About this file

This document is a synopsis for a proposed sole source bridge contract to provide continued Financial and Business Management Services (FBMS) support to the Department of the Interior (DOI). The DOI Acquisition Services Directorate intends to award an Indefinite Delivery, Indefinite Quantity bridge contract to the incumbent CACI Federal, Inc. to provide FBMS production support, development assistance, and operations and maintenance for the deployed FBMS environments in Reston, VA and Denver, CO. The period of performance for the bridge contract is expected to be up to six months to allow time for the ongoing FBMS recompete solicitation to be awarded competitively. As the incumbent, CACI possesses the necessary expertise and cleared personnel to ensure critical FBMS support can continue without interruption in the event of a protest or delayed award of the recompete. The synopsis provides details on the NAICS code, statutory authority for the sole source award, requirement description, and incumbent capabilities to support the continued operations of the FBMS system.

Solicitation Number: 140D0419R0015

Subject: Synopsis of proposed bridge Indefinite Delivery, Indefinite Quantity contract for the Financial and Business Management Services (FBMS) requirement.

The Department of the Interior (DOI), Acquisition Services Directorate (AQD), intends to award an Indefinite Delivery, Indefinite Quantity (ID/IQ) bridge contract and first-day task orders for the Financial and Business Management Services (FBMS) requirement on a sole source basis to CACI Federal, Inc.

(CACI), 14370 Newbrook Drive, Chantilly, VA 20151. AQD anticipates that the Period of Performance under this bridge requirement is not expected to exceed three (3) months with the potential for a three

(3) month option period.

Award of this bridge contract to CACI will allow time for AQD to award the ongoing re-compete on a competitive basis (re-compete solicitation number 140D0418R0001). The statutory authority for this sole source procurement is 41 U.S.C 3304(a)(1) – The property or services needed by the executive agency are available from only one responsible source and no other type of property or service will satisfy the needs of the executive agency. The applicable NAICS code is 541519 -- Other Professional Services with a size standard of $27,500,000.00.

Description:

The purpose of this acquisition is to acquire non-personal services for continued support to the DOI’s FBMS currently operating under ID/IQ contract no. D14PC0002 and re-compete solicitation no.

140D0419R0001. The contractor will perform duties related to FBMS production support and development, functional and technical support of the FBMS environments, project management, and managing or providing assistance to other systems closely aligned with FBMS, herein referred to as Operations and Maintenance (O&M), in Reston, VA and Denver, CO.

Currently, the FBMS deployments have followed a recurring development process with each deployment increasing functional scope while transitioning additional bureaus into FBMS. Operations and Maintenance (O&M) support to the deployed bureaus is being provided simultaneously with ongoing development. The requirement for O&M support will continue through 2030. The Business Integration Office (BIO) is responsible for the management of FBMS, which includes ensuring FBMS is up to date and meets DOI’s needs. Through this bridge ID/IQ contract, the BIO and other offices will continue to receive critical FBMS support until the ID/IQ re-compete is awarded and work under this new contract commences. This bridge contract serves only as a safeguard that allows for continued FBMS performance and award shall only be triggered if a protest is filed against the re-compete or if award of the re-compete goes past the current contract’s expiration date of July 31, 2019.

CACI, as the incumbent, has the necessary skill mix and expertise to provide critical support for the FBMS O&M services required, as demonstrated in previously awarded task orders. Without CACI’s support, the ability for FBMS to respond to O&M issues for deployed bureaus would be crippled, and the ability for FBMS to maintain system deployment schedules would be at significant risk. As the incumbent, CACI possess the skill-set and cleared personnel needed to continue supporting FBMS in the event that a bridge contract must be put in place. Another Contractor would have little to no time to transition FBMS support activities from the incumbent. As a result, FBMS would be at risk of not being properly supported if the incumbent is not awarded the bridge contract.
