A: No. Contractor needs to demonstrate that it has been awarded three similar type complex projects. The project does not need to be completed, but the contractor needs to demonstrate successful performance. The word
"completed" is replaced with "performed" in SOW to indicate the project can be in progress.
Q: The Cover, Table of Contents, Acronym list, and Schedule are not normally included in the proposal page count. Please confirm these pages listed are not included in the 20-page limit.
A: The 20-page limit only includes the narrative portion of the proposal and does not include peripheral reference information which include the table of contents, cover page, schedule, figures, or reference documents. The narrative portion should focus on the project approach unique to the contractor and not specifically described in the Statement of Work (e.g., staffing approach, scheduling of work, approach to task completion, clarification of general described activities in the SOW, and chronology of task implementation). If proposal exceeds 20 pages, the offeror will not be excluded but the page limit overage will be considered in the evaluation of the technical proposal.
Q: Task 5, first paragraph, Page 20, Site
Preparation: This paragraph lists numerous activities to be conducted by the contractor, including "improvement of access roads". Details for this activity are not provided. Will improvement of access roads be required; and if so, can further details be provided?
A: The Task 5 paragraph was meant to be an overview of activities described in Tasks 5-1 through 5-5. This paragraph is misleading.
Although "improvement of access roads" is listed there is no mention of this work. This paragraph will be deleted. Tasks 5-1 through 5-5 remain.
Q: Will an on-site water source (i.e., hydrant or equivalent) be available/accessible to fill contractor's water truck? To be used for dust suppression.

A: A power source will be available and accessible for use by the contractor.
Q: Task 5, page 32 states that the contractor shall provide documentation of the clearing and grubbing activities, as well as the amount and disposition of asphalt removed within 30 days of removal. Can BIA provide an estimate for the time required to review/approve the removal activities prior to start of Task 6?
A: See Section 4, "Deliverables" on page 34:
"The schedule shall allow BIA 30 calendar days to review and provide comments. The schedule shall include a period of time not to exceed 30 calendar days for the contractor to respond to
BIA, USEPA, and stakeholder comments." BIA will provide comments within 30 days of receipt of any documents requiring review.
Q: Table 7-1 page 27 outlines various sample depths. Most designate the deepest interval
(24/48") as "held". For laboratory costing, should the sample costs for those samples be included?
A: No. Analytical costs for "held" samples shall not be provided as part of the bid. The contractor shall include any costs associated with holding these samples pending the analysis results of the shallow samples collected.
Analytical work associated with "held" samples will be considered optional work. It is recommended that the work be scheduled so that the analysis of "held" samples can be maximized, minimizing the number of modifications authorizing this work.
Q: Section 5-2, page 20: Can BIA estimate the asphalt thickness to be removed?

Q: Task 8, page 29: How does the BIA want to restore areas where asphalt was removed?
A: The contractor will restore the area where asphalt is removed with replacement asphalt. The contractor shall include the replacement of
10,362 square feet of asphalt as part of their bid and include that as a cost associated with
Task 5-2. Statement of Work requirement changes reflecting this additional work is found below.
Although concrete removal is not anticipated, concrete replacement costs per square foot have been added to the optional bid table (see attached).
Q: Task 4, Optional Work 4-3 and 4-4, Page 33:
It's unclear how BIA would prefer the contractor to price Option 4-3 and 4-4. Can the BIA provide more information on what to cost for these two options?
A: Pricing for potential optional work is not required for Options 1-1, 4-3, and 4-4. The contractor is notified that optional work probably will occur in these areas due to changes as described in Section 7, "Optional Work." Unit rates provided will be used if optional work is requested.
