SECTION 1 - REQUEST FOR QUOTE (RFQ)

1.1 General

This requirement is being issued by the Department of Interior (DOI), Interior Business Center (IBC), Acquisition Services Directorate (AQD), on behalf of the Peace Corps. AQD is issuing this Request for Quotation (RFQ) for the purpose of entering into a Firm Fixed Price Purchase Order. The Office of the Third Goal and Returned Volunteer Services at the Peace Corps requires global connections educational resource development and distribution throughout the United States by creating updated resources to assist a broad range of educators.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, "Streamlined Procedures for Evaluation and Solicitation for Commercial Product and Commercial Services", as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; are being requested, and a separate, written, solicitation document will not be issued.

This Request for Quote (RFQ) is conducted under the authority of FAR Part 13.5 Simplified Procedures for Certain Commercial Items with a North American Industrial Classification System (NAICS) Code: 611710

- Educational Support Services. The Product or Service Code (PSC) is R701- Support Management:

Advertising.

The particular features of the proprietary educational platform and curriculum are essential to the Government’s requirements, and market research indicates no other companies’ are capable of meeting the requirement. The resulting award will be issued under the provisions of FAR 13.501-(a) for sole source acquisitions.

The Government reserves the right not to make an award an is subject to the availability of funds.

This requirement is not set-aside and is being sole source in accordance FAR 13.501(a),

PERFORMANCE WORK STATEMENT (PWS)

1.1 BACKGROUND

The Peace Corps’ Global Connection program connects American learners with the Peace Corps experience and supports the agency’s Third Goal of educating Americans about the communities in which the Peace Corps serves. Through intercultural exchange and educator resources, the program seeks to support global citizenship and the incorporation of global education into classrooms across the United States.

The agency’s current strategic plan includes targets intended to advance equity both by ensuring the inclusion of global voices in Third Goal opportunities and by ensuring more equitable access to Third Goal content, including content provided by the Global Connections program. The agency intends to extend access to Third Goal programming to underserved communities throughout the United States, as identified by the presence of a Title 1 eligible school within the zip code.

To meet this goal, the Global Connections program is seeking to expand the content offered and scale the reach of the program with educators throughout the United States.

1.2. SCOPE

This project seeks to meet the agency’s strategic goal of expanding access to Third Goal resources by creating new global education resources and updating existing resources to better align with educational standards and ethical storytelling practices, providing a web-based solution to share these resources with a broad group of American educators and students to specifically include a significant number of learners in Title 1 schools, and to capture usage metrics and educator feedback sufficient to track progress against the agency’s strategic plan and align future content development with educator needs.

1.3 OBJECTIVE:

The primary objectives of this project are to seek the services of a Contractor that will create and market the training and educational aids utilizing the Discovery Education Platform:

• The creation of standards-aligned, ethical, and engaging multimedia global education resources appropriate for students in grades five through eight

• Free and open access to said resources for educators throughout the United States via a web-based solution that allows for easy classroom implementation

• Verifiable engagement with these resources by significant numbers of educators, documented via regular metrics reporting

2.0 PERFORMANCE REQUIREMENTS:

This project has three primary components.

Creation and Maintenance of Global Education Resources:

• The contractor shall create educational materials appropriate for students in grades 5 -8 in alignment with the Third Goal of the Peace Corps.

o Content shall be aligned with National Governors Association (NGA) and the Council of Chief State School Officers (CCSSO) guidance on Common Core State Standards, as well as subject specific standards as appropriate.

o Content shall include multimedia resources such as videos, as well as supporting lesson plans and activities for learners, and any educator support necessary to implement the resources

RFQ 140D0424Q0026 SOL – Global Connection Services o Content shall incorporate an ethical approach to intercultural education that is inclusive of global voices o Content shall be free from error and shall be updated and maintained to ensure content integrity and ongoing access for users o Content shall be approved by Government

• The contractor shall provide end-to-end development, including video production and editing;

curriculum development; web design and development; and marketing. Contractor shall request Government approval prior to posting content.

Distribution and Marketing of Global Education Resources

• The contractor shall provide a means of delivering global education resources to educators throughout the United States o Content shall be available via a web-based solution that includes a free and open access option for all educators. In order to ensure that content is accessible to a substantial portion of U.S. educators, contractor must demonstrate an existing user base including a minimum of one million U.S. based educators.

o Content shall be provided in such a way that educators may directly implement resources into classroom use with little to no modification or extraneous requirements

• The contractor shall market resources to educators throughout the United States o The contractor shall ensure that marketing reaches at least 50% of U.S.-based active users of the Discovery Education platform o Marketing may include email advertisements, website banner advertisements, featured placement in any vendor-owned digital properties, conference and event presentations, print media, and any other strategies intended to reach K-12 educators.

Data Reporting and Feedback

• The contractor shall provide monthly reports of usage metrics for all educational resources made available via this project o Reports shall include available data regarding the number of visitors to resources, the number of unique visitors, most highly viewed resources, and similar metrics to evaluate material performance o Reports will include geographic data about users to allow for tracking of resource usage in underserved communities throughout the United States o To the extent that the data is available, reports will include data about usage by Title 1 schools

• The contractor shall solicit feedback on educational resources from educators, analyze trends in feedback, and provide expert, user-informed guidance to the Peace Corps to ensure strategic development of future resources.

5.0 ADDITIONAL CONTRACTOR REQUIREMENTS:

Pursuant to Section 508 of the Rehabilitation Act of 1973 (29 U.S.C. 794d) as amended by P.L.

105-220 under Title IV (Rehabilitation Act Amendments of 1998) all Electronic and Information Technology (EIT) developed, procured, maintained and/or used under this contract shall be in compliance with the “Electronic and Information Technology Accessibility Standards” set forth by the Architectural and Transportation Barriers Compliance Board (also referred to as the “Access Board”) in 36 CFR Part 1194. SECTION 5 – QUOTATION PREPARATION & SUBMISSION INSTRUCTIONS

The following instructions to quoters are included in lieu of Federal Acquisition Regulation (FAR) provision 52.212-1. All Quoters intending to reply to this request shall respond as follows.

5.1 Quotation Preparation Instructions

To be considered for award, a Quotation shall contain the following Offeror information:

• SAM Unique Entity Identifier (UEI)

• Complete business mailing address as it appears in the System for Award Management (SAM) at www.sam.gov

• Contact name, phone number, and e-mail address

• RFQ Number

• Quotation Number

• Delivery/service lead times and delivery/service date

• Verification of Section 508 compliance for all IT products contained in the quotation.

• Price Quote shall contain – o The unit price for each item quoted, extended totals, and Total Order amount (Firm Fixed Price).

o The Government requests a discount and the price quote shall show the discount if provided.

o Time frame for completion of work

Quoters are cautioned that if the Government deems the terms and conditions to be unacceptable, the quoter may be found ineligible for award.

Quoters are required to be registered in the SAM website as of the date the quotation is submitted. The SAM website can be accessed via www.sam.gov. The quoter’s SAM registration shall be in active status.

Assumptions, Conditions, and/or Exceptions Quoters must submit, under separate cover, all (if any) assumptions, conditions, or exceptions with any of the terms and conditions of this RFQ. If not noted in this section of your quote, it will be assumed that the quoter proposes no assumptions for award and agrees to comply with all of the terms and conditions as set forth herein. It is not the responsibility of the Government to seek out and identify assumptions, conditions, or exceptions buried within the quoter’s quote.

SECTION 6 – EVALUATION FACTORS FOR AWARD

The following evaluation factor information is provided in lieu of the FAR provision 52.212-2:

6.1 BASIS OF AWARD

The Government anticipates making an award so long as the quotation received is technically acceptable, with a fair and reasonable price.

The Government will evaluate the quote as follows to determine technical acceptability:

Technical: The Government will evaluate the quotation for completeness and compliance with the instructions provided in the solicitation. A Technical evaluation will be performed to determine if the quoter, Discovery Education, provided all items identified in the Department’s requirements, and to determine if all requirements of this solicitation have been met.

Past Performance: A review may be conducted of information in Contract Performance Assessment Information Retrieval System (CPARS) and the Federal Awardee Performance in the System for Award Management (SAM.gov).

Price: A price analysis will be conducted to determine whether or not the price is fair and reasonable.

The Government intends to make a single award for the requirement. If the Government issues an order resulting from a quotation, the Government may (by written notice to the supplier, at any time before acceptance occurs) withdraw, amend, or cancel its offer.

The Government reserves the right to not issue an award from this RFQ. This is an RFQ only and in no way obligates the Government to award an Order or to reimburse the Contractor for any costs incurred in preparing the response to this RFQ.

52.204-30 Federal Acquisition Supply Chain Security Act Orders—Prohibition (Dec 2023)

(a) Definitions. As used in this clause— Covered article, as defined in 41 U.S.C. 4713(k), means— (1) Information technology, as defined in 40 U.S.C. 11101, including cloud computing services of all types;

(2) Telecommunications equipment or telecommunications service, as those terms are defined in section 3 of the Communications Act of 1934 (47 U.S.C. 153); (3) The processing of information on a Federal or non-Federal information system, subject to the requirements of the Controlled Unclassified Information program (see 32 CFR part 2002); or (4) Hardware, systems, devices, software, or services that include embedded or incidental information technology. FASCSA order means any of the following orders issued under the Federal Acquisition Supply Chain Security Act (FASCSA) requiring the removal of covered articles from executive agency information systems or the exclusion of one or more named sources or named covered articles from executive agency procurement actions, as described in 41 CFR

201–1.303(d) and (e): (1) The Secretary of Homeland Security may issue FASCSA orders applicable to civilian agencies, to the extent not covered by paragraph (2) or (3) of this definition. This type of FASCSA order may be referred to as a Department of Homeland Security (DHS) FASCSA order. (2) The Secretary of Defense may issue FASCSA orders applicable to the Department of Defense (DoD) and national security systems other than sensitive compartmented information systems. This type of FASCSA order may be referred to as a DoD FASCSA order. (3) The Director of National Intelligence (DNI) may issue FASCSA orders applicable to the intelligence community and sensitive compartmented information systems, to the extent not covered by paragraph (2) of this definition. This type of FASCSA order may be referred to as a DNI FASCSA order. Intelligence community, as defined by 50 U.S.C. 3003(4), means the following— (1) The Office of the Director of National Intelligence; (2) The Central Intelligence Agency; (3) The National Security Agency; (4) The Defense Intelligence Agency;(5) The National Geospatial- Intelligence Agency; (6) The National Reconnaissance Office; (7) Other offices within the Department of Defense for the collection of specialized national intelligence through reconnaissance programs; (8) The intelligence elements of the Army, the Navy, the Air Force, the Marine Corps, the Coast Guard, the Federal Bureau of Investigation, the Drug Enforcement Administration, and the Department of Energy;

(9) The Bureau of Intelligence and Research of the Department of State; (10) The Office of Intelligence and Analysis of the Department of the Treasury; (11) The Office of Intelligence and Analysis of the Department of Homeland Security; or (12) Such other elements of any department or agency as may be designated by the President, or designated jointly by the Director of National Intelligence and the head of the department or agency concerned, as an element of the intelligence community. National security system, as defined in 44 U.S.C. 3552, means any information system (including any telecommunications system) used or operated by an agency or by a contractor of an agency, or other organization on behalf of an agency— (1) The function, operation, or use of which involves intelligence activities; involves cryptologic activities related to national security; involves command and control of military forces;

involves equipment that is an integral part of a weapon or weapons system; or is critical to the direct fulfillment of military or intelligence missions, but does not include a system that is to be used for routine administrative and business applications (including payroll, finance, logistics, and personnel management applications); or (2) Is protected at all times by procedures established for information that have been specifically authorized under criteria established by an Executive order or an Act of Congress to be kept classified in the interest of national defense or foreign policy. Reasonable inquiry means an inquiry designed to uncover any information in the entity's possession about the identity of any covered articles, or any products or services produced or provided by a source. This applies when the covered article or the source is subject to an applicable FASCSA order. A reasonable inquiry excludes the need to include an internal or third-party audit. Sensitive compartmented information means classified information concerning or derived from intelligence sources, methods, or analytical processes, which is required to be handled within formal access control systems established by the Director of National Intelligence. Sensitive compartmented information system means a national security system authorized to process or store sensitive compartmented information. Source means a non-Federal supplier, or potential supplier, of products or services, at any tier. (b) Prohibition. (1) Unless an

RFQ 140D0424Q0026 SOL – Global Connection Services applicable waiver has been issued by the issuing official, Contractors shall not provideor use as part of the performance of the contract any covered article, or any products or services produced or provided by a source, if the covered article or the source is prohibited by an applicable FASCSA orders as follows:

(i) For solicitations and contracts awarded by a Department of Defense contracting office, DoD FASCSA orders apply. (ii) For all other solicitations and contracts DHS FASCSA orders apply. (2) The Contractor shall search for the phrase “FASCSA order” in the System for Award Management (SAM) at https://www.sam.gov to locate applicable FASCSA orders identified in paragraph (b)(1). (3) The Government may identify in the solicitation additional FASCSA orders that are not in SAM, which are effective and apply to the solicitation and resultant contract. (4) A FASCSA order issued after the date of solicitation applies to this contract only if added by an amendment to the solicitation or modification to the contract (see FAR 4.2304(c)). However, see paragraph (c) of this clause. (5) (i) If the contractor wishes to ask for a waiver of the requirements of a new FASCSA order being applied through modification, then the Contractor shall disclose the following: (A) Name of the product or service provided to the Government; (B) Name of the covered article or source subject to a FASCSA order; (C) If applicable, name of the vendor, including the Commercial and Government Entity code and unique entity identifier (if known), that supplied or supplies the covered article or the product or service to the Offeror; (D) Brand; (E) Model number (original equipment manufacturer number, manufacturer part number, or wholesaler number); (F) Item description; (G) Reason why the applicable covered article or the product or service is being provided or used; (ii) Executive agency review of disclosures. The contracting officer will review disclosures provided in paragraph (b)(5)(i) to determine if any waiver is warranted. A contracting officer may choose not to pursue a waiver for covered articles or sources otherwise covered by a FASCSA order and to instead pursue other appropriate action. (c) Notice and reporting requirement. (1) During contract performance, the Contractor shall review SAM.gov at least once every three months, or as advised by the Contracting Officer, to check for covered articles subject to FASCSA order(s), or for products or services produced by a source subject to FASCSA order(s) not currentlyidentified under paragraph (b) of this clause. (2) If the Contractor identifies a new FASCSA order(s) that could impact their supply chain, then the Contractor shall conduct a reasonable inquiry to identify whether a covered article or product or service produced or provided by a source subject to the FASCSA order(s) was provided to the Government or used during contract performance. (3) (i) The Contractor shall submit a report to the contracting office as identified in paragraph (c)(3)(ii) of this clause, if the Contractor identifies, including through any notification by a subcontractor at any tier, that a covered article or product or service produced or provided by a source was provided to the Government or used during contract performance and is subject to a FASCSA order(s) identified in paragraph (b) of this clause, or a new FASCSA order identified in paragraph (c)(2) of this clause. For indefinite delivery contracts, the Contractor shall report to both the contracting office for the indefinite delivery contract and the contracting office for any affected order. (ii) If a report is required to be submitted to a contracting office under (c)(3)(i) of this clause, the Contractor shall submit the report as follows: (A) If a Department of Defense contracting office, the Contractor shall report to the website at https://dibnet.dod.mil. (B) For all other contracting offices, the Contractor shall report to the

Contracting Officer. (4) The Contractor shall report the following information for each covered article or each product or service produced or provided by a source, where the covered article or source is subject to a FASCSA order, pursuant to paragraph (c)(3)(i) of this clause: (i) Within 3 business days from the date of such identification or notification: (A) Contract number; (B) Order number(s), if applicable; (C) Name of the product or service provided to the Government or used during performance of the contract; (D) Name of the covered article or source subject to a FASCSA order; (E) If applicable, name of the vendor, including the Commercial and Government Entity code and unique entity identifier (if known), that supplied the covered article or the product or service to the Contractor; (F) Brand; (G) Model number (original equipment manufacturer number, manufacturer part number, or wholesaler number); (H) Item description; and (I) Any readily available information about mitigation actions undertaken or recommended.(ii) Within 10 business days of submitting the information in paragraph (c)(4)(i) of this clause: (A) Any further available information about mitigation actions undertaken or recommended. (B) In addition, the Contractor shall describe the efforts it undertook to prevent submission or use of the covered article or the product or service produced or provided by a source subject to an applicable FASCSA order, and any additional efforts that will be incorporated to prevent future submission or use of the covered article or the product or service produced or provided by a source that is subject to an applicable FASCSA order. (d) Removal. For Federal Supply Schedules, Governmentwide acquisition contracts, multi-agency contracts or any other procurement instrument intended for use by multiple agencies, upon notification from the Contracting Officer, during the performance of the contract, the Contractor shall promptly make any necessary changes or modifications to remove any product or service produced or provided by a source that is subject to an applicable FASCSA order. (e) Subcontracts.

(1) The Contractor shall insert the substance of this clause, including this paragraph (e) and excluding paragraph (c)(1) of this clause, in all subcontracts and other contractual instruments, including subcontracts for the acquisition of commercial products and commercial services. (2) The Government may identify in the solicitation additional FASCSA orders that are not in SAM, which are effective and apply to the contract and any subcontracts and other contractual instruments under the contract. The Contractor or higher-tier subcontractor shall notify their subcontractors, and suppliers under other contractual instruments, that the FASCSA orders in the solicitation that are not in SAM apply to the contract and all subcontracts. (End of clause) Alternate I (Dec 2023). As prescribed in 4.2306(c), substitute the following paragraph (b)(1) for paragraph (b)(1) of the basic clause: (b) Prohibition.
