About this file

This document contains questions and answers related to a solicitation for assessing policies and procedures of the Bureau of Indian Affairs' Public Law 102-477 program. The solicitation is seeking a contractor to review program documents and conduct interviews with tribal partners operating 477 programs. The Bureau of Indian Affairs will provide program documents on thumb drives but will not grant access to government sites. The contractor will not be required to obtain Paperwork Reduction Act clearance, as interviews and documents will not involve issuing any materials requiring such clearance. The contractor will also not be tasked with developing new policies or procedures to address changes from the COVID-19 pandemic, but products must be accessible electronically. The solicitation is being conducted by the Department of the Interior Bureau of Indian Affairs Central Office for an assessment of the Bureau of Indian Affairs 477 Program policies and procedures.

9. Task 1
During the review of the program as documents are shared as part of the audit, will the government be providing a secure document sharing platform or will this need to be provided by the contractor?
No sharing of Govt sites; we can provide docs on thumbdrives but there will be no access to Govt sites.

9. Task 1: Number 4
Indicates that the contractor will interview external partners, including points of contacts for Tribally operated P.L. 102- 477 programs. Does DOI anticipate that the contractor will need to talk with ten (10) or more outside entities? If DOI anticipates that ten (10) or more outside entities will be interviewed, will BIA identify the POC to work with to fast track the OMB approval for Paperwork Reduction Act (PRA) clearance.
BIA will identify a POC who will provide contractor with Tribal POCs and the BIA POC will work with all parties to set up meetings/interviews etc for contractor

I do not understand why anyone would need to have OMB clearance of anything. We will not be issuing anything that will require this so I’m at a loss as to why a contractor thinks this is needed.

8. Scope of Work and Tasks
Will the contractor be required to produce policies/procedures or recommendations for implementation of the 477 program to address the changing of work environment due to COVID 19?
No. Products should be produced for best practices et al without regard to current health climate. Only one possible condition is that products must be accessible via IT connectivity in that no hard copies are required to do a task but can be accessible on computer to download etc.
