1. Is there an incumbent for this opportunity? Can you please provide the name and contract number?

A: There is no incumbent.

2. In the SOW, IDIQ is repeatedly stated. Will this work be under an IDIQ contract with one Contractor awarded?

A: All references to “IDIQ” have been removed from the SOW and a revised version uploaded to SAM with this amendment.

3. The Contractor Personnel Security requirements outlined in the SOW are extensive and will take a considerable amount of time for each employee to complete. Is the Contractor's staff expected to have access to DOI's information system and thus require this security clearance?

A: Yes

4. Will the final plan need to be made 508 Compliant?

A: Yes

5. Will formal Tribal Consultations be conducted by BIA during the course of writing this plan? If so, will they be held virtual or in-person? If in-person, is the Contractor to budget for meeting room and a/v costs and which cities should be included in the budget?

A: Virtual, but maybe at least one in person. For any travel or in person meetings, there will an ODC CLIN and funding provided by the Government, so this does NOT need to be included as part of any pricing response to this solicitation.

6. Will the Contractor be writing a draft Dear Tribal Leader Letter and agenda?

A: Possibly

7. Does the government have a budget in mind for this and, if so, what is it?

A: Yes, and that information is privileged and not available.

8. Does the BIA have Native language revitalization and preservation or other related subject matter experts that will provide input throughout this project, or should the contractor have SMEs on their team?

A: Both

9. Will consultation—including Tribal Consultation, and engagement with tribal communities, Native scholars, and federal leadership—be virtual or in person?

A: Virtual, with in person a possibility. See answer to Question 5.
