff knife gate valve, with the handle recessed. Access panels to the 12-inch valve shall be removable to allow maintenance and repair without removing more skin from the outside of the tank than is necessary to access and replace / service valve. Valve shall have ring lock couplers for drop hose coupling and be able to attach the drop hose to couple additional discharge hoses as needed.

Tempering lines will be constructed of 2.5-inch SS pipe. Plumbing of all lines shall allow the flooding and draining of each compartment. Control handles of the flooding and draining valves shall be located on the top deck of the tank.

In addition to the 2.5-inch valve at each tank, a 3-inch PVC ball valve with 3-inch female camloc couplers will be installed on the outlet / inlet end of each pipe for tempering water.

Under tank storage release pipe compartment to be constructed to hold two (2) 20’ x 6” diameter pipes beside main tank discharge tub with no cross members or other obstructions that interferes with pipe.

Sight glasses, one on each end of the tank (two (2) total), shall have a brass shutoff valve and one (1) train valve with 5/8-inch outside diameter plexi-glass tubes shall be installed on the driver’s side of the tank to assure it is easily reachable and drainable.

Furnish and install a reducer from 12-inch tank ring lock coupler to 6-inch camloc male coupler.

Reducer shall be constructed with the reducer offset to one side of the circumference. Provide a

12-inch watertight ring lock cap and snap ring.

Insulation:

Tank exterior to be covered with 2-inch foam insulation. Top, sides, and bottom will be completely covered with 18-gauge Type 304 #4 stainless steel outer shell.

Doors will have 2-inch insulation and be sealed as to prevent water from entering door insulation. Doors and exterior of the tank shall be watertight as to prevent water from entering insulation area.

All valves, hoses, and couplers shall be installed to drain completely with in the full open position to prevent damage to unit when ambient temperatures are below freezing.

Oxygen System:

Oxygen distribution lines shall run oxygen from three (3) oxygen tanks, located horizontally in a storage rack on the front deck, to fit “K” and “T” bottles of compressed gas, with adequate hold-downs installed to secure safely to the deck. All lines will be housed in an access chase to protect from damage and allow easy inspection for leaks and repair.

Storage rack shall be constructed so bottles are stacked three high, one over the other, with each bottle held securely in its own compartment. System shall include four (4) flow meters (1/4 to 7

LPM display), two (2) Air Diffusers, two (2) on each side of the bulkhead and one (1) regulator for the entire oxygen system. The flow meters shall be clearly visible from the driver’s side mirror. Regulator shall be clearly visible from the passenger’s side rearview mirror.

Lines shall be routed and secured from flow meters to two (2) 24-inch each Point Four™ Solid

Bar Air Diffuser setups for each of the compartments. Oxygen plumbing shall be at least

Schedule 40. Lines inside the tank shall be placed in recessed channels with cover plates to protect from damage when releasing adult fish. Channels shall be laid out to self-drain with tanks are emptied.

Electrical:

Electrical system shall include four (4) watertight type switches housed in watertight fixtures.

All wiring shall be placed in RMC, be secured and be shielded. There shall be one switch per aerator and power source from the battery to aerators with 60 amp breakers to be installed in the battery box. All wiring shall be a minimum of 6 gauge. Switches shall be of adequate construction to supply continuous power to the aerators (i.e. 10 amps per unit with 15 amp, auto-reset breaker).

Install on the oxygen manifold, one (1) pressure switch, N/C. Switch shall be wired in the cab to a red buzz / light to provide both visual and audible warning to the driver of low-flow or lack of sufficient oxygen pressure in the manifold. System shall include a manual toggle cutout switch to disable system when not in use.

Install on each aerator, an 18 gauge wire to be run from downstream side of the aerator switch, to the cab, to a green buzz / light to show operation of aerator for each compartment to give both visual and audible warning to the driver when system fails and visual “on” light when in normal running mode. System shall include a manual toggle cutout switch to disable system when not in use.

All marker lights and one (1) work lamp to be 12 volt dc. Lights / lamp shall be installed and secured as to comply with DOT requirements and shall be installed in a manner acceptable to the truck manufacture’s existing wiring harness.

Aeration:

Each compartment on either side of the bulk head shall have two (2) screened breather holes with floating ball check valves for cross flow ventilation (4-inch). One valve shall open towards the front and one shall open towards the back of the truck to allow cross flow air circulation.

Each compartment on either side of the bulk head shall have two (2) mounting holes to accept aerators in an accessible and screened area.

One each per aerator: wired from side of the aerator switch to cab of the truck to a green buzzer/light to give both visual and audible warning to the driver when system fails and visual

“on” light when in normal operation. System shall include a manual toggle cutout switch to disable system when not in use.

Other Equipment:

A 24-inch, fold down, aluminum walkway shall be installed on the driver’s side of the tank, for the full length of the tank, with heavy-duty ampli-quilt type surface. Walkway shall be completely supported from underneath. No suspension chains or cables will be acceptable.

Walkway bracing shall safely support the weight of a 300-pound person. Walkway shall have a

42-inch safety handrail. Handrail shall be uniform to the walkway and shall fold over the top of the tank when in transport position. Two (2) swinging gate-type openings shall be installed on the handrail, to swing out, located in front of the two (2) hatch openings on the tank. Walkway and handrail shall include a pneumatic lift assist system.

Ladders, front and rear deck, shall be installed as to gain access from both sides of the front deck. One (1) fold down ladder shall be installed on the driver’s side for access to the rear deck.

Ladders shall include 24-inch high extension handles at the top to meet state safety standards.

Under tank pipe storage to accept 20-foot section of pipe with no cross members or other obstructions that interfere with pipe.

Toolbox (approximately 40 cubic feet) shall to be constructed of aluminum with SS doors and hinges. Total storage shall be approximately 24”x24”x60” construction as allowed by the wheel base setting of the truck.

Certified DOT reflective tape will be applied to both sides and rear of truck to meet DOT safety guidelines.

Warranty:

Contractor shall provide an express warranty to warrant all labor and materials for two years after acceptance.

2. Delivery

Prices quoted must be FOB Destination

“F.o.b. destination” means --Free of expense to the Government delivered, on board the carrier’s conveyance, at a specified delivery point where the consignee’s facility (plant, warehouse, store, lot, or other location to which shipment can be made) is located; and

Supplies shall be delivered to the destination consignee’s wharf (if destination is a port city and supplies are for export), warehouse unloading platform, or receiving dock, at the expense of the contractor. The Government shall not be liable for any delivery, storage, demurrage, accessorial, or other charges involved before the actual delivery (or “constructive placement” as defined in carrier tariffs) of the supplies to the destination, unless such charges are caused by an act or order of the Government acting in its contractual capacity. If rail carrier is used, supplies shall be delivered to the specified unloading platform of the consignee. If motor carrier (including

“piggyback”) is used, supplies shall be delivered to truck tailgate at the unloading platform of the consignee, except when the supplies delivered meet the requirements of Item 568 of the National

Motor Freight Classification for “heavy or bulky freight.” When supplies meeting the requirements of the referenced Item 568 are delivered, unloading (including movement to the tailgate) shall be performed by the consignee, with assistance from the truck driver, if requested.

If the contractor uses rail carrier or freight forwarder for less than carload shipments, the contractor shall ensure that the carrier will furnish tailgate delivery when required, if transfer to truck is required to complete delivery to consignee.

Contractor responsibilities. The contractor shall --

(1)(i) Pack and mark the shipment to comply with contract specifications; or

(ii) In the absence of specifications, prepare the shipment in conformance with carrier requirements;

(2) Prepare and distribute commercial bills of lading;

(3) Deliver the shipment in good order and condition to the point of delivery specified in the contract;

(4) Be responsible for any loss of and/or damage to the goods occurring before receipt of the shipment by the consignee at the delivery point specified in the contract;

(5) Furnish a delivery schedule and designate the mode of delivering carrier; and

(6) Pay and bear all charges to the specified point of delivery.

3.1 Tank shall be fabricated and completed at the contractor’s facilities. Delivery shall be coordinated at least five business days in advance with the Technical POC. The Clearwater Fish

Hatchery address is 118 Hatchery Roe Drive, Ahsahka Idaho 83520. Hours of operation are

0730 to 1600 (PST) with the exception of weekends and holidays.

5. Delivery Instructions:

No later than three days prior to delivery, please contact the Point of Contact listed above, to arrange a specific time for delivery. Unloading the product is the sole responsibility of the delivery carrier. No labor or equipment will be provided by the government to unload the supplies.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records

Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the

Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

Local Clauses

Electronic Invoicing and Payment Requirements – Invoice Processing Platform (IPP)

Payment requests must be submitted electronically through the U.S. Department of the

Treasury’s Invoice Processing Platform System (IPP).

“Payment request” means any request for contract financing payment or invoice payment by the

Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions – Commercial Items included in commercial item contracts. The IPP website address is: https://www.ipp.gov.

Under this contract, the following documents are required to be submitted as an attachment to the

IPP invoice:

1. Invoice billed according to contract line items and rates.

2. If final payment is billed, the last invoice shall state “FINAL”

The Contractor must use the IPP website to register access and use IPP for submitting requests for payment. The Contractor Government Business Point of Contract (as listed in SAM) will receive enrollment instructions via email from the Federal Reserve Bank of Boston (FRBB) prior to the contract award date, but no more than 3 – 5 business days of the contract award date.

1. Any system hardware, software, firmware and/or networked component (voice, video or data) developed, procured, or acquired in support and/or performance of this contract shall be capable of transmitting, receiving, processing, forwarding and storing digital information across system boundaries utilizing system packets that are formatted in accordance with commercial standards of Internet Protocol (IP) version 6 (IPv6) as set forth in the USGv6

Profile (NIST Special Publication 500-267) and corresponding declarations of conformance defined in the USGv6 Test Program. In addition, this system shall maintain interoperability with IPv4 systems and provide at least the same level of performance and reliability capabilities of IPv4 products.

2. Specifically, any new IP product or system developed, acquired, or produced must:

a. Interoperate with both IPv6 and IPv4 systems and products, and

b. Have available contractor/vendor IPv6 technical support for development and implementation and fielded product management.

3. As IPv6 evolves, the Contractor commits to upgrading or providing an appropriate migration path for each item developed, delivered or utilized at no additional cost to the Government.

The Contractor shall retrofit all non-IPv6 capable equipment, as defined above, that is fielded under this contract with IPv6 capable equipment, at no additional cost to the Government.

4. The contractor shall provide technical support for both IPv4 and IPv6.

5. Any system or software must be able to operate on networks supporting IPv4, IPv6 or one that supports both.

6. Any product whose non-compliance is discovered and made known to the Contractor within one year after acceptance shall be upgraded, modified or replaced to bring it into compliance at no additional cost to the Government.
