The following are the questions and the responses submitted concerning the solicitation
1. What was the reason for changing the below requirements?
a. Certified General Appraiser” to “Licensed or Certified Residential Appraiser” in the Technical Qualification Section as well as in the Statement of Work
Answer: The requirement change was not meant to exclude Certify General Appraisers but to include License or Certified Residential Appraisers.
What are the benefits?
Answer: The benefit expected is to allow other levels of qualified appraisers to compete
2. Is there any previous award information available for identical or similar assignments?
Answer: No
3. Where does the agency post award notification for these types of solicitations?
Answer: Award notifications are not posted below the Simplified Acquisition Threshold in accordance with FAR 5.301(b)(6)(i).
4. We would like to resubmit the below questions that were submitted when the solicitation was an Indian Small Business Economic Enterprise (ISBEE) SetAside for clarification.
Our questions below were related more to methodology due to readily available data.
From our perspective lease payment data would be far less available than land sale data.
a. Does the agency acknowledge that there are challenges to obtaining readily available lease payment data?
Answer: Availability of rental payment data for this particular RFQ, the vendor will need to include all data sources available to them in a normal course of business.
b. Would an alternate methodology as described below be acceptable if you achieve the same goal? If not please explain why?
Answer: An alternate methodology is not acceptable currently; this assignment is a rent survey/market study and not a request to estimate market value/market rent.
QUESTION:
Would it not be better to estimate land value from land sale data more readily available and then apply a rental rate from other sources (published data, other lease payments in the Bureau’s data banks) to the land value to estimate a rent?
ANSWER:
Client Agency - Bureau of Indian Affairs has requested a rent survey - There is no specific subject property at this time
QUESTION:
Following on Item 8: land value X percentage rate of return = land rent per year.
If we estimated land value and knew the range of percentages the Bureau has paid in the past (maybe 2-5%?), could not a land rent be calculated?
ANSWER:
There is no specific subject property at this time, the Client Agency - Bureau of Indian Affairs needs to know what ground rents are being charged/paid
