The purpose of Amendment No. 0001 to RFQ 140A2322Q0181 is as follows:

1. Answer questions submitted.

Question: How many lines of code exist for the WebET and Excel Student Transportation

Funding Tool?

Answer: In WebET there are 110 ASP pages. The SQL backend database contains 8 stored procedures totaling 465 lines. The Excel workbook contains 11 sheets and has one VBA procedure for the mail merge, all of the other logic is excel functions with no macros.

Question: Will the source code be available to the team to download, upload, and analyze using automated COTS?

Answer: Yes. The incumbent contractor will receive a copy of all source code after a signed

NDA is in place.

Question: Will the government provide and automated tool to analyze the WebET and Excel

Student Funding tool or is it the expectation that the vendor provide licensing for an automated tool to analyze the code?

Answer: No. The expectation is the incumbent contractor will provide their own tool(s) to analyze all WebET and Excel Student Funding code.

Question: Does the government have a preference to a COTS that should be used to analyze the code and provide technical debt/reverse engineering metrics?

Answer: At this time the Government does not have a preference for any COTS tool(s). Qualifier: I think the vendor question is referencing CASE tools. The Government can provide reference data sets with known metrics for testing once the incumbent vendor has been selected.

Question: The posting mentions SaaS which is a

Cloud term (Software as a Service). Is there an expectation for the vendor to provide a Cloud recommendation for hosting?

Answer: Yes. The reverse engineering vendor is expected to provide a Cloud hosting recommendation that will be a best recommendation for the completed WebET replacement application.

Question: The PWS does not indicate telework or remote allowances. Is there a preference of the government for the team to be onsite in

Albuquerque NM or is it acceptable for the team to work remotely.

Answer: There is no requirement for the team to be onsite and the team is expected to work at the contractor¿s site or remotely. There is a Conus requirement that all work be done in the USA or it¿s six territories. The WebET code and Excel spreadsheet will not be stored or transmitted outside of the USA or six territories.
