About this file

This document is a single source justification for a LexisNexis subscription for the Bureau of Indian Affairs Office of Justice Services. The Bureau of Indian Affairs requires a LexisNexis Accurint Virtual Crime Center subscription to cover six users for crime center access and 100 hours of investigative services for a base year and four option years from March 2, 2024 to March 1, 2025. LexisNexis Risk Solutions Inc. is identified as the single source provider located in Alpharetta, Georgia. The justification cites LexisNexis' exclusive licensing agreement and proprietary access to its suite of online investigative solutions including the Accurint Virtual Crime Center, which integrates law enforcement data with over 90 billion public records and allows users to quickly identify connections. Historical purchases of similar requirements from LexisNexis have been below $10,000 per year. In accordance with Federal Acquisition Regulation Subpart 5.2, notice of the proposed sole source contract will be posted on SAM.gov including a redacted version of this justification.

5. Rationale: Provide an explanation that supports the reason cited in #4.

LexisNexis Risk Solutions (LNRS) is the one of the largest vendors of data analytics products and various databases that are accessed through online portals. LNRS is the sole source provider of an exclusive suite of online investigative solutions including Accurint Virtual Crime Center (AVCC) with Real-Time Incarcerations and Jail Bookings, and Accurint TraX. LNRS owns all intellectual property to its software applications and grants user licenses to customers only. All installation, implementation services, training, and maintenance are provided through LNRS solely. Maintenance includes support and the provision of updates and upgrades to the applications. LNRS uses no outside vendors, representatives, or agents to distribute any of its products or services. No other company, entity, or individual has re-seller or distribution rights to AVCC or any of its accompanying documentation.

There are no alternatives available from other companies that include the amount of data and analytics for crime center and investigative services, which would be available from one complete service subscription like LNRS.

AVCC is the only platform combining law enforcement data with 90 billion nationwide public records on one platform, employing LexID technology to search hundreds of agencies’ data and provide information pertaining to identities with a single search. AVCC integrates data with public records then shares it across all of LNRS’ law enforcement customers. AVCC includes data submitted from close to 2,000 law enforcement agencies across the country. Users of AVCC will be able to quickly see connections via maps and link analyses.

Requirements similar to this one (but with lesser number of users and hours) have been used by OJS for many years. Historically the price has always been under $10,000.00 for a year and have been purchased via government credit card. However, due to an increase in the number of users and hours needed for this services, acquisitions needs to issue a contract.

6. A description of efforts made to ensure that offers are solicited from as many potential sources as is practicable, including whether a notice was or will be publicized as required by Subpart 5.2 and, if not, which exception under 5.202 applies.

In accordance with FAR Subpart 5.2, a synopsis of a sole source proposed contract action will be posted to SAM.gov to include a redacted sole source J&A.
