Statement of Work (SOW) Project: Management Services for the Geography Research Lab

GENERAL INFORMATION

1.0 Scope of Work: Provide management services for the National Science Foundation - Experimental Program to Stimulate Competitive Research (NSF-EPSCoR) grant funded program for Haskell Indian Nations University’s geography research lab.

2.0 Background: Haskell Indian Nations University, Natural and Social Sciences department is interested in procuring a contractor for Geo-spatial services for Experimental Program to Stimulate Competitive Research (EPSCoR) and Haskell Environmental Research Studies (HERS) program funded by National Science Foundation (NSF). The contractor will ensure the goals and objectives of the NSF grant are fulfilled and met.

Haskell Indian Nations University in Lawrence, Kansas is a nationally recognized post-secondary institution of higher education serving members of federally recognized American Indian and Alaska Native Nations. Haskell was founded in 1884 and authorized by Congress to provide education to American Indian and Alaska Native students in partial fulfillment of treaty and trust obligations. All of Haskell’s degree programs are fully accredited by the Higher Learning Commission of the North Central Association of Colleges and Schools.

Haskell Indian Nations University offers several courses in the geography field. For the students to be successfully, the contractor will ensure all of the aspects of this field will lead students to careers in geographic information systems (GIS), planning, environmental analysis and administration, or on to a baccalaureate, masters or PhD degrees. The grant stipulates the contractor is required to teach at least two courses in the geography field.

CONTRACTOR REQUIREMENTS

3.0 Technical Requirements/Tasks: The goal is to implement a Geospatial Science Certificate program, teach at least two (2) geo-spatial science courses from the list on page 2, to be determined by Cody Marshall, the Haskell Co-Principal Investigator, and manage the geography research lab, plus liaison with Dr. Jay Johnson, Kansas University, the principle investigator for the EPSCoR program and grant, and other Natural and Social Sciences programs to ensure all students are served and successful.

The Contractor shall:

· Fulfill National Science Foundation reporting requirements by

· Organizing and participating in symposia and discussions

· Coordinating periodic formal and informal narratives reports or presentations as needed

· Schedule, monitor and maintain the Geography Research Laboratory with

· Scheduling usage

· For class and research purposes

· Software

· Supplies

· Provide instruction for existing Geography courses

· Physical Geography (GEOG 104)

· Cultural Geography (GEOG 230)

· Introduction to GIS (GEOG 250)

· Cartography (GEOG 210)

· Applications of ArcGIS (GEOG 320)

· Advanced GIS and GPS (GEOG 330)

· Remote Sensing for Spatial Analysis (GEOG 340)

· Liaison with Environmental Science faculty

· to coordinate educational and geographic research for Environmental Science students

· Develop and teach at least two additional permanent Geospatial Science courses in Remote Sensing

· Develop and implement a Geospatial Sciences Professional Certificate program

· Mentor adjuncts teaching existing Geospatial Science courses

· Mentor ten to twenty students who are engaged in Geospatial Science and STEM research projects

· Coordinate with Haskell faculty and staff to apply for grant monies to further support the Haskell Geography Research Laboratory

· Publish results of educational and geography research conducted by

· the Lab Director

· the students

· Assist students in preparing for and presenting research at national conferences

· Do any and all preparatory work necessary to ensure a successful summer research experience for HERS Summer Research Interns

· Mentor HERS summer research interns and lead summer Geography Research activities

4.0 Government Furnished: Work shall take place in Sequoyah Hall on the Haskell Indian Nations University campus, located in Lawrence, Kansas. The Contractor shall start approximately December 20, 2018 to December 19, 2019, with one option year. Haskell Indian Nations University, Natural and Social Sciences department will assist with the resources necessary for the Contractor to do their duties:

· Government keys to access Sequoyah Hall and an office

· Haskell Indian Nations University Identification Card

· Establish a Haskell email account and access to all necessary software programs/applications

· Access to facilities on-campus, such as the library, laboratories and parking

· Access to desktop computer, copier, and telephone

· Provide a cadre of permanent faculty and staff to assist in the development and implementation of cooperative efforts to ensure success

5.0 Deliverables / Schedule:

· Reporting Requirements: The Contractor shall deliver quarterly and annual reports of Activity and Budget of the program. The Contractor shall also deliver student assessment of the courses taught. The Contractor shall deliver the implementation of the Geospatial Sciences Certificate by August 01, 2019.

6.0 Travel: Any required travel will be provided and funded externally in accordance with Federal/agency travel regulations and approved by the Contracting Officer Representative.

7.0 Contractor’s Key Personnel:

The contractor shall have the following qualifications

At least a Masters’ Degree from an accredited college or university in Geography or other relevant degree.

Five years of experience with GIS and ArcGIS software

At least two years’ experience teaching college Geography and GIS courses

Work experience with a Tribe or other affiliated Native American business or organization

United States citizen 8.0 Security Requirements: The Contractor shall visibly display a Haskell Indian Nations University staff ID at all times when on campus. A parking permit will be required to park on-campus.

9.0 Data Rights: Not applicable. No data is being produced, furnished, acquired, or used in meeting contract requirements.

10.0 Section 508 – Electronic and Information Technology Standards: Not Applicable. Information technology is not being acquired.
