STATEMENT OF WORK
A-E ASSESSMENT SERVICES
August 2019
1. General
1.1. The Division of Facilities and Construction Management (DFMC) requires the services of an A-E firm to provide assessment services described herein. Services are required to assemble a separate Assessment Document(s) for each location in preparation for follow on design-build renovation and construction. The Contractor shall provide administrative, management and contractual services for A-E services for four Indian Affairs locations as described below.
1.2. This Statement of Work (SOW) establishes the work requirements, applicable standards, performance requirements, schedule, and services to be provided for four Indian Affairs locations under this contract.
1.3. The assessments shall include four classification levels as described in attachment B. Each classification has its own level of assessment as described in attachment B.
1.4. This SOW is for the A-E technical assessment tasks:

2. Definitions and Acronyms:
2.1. DFMC means Indian Affairs, Division of Facilities Management and Construction
2.2. DSRM means Indian Affairs, Division of Safety and Risk Management
2.3. CO means the Contracting Officer
2.4. COR means the Contracting Officer’s Representative.
2.5. A-E means the Architectural-Engineering firm under contract.
2.6. RFP means Request for Proposals
2.7. Guiding Principles means Guiding Principles for Federal Sustainable Buildings.
3. Project Locations: See attachment C for summary information on each site and additional information assets at each site. Sites are listed in priority order.

4. Scope of Work
4.1. The A-E shall provide sufficient technical, supervisory, and administrative effort to insure the expeditious accomplishment of this work for each of the four assessment locations. The A-E shall furnish all services, materials, supplies, equipment, investigations, studies, and travel required in connection with this work. Additionally, the A & E shall designate a principal point of contact between DFMC for each site with the authority and responsibility to supervise and administer the performance of the project.
4.1.1. Task 1. Structural and Critical Building Systems Assessment

A-E shall assess critical building systems which impact service life of facilities for each site.
A-E shall obtain sufficient photographic coverage of all critical building systems during assessment to document condition and highlight any identified discrepancies or areas for improving system life. Critical building system and structural areas include, but are not limited to, the following:
4.1.1.1: Major Building Systems (i.e. roofing, doors, building drainage, windows, interiors, ceilings, floors, interior walls, elevators/lifts, stairs and ramps, exterior walls) 4.1.1.2: Mechanical Systems (i.e. Air Handling Systems, ventilation and ductwork, chillers, boilers, plumbing, sprinklers and fire alarms, controls, displays and sensors, and elevators) 4.1.1.3: Electrical Systems (load capacity, current excess capacity, single or 3-phase, backup generators, distribution, wiring, and lighting) 4.1.1.4: Building Security (i.e. access and lockdown capacity, notification systems, remote surveillance) 4.1.1.5: Accessibility (compliance to applicable codes and regulations for accessibility to individuals with disabilities with including but not limited to ramps, walkways, restrooms, doors, fixtures, and controls) 4.1.1.5: Structural Support Systems (Concrete foundations, structural steel, special foundations, basement walls, sheer walls, and timber) 4.1.1.6: Fixed Furnishings (specific emphasis on kitchen equipment and fixed classroom equipment)
4.1.2. Task 2: Geotechnical Assessment
A-E shall complete assessment site condition and identify issues related to site geology and classification of soils. A-E shall obtain sufficient photographic coverage of all areas of geotechnical assessments to document condition and highlight any identified discrepancies or areas for improvement. A-E shall provide recommendations for critical and general improvements to address any identified issues.
4.1.2.1: Lithology. Conduct soil boring of subsurface soil, from the soil surface to the water table, and rock samples to assess and determine site lithology.
4.1.2.2: Classify site soil types 4.1.2.3: Conduct a pavement surface condition survey 4.1.2.4: Interpretation and analysis of the subsurface data 4.1.2.5: Specific engineering recommendations for design 4.1.2.6: Recommended mitigation strategies for geotechnical findings and conditions that may impact facilities and construction.
4.1.2.7: Geotechnical Report prepared by a qualified geotechnical firm located in the State where the site is located. The report shall provide the results of the subsurface soils testing and the recommendations for the proper design of foundations, paved parking, streets, landscaping and other structures in the project.
Original, signed, geotechnical report is required.
4.1.3. Task 3: Energy Efficiency and Sustainability Assessment
A-E shall collect and confirm baseline data regarding compliance of selected buildings with the Guiding Principles and sustainability requirements to include current energy and water consumption levels. A-E shall obtain sufficient photographic coverage of all areas of energy efficiency and sustainability assessments to document condition and highlight any identified discrepancies or areas for improvement. Energy efficiency and sustainability assessment areas shall include, but are not limited to, the following:
4.1.3.1: Identify current building condition, including deficiencies and compliance gaps related to Guiding Principle energy efficiency and sustainability goals (i.e.
envelope/fenestration, lighting, and mechanical systems).
4.1.3.2: Assess energy and water systems performance, and identify energy and water conservation strategies and efficiency modifications that support Guiding Principle compliance.
4.1.3.3: Recommend and prioritize projects and practices necessary to achieve compliance with the Guiding Principles.
4.1.3.4: Estimate the capital and human resource investment, life-cycle cost and building systems renewals, environmental benefits of recommendations necessary to achieve the Guiding Principles.
4.1.3.5: Present results and a recommended action plan in a detailed sustainable building assessment report for each building.
4.1.3.6: Assess viability of alternative energy sources (i.e. geothermal, photovoltaic, or wind) to include estimated costs to implement.
4.1.4. Task 4: Site Infrastructure Assessment
A-E shall perform site infrastructure assessment of systems to identify condition, service capacity, expected service life, issues impacting service lie, and provide recommendations to correct deficiencies or extend service life. A-E shall obtain sufficient photographic coverage of site infrastructure during assessment to document condition and highlight any identified discrepancies or areas for improving system life. Site infrastructure assessment areas shall include, but are not limited to, the following:
4.1.4.1: Perimeter Fencing 4.1.4.2: Sewage System (Stormwater and Sanitary) 4.1.4.3: Electrical distribution systems (this includes identification of the supplier, nearest 3-Phase power connection point and cost estimates to extend power to the site, system and component loads and capacities) 4.1.4.4: Pavements (roads, lots, exterior walkways) 4.1.4.5: Site drainage and retention ponds 4.1.4.6: Water Distribution (this includes identification of possible municipal or Tribal suppliers, nearest connection point and cost estimates to extend service to the site, system and component loads and capacities) 4.1.4.7: Other Water Related Considerations. The A-E shall identify the source, quality and quantity of water, both potable and non-potable, to the site. Specifics to be addressed are pressure (at fire riser and hydrants), existing treatment systems (what water is being treated for, condition of system and approximate annual cost of operation), gallons per minute, ownership of source and condition of distribution system.
4.1.5. Task 5: Other A & E Services
A-E shall complete additional A & E services to include:
4.1.5.1: Identify all environmental contaminants (lead based paint, asbestos, mold, etc.)
4.1.5.2: Codes and Standards: All assessments shall comply with current laws, codes, and guidelines (Attachment A). These requirements are contained in the 2007 BIA School Facilities Design Handbook. The AE shall determine the disciplines required and the codes, standards, regulations, and requirements that apply.
4.1.5.3 Cost estimates: A-E shall provide an estimate of probable costs for identified improvements and repairs. Cost estimates shall include the basis of the estimate and a percent range (above and below) of confidence for the estimate.
Cost estimates shall be use a methodology to be within -15 and +20 percent. Costs shall be presented in Uniformat for each individual building/asset and clearly identify if the estimate is for a corrective action or an improvement.
4.1.5.4 Service-life, sustainability, and other improvements: All recommended service-life, sustainability, and other improvements shall include an estimate of impact on the service-life, sustainability, or other impact to the building or site. A statement of cost-benefit shall be included with each recommended improvement.
5. Deliverables/Submittals
5.1.1. The A-E shall, for each location, submit four (4) bound copies along with electronic copies (.PDF) of the Report to the COR for review. The COR shall review and provide comments to the A-E for incorporation into the final report.
5.1.2. General Requirements
5.1.2.1 The final report shall be prepared on 8 ½ X 11 inch stock and shall be bound to lie flat when opened.
5.1.2.2 The A-E shall present findings using Uniformat categories.
5.1.2.3 Any Drawings and maps included in the final report shall be of sufficient size to allow the Government to review the contents without magnification. The A-E shall determine the appropriate paper size for the drawings and maps.
5.1.3. Photographic documentation: All photos shall be delivered to the Government whether used in the final report or not. Photo names shall include the date taken (YYMMDD) and abbreviations for school, building/infrastructure component, and system.

7. Performance Periods:
DFMC expects that each site shall require approx. 3-5 days on-site work, and contractor’s first draft for each site shall be provided to the CO/COR within calendar 30 days of visit - complete with all included additional information (cost estimates, etc.). DFMC expects that site visits and report generation for each site will overlap concurrently to meet the timeline. The first two site reports shall be provided to the CO/COR by December 13, 2019; and the final two by January 10, 2020.
The DFMC will review each submittal for completeness in accordance with the contract.

8. Government Furnished Materials
The BIA shall furnish each of the following:

9. Travel The A-E shall coordinate all site visits with the school POC and COR. A-E shall minimize the number of visits to each site in order to minimize the impact on school operations. A-E will be allowed one trip to DFMC (Albuquerque, NM) prior to commencement of work and shall submit for government acceptance site specific assessment schedule within ten days of Notice To Proceed
(NTP).
10. Consultation and Coordination
Technical questions or discussions relative to the A-E services of the four sites should be directed to the COR at (505) 563-5140. All other related questions should be directed to the Contracting Officer.

Example of Assets Types
Classification Description
1 -academic -dormitory -kitchen & dining facilities
These are the primary areas of concern and shall have the highest and most detailed levels of assessment. DFMC anticipates that these assets will have the greatest amount of recommended improvements and deficiencies. Special emphasis shall be placed on estimating remaining useful life and cost estimates to restore systems to a like new condition.
2 -Site Infrastructure
These assets shall be treated similar to Classification Level 1 items however they are in most cases spread throughout the site. The A-E shall perform sufficient nondestructive field inspections to identify each system’s general condition and propose costs for improvement or replacement with systems that have comparable capacities as the existing systems. Special attention is required for systems whose existing capacity is below estimated demand levels and in those cases the differences shall be identified with associated cost impacts.
3 -government furnished quarters -stand-alone administrative buildings
These assets are important to assess but it is acceptable to focus on only major deficient items for detailed review.
It is allowable for the A-E to apply generalized costs of repairs for other portions of the asset so long as the methodology is an accepted industry practice and the A-E clearly annotates throughout the report where this practice occurs. Specifically for quarters units, it may be possible to perform ‘benchmark’ assessment(s) and then to generally estimate requirements for remaining assets from that established mark.
4 -storage -maintenance -garages -roads, lots, and walkways
These assets are of lesser importance and a general assessment and cost estimate based on overall facility condition is acceptable using accepted industry practices.
Major deficiencies and repairs shall be identified with their associated estimates. Exhaustive analysis is not required.
