SECTION D – INSTRUCTIONS TO OFFERORS
BLM/Anchorage, AK 89 Cadastral Field Office Projects agency five-year average, have fewer FAA violations, and satisfy the components in Exhibit 13. Offerors providing an accident prevention action plan or evidence of actions taken to prevent future accidents may positively impact your offer. Only the Offeror’s accident and violation history within the last five years (identified in D4.8.2.1) will be considered. Failure to provide documentation listed above is considered unacceptable and may remove the offer from further consideration.
D14 Past Performance
D14.1 Organizational Past Performance. The purpose of the past performance evaluation is to allow the Government to assess the offeror’s ability to safely and efficiently perform the effort described in this RFQ, based on the offeror’s demonstrated present and past performance. The offeror may provide information on problems encountered on identified contracts and the offeror’s corrective actions. The Government shall consider this information, as well as information obtained from any other sources, including any information on your company contained in the Government-wide Contractors Performance Assessment Reporting System (CPARS), a Government-wide past performance database located on-line at https://www.cpars.gov/, when evaluating the offeror’s past performance.
D14.2 The Contracting Officer shall seek recent and relevant performance information. Information older than the last three- year period is not desired unless it is particularly pertinent to offeror current capability. If the information provided is determined to be recent by the evaluation team the offeror’s past performance will be evaluated for relevance. Relevant contracts include performance of efforts involving aviation support efforts in wild-land fire environments that are similar in scope, magnitude and complexity than the effort described in this solicitation.
D14.3 The Government may contact some or all of the Offeror’s customers to ask whether or not they believe: (1) that the Offeror was capable, efficient, and effective; (2) that the Offeror’s performance conformed to the terms and conditions of its contract; (3) that the Offeror was reasonable and cooperative during performance; and (4) that the Offeror was committed to customer satisfaction. Information older than the last three (3)-year period will not be evaluated.
D14.4 The Government will give greater weight to its own experiences with the offeror (specifically DOI), if any, than it will give to reports obtained from others. The more recent the experience, and the broader and deeper, the better the evaluation will be received. Alaska experience will be given greater weight. Offerors with no relevant past or present performance history shall receive a Neutral rating.
D15 Total Evaluated Price
D15.1 The Government will apply the unit prices in acceptable offers, including out year unit prices, to the daily availability quantities identified in Section A. For the purpose of evaluating flight time, the estimates in Section A will be applied to the flight rates offered for each year. The offeror can offer a discounted unit price to the government for the optional extension(s) pricing tables in Section A. If the offeror does not propose a unit price for the optional extension(s), the unit price will default to the same unit price proposed for the Exclusive Use Period, per year. The totals for availability and estimated flight for all years including possible extensions and additional pay items will be added together to arrive at the total evaluated price for each offeror. The price submission will not be scored or rated. Price will be evaluated in IAW FAR Part 15.404-1(b) to be determined fair and reasonable, balanced, complete and accurate.
D15.1.1 Once the total evaluated prices of all acceptable offers have been determined, the Government will compare the total evaluated prices and eliminate any offer with an unreasonably high-evaluated price, without considering aircraft capability or offeror capability. The Government will then perform a tradeoff analysis, as described below in D16 with the remaining offers. The total evaluated price is for evaluation purposes only and does not become a contractually binding amount after contract award.
D15.2 The solicitation notified offerors that the award will include the Government’s unilateral option to extend performance for an additional period of up to six (6) months under FAR 52.217-8, during which time, the pricing and terms of the last option period shall apply. The Government cannot predict if or when the option may be exercised.
Because any exercise of the Government’s option extends the pricing and terms of the last option period, the Government expressly and affirmatively evaluates pricing for the option to extend under FAR 52.217-8 co-extensive
