INTRODUCTION

1.1 General

The Department of Interior (DOI), Bureau of Indian Education (BIE) is issuing this Request for

Quote (RFQ) for Propane Services for BIE Turtle Mountain School Facilities, in accordance with the requirements in Section 2.0.

This RFQ is 100% set-aside for Indian Small Business Economic Enterprises.

Offerors will not be reimbursed for any costs incurred in developing their submission in response to this RFQ.

1.2 Anticipated Award Type

The Government anticipates an award of a Requirements contract as a result of this RFQ.

1.3 North American Industry Classification System (NAICS) Code

The NAICS code for this RFQ is 324110, Petroleum Refineries, with a Small Business size standard of 1,500 employees. Alternate NAICS codes may be proposed by the Offeror.

1.4 Period of Performance

The period of performance (POP) for this requirement is anticipated to be 3 months (November

1, 2018 to January 31, 2019).

1.5 Place of Performance

Propane will be provided to the schools listed below:

Background

The DOI, Bureau of Indian Education, Facilities Operations provides operation and maintenance to all Interior-

Owned Facilities. Propane is a source for providing heat for BIE schools in Turtle Mountain ND.

1.0 Scope

The scope of work is to provide propane for all Turtle Mountain ND BIE school facilities. Delivery request will be made to vendor on a needed basis. Preferable delivery time will be during normal working hours, Monday through Friday, 8:00 am to 4:30 pm. (Except Holidays). Contact person will call

Vendor in advance to order propane for delivery.

2.0 Description of Tasks

Contractor will be contacted 24 hours in advance to deliver propane in the amounts and at the locations specified below:

Turtle Mountain Elementary School 30,000 gallon tank

Turtle Mountain Middle School 30,000 gallon tank

Turtle Mountain High School 30,000 gallon tank

Turtle Mountain Bus Garage 2,000 gallon tank

Ojibwa Bus Garage 2,000 gallon tank

Turtle Mountain Elementary Kitchen 1,000 gallon tank

3.0 Places of Performance

3.1 Propane will be provided to the schools below:

Turtle Mountain Elementary School, 1209 Gilbert Godon Street, Belcourt, ND

Turtle Mountain Middle School, 1330 Braves Boulevard, Belcourt, ND

Turtle Mountain High School, 1350 Braves Boulevard, Belcourt, ND

3.2 Propane will be delivered to the facilities below

Ojibwa Indian Bus Garage, 9620 42nd Avenue NE, Belcourt, ND 58316

Turtle Mountain Elementary Kitchen, 1309 Gilbert Godon Street, Belcourt, ND 58316

4.0 Period of Performance

The Services will begin on November 1, 2018 to January 31, 2019

5.0 Deliverable –Plan

Vendor will be notified in advance to deliver LP (Liquid Propane) to schools. The estimated delivers and gallons are as follows:

November, 2018 - 20,000 gallons to each school listed in Places of Performance (Section 3.1)

December, 2018 - 20,000 gallons to each school listed in Places of Performance (Section 3.1)

January, 2019 - 20,000 gallons to each school listed in Places of Performance (Section 3.1)

**These deliveries may change, as it depends on outside temperature.

6.0 Inspection and Acceptance Criteria

Acceptance of all services will be provided and invoices will be distributed.

General Acceptance Criteria

General quality measures, as set forth below, will be applied to each work product received from the contractor under this statement of work.

Consistency to Requirements—All work products must satisfy the requirements of this statement of work.

Timeliness—Deliveries shall be provided on or before the due date specified in this statement of work or provided in accordance with a later scheduled date determined by the government.

Both parties (Government and Contractor) will sign a statement provided by the contractor indicating that both parties are in agreement that the tasks have been completed in accordance with this Statement of

Work. The Government shall not be liable for any additional work not identified by the contractor before the acceptance of this contract. All acceptances of work issues should be resolved with the Bureau point-of-contact.

7.0 Administrative Considerations

To promote timely and effective administration, correspondence shall be subject to the following procedures:

Technical correspondence where technical issues relate to compliance with the requirements herein shall be addressed to the COR with an information copy to the Contracting Officer (CO). All other correspondence, including invoices, that which proposes or otherwise involves waivers, deviations, or modifications to the requirements, terms, or conditions of this SOW; shall be addressed to the CO with an information copy to the COR.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor

Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the

Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

(e)(1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1) in a subcontract for commercial items. “estimated” or “maximum” in the Schedule, that fact shall not constitute the basis for an equitable price adjustment.

(b) Delivery or performance shall be made only as authorized by orders issued in accordance with the Ordering clause. Subject to any limitations in the Order Limitations clause or elsewhere in this contract, the Contractor shall furnish to the Government all supplies or services specified in the Schedule and called for by orders issued in accordance with the Ordering clause. The

Government may issue orders requiring delivery to multiple destinations or performance at multiple locations.

(c) Except as this contract otherwise provides, the Government shall order from the Contractor all the supplies or services specified in the Schedule that are required to be purchased by the

Government activity or activities specified in the Schedule.

(d) The Government is not required to purchase from the Contractor requirements in excess of any limit on total orders under this contract.

(e) If the Government urgently requires delivery of any quantity of an item before the earliest date that delivery may be specified under this contract, and if the Contractor will not accept an order providing for the accelerated delivery, the Government may acquire the urgently required goods or services from another source.

(f) Any order issued during the effective period of this contract and not completed within that period shall be completed by the Contractor within the time specified in the order.
