NOTICE OF INTENT TO SOLE SOURCE
The U.S. Department of the Interior (DOI), Bureau of Safety and Environmental Enforcement
(BSEE), intends to issue a sole source contract to Battelle Memorial Institute, 505 King Avenue, Columbus, OH 43201 for Phase II follow-on development of the Recovery Efficiency Sensor.
Battelle is the only source capable of providing follow on development of the Recovery
Efficiency Sensor Phase II. Battelle has designed, developed, and tested their prototype under awarded contract E17PC00011. This is a unique method of measuring oil/water fractions that was developed by Battelle and does not exist in the marketplace. This prototype was successfully tested at Ohmsett in June, 2018. Based on the promising results from the 2018 test, BSEE is requesting that Battelle advance this technology to provide a system that is ready for field evaluation and use.
This is Battelle’s unique design, and they filed a provisional patent 62/678,407 at the end of the contract E17PC00011. In addition, they have since conducted additional work internally to test a concept to improve measurement accuracy when air is present in the sensor cavity, and have filed a provisional patent 62/824,422 for this new concept, which they will incorporate into the new RE Sensor.
This acquisition will be conducted using the procedures of Federal Acquisition Regulations
(FAR) 15, under the authority of FAR 6.302-1.
THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATION. The purpose of this Notice is to fulfill posting requirements in accordance with FAR Subpart 5.2, Synopses of Proposed Contract Actions. However, all interested parties may identify their interests and submit a capability statement for consideration via email to Charles Cernat at charles.cernat@bsee.gov no later than 2:00 PM (ET) on 06/12/19. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
A determination by the Government not to compete this action based upon responses received is within the sole discretion of the Government. No solicitation will be posted for this acquisition.
