140D0421R0029 Main Entrance Door Refurbishment

Questions and Answers C Street Main Entrance Doors

1. Looking at the doors, it appears that the doors were originally dark and that the stars and handles were a shiny bronze that acted has highlights against the dark metal framing. Is this the approach that they want to take?

Answer: Yes, while I cannot absolutely confirm the doors were originally dark the best approach would be to NOT drastically alter the look of the door. Instead, the intent is to best compliment the existing look. An exception would be patina on a polishes/bright brass surface

2. Since the doors have not been restored for a long time, the metal has broken down during the aging process and they have patinized/oxidized giving them a dark gray color. Recommendation:

Clean the dark metal and tint with a chocolate/midnight bronze color to complement the interior vestibule door framing and transoms leading into the main lobby. Also restore the door handles and stars to a bright bronze finish to stand out against the darker framing, as well as, the thresholds. You can see that this is the same approach taken with the existing transoms above the vestibule doors leading to the main lobby. Is this the approach that they want to take?

Answer: Agreed, while the approach is not fully understood “Clean the dark metal and tint with a chocolate/midnight bronze color” the intent of not drastically changing the brass, but rather cleaning and polishing is welcomed

C Street Vestibule Doors Leading to the Main Lobby

1. Are we only restoring the bronze doors and lower frame around the doors and leaving the above transom alone?

Answer: No, doors, frames and transoms are included

2. Are we also restoring door stops on the floor and the two stanchions?

Answer: No

C Street Vestibule

1. Are we restoring the two horizontal vestibule bronze grills mounted high up on the end walls?

Answer: If you are referring to the bronze HVAC supply grills, no

2. Are we restoring and highlight painting the vertical “Dept. of The Interior” signage?

Answer: No

E Street Main Entrance Doors

1. Same three questions as the C Street Main Entrance Doors.

Answer: The 2 questions (don’t see 3) for C street entrance doors apply to E street entrance doors

2. The only extra pieces to be restored to a bright bronze finish would be the interior push bar on each door. Is this correct?

Answer: If that is the only bright bronze part of the doors, yes. The intent is clean or polish each aspect of the door

E Street Vestibule Doors Leading to the Main Lobby

1. Do you want all of the bronze metal restored including the doors, framing and transoms?

Answer: Yes

Questions and Answers

1. Due to the historic nature of these doors, it was mentioned that they cannot leave the site.

Therefore, will the government provide a location within the building to complete the door refurbishments?

A1: I assume based on this question that you are stating the doors cannot be refurbished in place. This is problematic for security reasons. It is possible to provide a work location within the building assuming standard non-hazardous products are used. This would need to be coordinated and approved in advance. Be sure to note in your proposal if this is required

2. During the time that each set of doors is being refurbished, what type of temporary barrier will the government require to be installed for both the interior and exterior entrance door openings for security reasons? Is building security onsite 24/7?

A2: It has always been the intent to have the doors refurbished in place. If this is not the case, you will need to note so in your proposal.

3. The solicitation calls for all scratched, cracked, chipped, frosted, or otherwise damaged glass panes. During the site visit, only one (1) pane of glass was found to be cracked/damaged. Can the government confirm the total number of panes that it would like replaced for this project?

A3: Please note all proposed new glass panes in your proposal.

4. The SOW calls for the doors to be removed and perform all necessary repairs to the door slabs to restore proper structural integrity and optimum operation. The SOW also requests that damage consisting of scratches and /or minor gouges will be preapred and filled using the appropriate material. However, during the walkthrough, it was mentioned that existing dents will not need to be repaired, but only refurbishment of the heardware and door finish. Can the government confirm that this is the government's expectation?

A4: The SOW claims for the doors to be removed is a mistake. The intent is to perform said work while the doors remain in place.

5. What is the level of expected refurbishment for these doors? Who will be the inspecting party?

Will the contractor be able to prepare a sample door set to serve as the baseline for inspection?

A5: The COR and the Building Manager will be the inspecting party. Preparing a single door to serve as the baseline for inspection is a welcomed approach.

6. During the walkthrough, a number of door stops were either missing our damaged. Due to the historic nature of these doors, will new replacement hardware be acceptable? If so, will these components need to be custom made to match the exact specifications of the existing hardware? Also, will the DOI be providing the necessary specifications for this hardware? If not, does the building have attic stock of the orginal hardware to be used for replacement?

A6: No new hardware is needed, if a door stop is missing it is not a part of this contract to fabricate or install a new one

7. DOI did not provide designs or specifications. Can you confirm that the contractor is not required to have a designer involved to create specifications or drawings?

A7: Confirmed

8. DOI did not provide designs or specifications. Will the DOI require designs or specifications or will the contractor simply provide technical pages for materials and manufacturer system instructions?

A8: Provide technical pages for materials and manufacturer system instructions.

Questions and Answers

9. Please confirm that the interior doors on the South entrance of the building only requires refurbishment of the doors and hardware of these openings, while the North Side requires refurbishment of the doors, hardware, and FRAMES.

A9: The intent is refurbish doors, hardware and frames on both entrances.

10. The instructions for Technical Proposal Volume II Price Proposal states, for the table of contents, " folders and files (assumed must be provided) for electronic formats (assumed submission)".

Can the contractor simply submit the Technical Proposal Volume II Price Proposal as a single PDF document, with a table of contents, and with seperator pages between each document ? If not can you describe what is meant by " folders and files for electronic formats".

A10: The technical and price should each be a separate PDF.

11. For the technical proposal, the solictation states "submit proposals in separate volumes (I and II)", and "electronic volumes shall be in separate folders". Can you confirm that we can send you 1 email with 2 separate electronic PDF files attached to that email, one of those files being Volume I, and the file being Volume II?

A11: One email with two pdf’s is acceptable

12. Will the contractor be expected to change out any existing locksets or internal locking mechanisms? If so, how many keys will be required for each door?

A12: The intent is NOT to change out any locksets or internal locking mechanisms

13. During the course of the walkthough, there were a number of holes on the bottom middle of the interior entrance doors. Will these holes need to be plugged?

A13: No

14. Are there clearance forms required to work within the building?

A14: State issued identification is required

15. What is the protocol for site deliveries?

A15: There is a loading dock which operates on a first come first served basis.

16. Are there any time restrictions on when sound producing tools & equipment can be used? For example, will our team be asked to suspend work during important meetings or events?

A16: Great question and thank you for asking. In order to properly answer this question I would need to fully understand the noise generated. But with that being said. It is possible that work would need to be suspended if it became excessive during regular business hours (6am -6pm Monday thru Friday)

17. At some of the door openings, it appears that some of the exterior doors are dragging along the ground. If this cannot be remedied by making adjustment to the existing door hinges, will the contractor be permitted to level out the ground on the exterior of the building?

A17: Since this is a historically registered building the answer would be no, any work requiring alterations to existing systems is omitted from this contract. This work mainly consists of cleaning and polishing.

18. Due to the request for information (RFI) period and need to incorporate responses into contractor's technical and volume submissions, will you be extending the submission deadline to at minimum 1 week after RFI's are answered and published on BetaSam, which would allow enough time to consider them in our technical and price proposals?

A18: This is acceptable

Questions and Answers

19. The solicitation calls for a bid guarantee. Can you confirm that regardless of dollar size, that a bid guarantee will be required with the price proposal, and if awarded the project payment and performance bonds will be required?

A19: Bid guarantees/payment and performance bonds will be required if the proposal meets the threshold outlined in the clause.

20. Can you confirm the daily work times and whether normal or after hours work is required?

A20: Normal and after-hours work can be supported for this project. Normal business hours are defined as 6am – 6pm Monday through Friday (Federal holidays excluded). Please note in your proposal which you have included.
