About this file
This document contains questions and answers related to solicitation number 140A1622R0005 for Standing Pine Dam Repair issued by the Department of the Interior Bureau of Indian Affairs Central Office. The solicitation requires repair work on Standing Pine Dam, including replacing 120 linear feet of high-density polyethylene pipe and installing a concrete encasement around the pipe. Questions addressed include the use of earth forms for the concrete encasement, need for well points during excavation and concrete work due to anticipated groundwater, use of borrow material for backfill, compaction testing requirements, applicability of Tribal Employment Rights Office fees, and clarification that the riser pipe will be surrounded by fill with concrete encasement only around the lateral conduit portion.

Question 1: Are earth forms authorized for the concrete encasement around the HDPE pipe?
Answer: As the sides of the encasement are inclined, earth forms are not possible.
Question 2: Will well points need to be used during excavation and concrete operations?
Answer: This is a means and methods consideration for the contractor to determine if needed to achieve the required compaction and concrete placement geometry. The site is located in a drainage and groundwater and/or surface water is anticipated to exist.
Question 3: Can borrow excavation be used for backfill?
Answer: Borrow materials meeting the material requirements can be used as fill.
Question 4: Does there need to be density testing when backfilling the pipe and riser?
Answer: The contractor will be required to prove that the required compaction is achieved.
Question 5: If TERO fees are not associated with our employees or company, will it suffice to leave that blank? The bond would be attached separately from the bid so will it suffice to leave that blank on the bid form as well?
Answer: TERO office contact information is provided for use in developing pricing, recommend making contact with the appropriate office to determine applicability. As for bond fees, that is the discretion of the Contractor.
Question 6: Question regarding the HDPE pipe for the Standing Pine project. Will the riser be submerged in water? The way we lay the pipe is not specifically listed in any typical so I wanted to double check because the pipe supplier I reached out too spoke about using metal corrugated pipe instead of HDPE if the riser is going to be in the water. This may change the concrete encasement around the 120 LF as well going from plastic to metal.
Answer: The riser will largely be surrounded by fill, with the concrete encasing surrounding only the lateral conduit, per the sketch below (blue lines are the embankment, black the HDPE conduit and riser and grey the concrete encasement). We won't accept CMP as corrosion of the previous one caused the failure.
