SPECIAL NOTICE FOR SOLE SOURCE MODIFICATION

Subject: Notice of Intent to Raise Maximum Contract Ceiling on Collaborent, LLC Contract Number 140D0421D0002 via Sole Source Modification
THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY.
The Department of Interior (DOI), Interior Business Center (IBC), Acquisition Services Directorate (AQD) intends to modify the subject contract to increase the maximum contract ceiling by $3,850,000 from $6,150,000 to $10,000,000.
The current Indefinite Delivery, Indefinite Quantity (IDIQ) contract is close to reaching its maximum ceiling value. The ordering period of performance goes through January 18, 2026.
The increase of the IDIQ ceiling will allow AQD to continue providing conflict management services on behalf of the Office of Collaborative Action and Dispute Resolution (CADR) to AQD customers for the remaining life of the contract.
Sole Source Authority: AQD plans to issue a bilateral modification citing the authority of 41 U.S.C. 3304(a)(1), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements (FAR 6.302-1). The final justification for other than full and open competition will be made publicly available after the contract modification is awarded.
Contract Award and Solicitation. The subject contract was originally competed as 100% Set Aside for Women Owned Small Business. Award was made to Collaborent, LLC, a woman-owned small business on January 15, 2021, with a five-year ordering period from January 19, 2021 through January 18, 2026. The current maximum contract ceiling is $6,150,000, which is available throughout the life of the contract and not split between the years.
Description of Services: The Office of Collaborative Action and Dispute Resolution (CADR) is located within the Office of the Secretary under the Assistant Secretary for Policy, Management and Budget (PMB) of DOI. The CADR office is charged with promoting effective conflict management and appropriate dispute resolution with respect to conflict that is internal to DOI and its bureaus, such as conflict in the workplace, as well as conflict between DOI and its bureaus, and external parties. Internal conflict falls under the DOI/CADR CORE PLUS program.
The CADR office uses this IDIQ to contract for services that allow DOI to better utilize public participation, collaborative problem-solving and alternative dispute resolution processes to prevent, manage, and resolve external conflicts.

Future interested parties should monitor SAM.gov for the future issuance of the re-compete for this requirement within the last 12 months of the ordering period listed above.
