If yes, which specific ones?BIE wishes to include in the Scope accommodated online and/or paper based forms e.g., online (embedded): color contrast [background/font color], text-to-speech, etc. for mathematics and ASL, closed captioning, text-to-speech for ELA/literacy, etc; Hard copy accommodated forms (braille edition, paper-based edition, large print edition, etc.) Also, BIE wishes to include any other forms commonly available in the assessment industry that are not explicitly identified.
3Solicitation21H.6The RFP references FAR 52.227-14, Rights in Data—General, and otherwise states that IA will retain the right to use, modify, reproduce, perform, display, release, or disclose the data in whole or in part for any purpose or to have or authorize others to do so. Contractor understands that all newly developed intellectual property created by Contractor or a third party for IA pursuant to this contract will be owned by IA, but we presume that the Contractor, or any third-party licensors, will retain ownership of all pre-existing intellectual property (including COTS) and any derivatives or modifications thereof. Is this correct? If not, please explain.BIE will have no ownership of the COTS items. The entirety of H.6. has been removed.

Are there other FAR clauses that apply for a SaaS solution?It would only apply if the Government would be requiring access to said application or cloud-site. All applicable clauses that may be related are incorporated into the RFP.

15Attachment 244.1.a Specific Tasks, Component 1 - Assessment AdministrationFor the paper-based assessments how many does BIE estimate will be needed?BIE will survey schools for paper-based versus computer-based assessments. The maximum number of students who required an alternate assessment in grade 3-8 and 11 for the 2020-2021 school year was 130. This will be cost reimbursement based upon actual numbers and cost under the material CLINs.

17Attachment 254.3.a Specific Tasks, Component 3 - ReportingThe summary scope for component 3 on page 2 mentions a "parent report" which is not included within the detailed description on page 5. Is a parent report required or is an individual student report sufficient? If a parent report is required, please provide an example which includes how it is different from the individual student report.The Parent Reports should be at a higher level and written to address their student and their highlights. The student report should show their scores, easy to read and alignment to standards.
18Attachment 254.3.a Specific Tasks, Component 3 - ReportingPlease define the required properties of a "machine readable" paper copies of student proficiency level reports.Standard formats such as PDF.
19Attachment 25-64.3.a Specific Tasks, Component 3 - ReportingPlease provide a list of schools that student proficiency level reports will need to be shipped, to including the zipcode of the school.The BIE school directory is located at www.bie.edu; select "Schools". BIE will develop the list of schools which will require assessments in early Fall.

21Attachment 264.3.b Specific Tasks, Component 3 - ReportingPlease provide a sample Quality Control Plan table of contents.Quality control plans are specific to each contract and contractor, the contractor shall provide a copy to the BIE and if corrections are required, the BIE will inform the contractor. The plan shall be in enough detail to give the Government the confidence that sufficient quality control is in place.
22Attachment 274.3.a.5 Specific Tasks, Component 4 - Test Administration and Data Integration TrainingThe overview of Component 4 on page 3 describes weekly virtual training sessions. This requirement is not mentioned on page 7 in the detailed scope. Please confirm that there are to be 52 virtual weekly regional/district/school test coordinator trainings. Please provide the number of expected participants, preferred format and a sample agenda from current meetings.The statement of "Web-based training shall be weekly and the schedule will be coordinated with the COR" has been removed. Training is required as identified in the detailed section and pricing schedule.
23Attachment 264.3.b Specific Tasks, Component 6 - Helpdesk ServicesIn what time zones will the helpdesk need to provide coverage Monday through Friday 9:00 AM to 3:00 PM local time?The helpdesk will support all the schools, so Pacific, Mountain, Central, and Eastern time zones will need to be supported.
24Attachment 1, PricingWhat is the purpose of line item 7 (Optional Service Materials (Plug Number))?Examples are provided on the pricing schedule, they include: travel not related to onsite workshops, paper copy testing material, other related materials.

31Statement of Work95.0Please confirm the period of performance for each contract year. We note that there is an overlap in each period of performance from July through September.This overlap is on purpose as it is anticipated there will not be enough time to process the assessment results and wrap up the school year before it is time to prep for the next school year.
