Diesel and Unleaded Bulk Fuel Delivery to Refuges

Mid-Columbia NWRC

The U.S. Fish and Wildlife Service (USFWS) - Contracting and General Services (CGS) Region 1, located at 911 NE 11th Avenue; Portland, OR 97232, is issuing a Pre-Solicitation Notice for Diesel and Unleaded Bulk Fueling at the Mid-Columbia River National Wildlife Refuge (NWR) Complex - Burbank, WA.

The Period of Performance will be from date of award for one base year with four option years.

THE WORK CONSISTS OF: Fuel Delivery as specific in the as specified in the performance work statement. Vendor must be able to supply fuel to all locations in the complex. The vendor will be contacted when fuel delivery is required and informed of the amount of fuel required. The vendor will have 48 hours, weather permitting, to deliver fuel to specific locations.

To be considered responsive, offerors shall submit the following with their quote: Offerors shall provide a description of one (1) project where they have delivered fuel to multiple locations. Project shall have occurred in the past ten (10) years, can be ongoing (minimum of 25% completed), and does not have to be a Government contract to be considered. Detailed information is outlined in FAR Provision 52.212-2 (Evaluation - Commercial Items), located in the attachment titled P05 Provisions and Clauses (at Solicitation). Failure to provide this information prior to the closing to the closing of the solicitation (Block 8 of the SF1449) will result in the quote being nonresponsive.

The solicitation, specifications and other attachments will be available for download on FedBizOpps (FBO) (http://www.fbo.gov) on or about March 21, 2018, with an anticipated proposal due date of April 10, 2018. In order to view these documents, prospective offerors are required to self-register their firm with FBO (Go to http://www.fbo.gov and Register Now under Vendor / Citizens). Registrants are responsible for the accuracy of the information on the registration list. To be considered for award, interested contractors must be registered in the System for Award Management, SAM database at (https://www.sam.gov/portal/public/SAM/) and must be completed at this same website.

The anticipated award date will be on or about April 16, 2018. The period of performance of the resulting contract

In accordance with FAR Provision 52.212-2, the contract will be awarded to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.

This is a 100% small business set-aside procurement. The applicable NAICS code is 324199 (All other petroleum and coal production manufacturers) with a small business size standard of 500 employees. All responsible sources may submit a quotation which shall be considered by the Government.
