1. Question: In regards to the above solicitation, does the Department prefer/require a specific aircraft perform the operations or will any aircraft be acceptable? If we do not have security clearance can it be applied for?
Government Response:
Aircraft must meet the minimum requirements of the solicitation.
Security Clearances must maintain a final or interim Secret security clearance upon performance start date, per section C11.5.
2. Question: Please clarify this requirement. Does a Learjet Model 35 that has been modified to operate AIMS certified IFF Mode 4/5 equipment meet the requirements of this solicitation?
Reference: In A.1. Item Requirements on page 11, the solicitation states: “NOTE:
Learjet aircraft models 35/36 were utilized under previous contract requirements.”
Section B1.6.8 states “Aircraft that operate IFF Mode 4/5 equipment are required to have an AIMS certification as reference in Section C FAR Clause 52.212-4(a)xxii” Section C states: “Currently, the only commercial aircraft that has an AIMS certification is the Learjet Model 36 aircraft.”
Government Response:
Per the US Navy Marine Corps Spectrum Center (NMSC) Radio Frequency Authorization (RFA) license dated 18 Nov 15 and US Department of Commerce National Telecommunications and Information Administration Certification of Spectrum Support Doc. 39299/6, only the Learjet Series 36 is cleared to operate the APX-123. If the vendor has documentation stating the Learjet Series 35 is cleared the Navy would accept the Learjet 35 as a substitute aircraft. The Learjet 35 does not satisfy the flight endurance requirement in Section A.
3. Question: Are these Government provided units AIMS certified?
Reference: Section B1.6.8 states: “Identification, Friend or Foe (IFF) Testing. Testing of shipboard or land-based IFF equipment requires the aircraft to be temporarily configured with government provided internal military IFF units.”
Government Response:
Yes.
4. Question: FAR 52.212-4 page 36 item vi ends with “in accordance with Section”, please identify the referenced section.
Government Response:
Sentence should read “The Contractor may be charged for the cost of re-inspection, in accordance with paragraph (a) xviii. Re-inspection Expenses.”
5. Question: B.2.1 requires “When operating outside of the United States and its possessions and territories, the Contractor’s operations specifications require approval for the country or area in which operations shall be conducted.” Our assumption is that these B-050 Operations Specification approvals, to the extent we do not already have, are to be obtained once a deliver order is issued for such OCONUS operations. Is that a correct assumption?
Government Response:
Yes, that is a correct assumption; locations for OCONUS operations will be specified at the task order level. Section B of the RFP states: “B1.5. Project Description and Requirements. Assigned missions shall primarily be located in the continental U.S., Hawaii, and U.S. territories, however, international missions include, but are not limited to, UK, Spain, Romania, and Poland.”
