About this file

This is a Questions and Answers document related to a Statement of Work (SOW) for the Rock Point Sheep Dip Vat project managed by the Bureau of Indian Affairs Navajo Region. The document addresses eight contractor questions about site remediation work involving toxaphene contamination at sheep dip vat (SDV) sites.

Key clarifications include: toxaphene removal is the primary focus rather than lindane; one work plan is required to address both Phase 1 and 2; purge water must be containerized and properly disposed of; orange safety fencing is sufficient for perimeter protection; equipment can remain onsite overnight though BIA is not responsible for theft; sampling requirements involve initial investigation at 12-inch depths followed by grid pattern sampling to 5 feet; and the nearby well is not within scope. The government indicates extensions can be granted beyond the original February 17 deadline. The work involves environmental sampling, investigation, and remediation activities at rural livestock treatment sites where pesticides were historically used.

Text version

1. SOW – Page 1, BACKGROUND This section states that toxaphene and lindane-based solutions were primarily used at these SDV sites as a pesticide to eradicate skin conditions and parasites on livestock. Should lindane be delineated and excavated in soil as part of this scope of work? If so, please identify the applicable screening value.

Government response:

No, toxaphene removal is the primary focus.

2. SOW - Page 2, Phase 1, Task 1, Sec. A How many versions of the work plan are required?

Government response.

One work plan to address both Phase 1 and 2 work of the project.

3. SOW - Page 3, Phase 1, Task 2, Sec. B.2 Does purge water need to be containerized, profiled, and properly disposed of in the event a cistern is sampled?

Government response.

Yes, all sampling is in accordance with an approved sampling plan.

4. SOW - Page 4, Phase 2, Task 2, Sec. D

This section states that perimeter fencing shall be installed and maintained for the duration of the work to prevent entry into the site. Is there specific perimeter fencing requirements or is it up to the Contractor to identify the appropriate type of fencing?

Government response.

Perimeter fencing is to prevent entry into any excavated work areas specifically for livestock since this is a rural open range. Orange safety fence will suffice. Note due to the rural location of the SDV, BIA is not responsible for theft and vandalism to any equipment.

5. SOW - Page 6, INSTRUCTIONS, CONDITIONS AND NOTICES TO CONTRACTORS This section states that all testing equipment or solid waste shall be removed on daily basis from the site. Can the government please provide some clarity for this requirement? For example, does this include no overnight staging of drilling and/or excavation equipment? Can investigation derived waste (IDW) drums generated during Phase 1 and 2 and stockpiled soils generated during excavation be staged overnight?

Government response.

Agree to remove this statement. Equipment can be left onsite as needed. Note: due to the rural location of the SDV, BIA is not responsible for theft and vandalism to any equipment.

6. Task 2 states that sample will only occur at the entrance and exit pads, heating unit, trench, disposal area/pit, and only to a depth of 12 inches. However, Task 3 discusses boring samples down to 5 feet in a grid pattern that extends from the previous grid. Task 2 does not discuss any grid requirements and the depths do not match. Is it the intent of the BIA to use the data from Task 2 to develop a grid for Task 3?

Government response.

Yes, Task 2 is the initial investigation and a grid pattern can be utilized. Task 3 requires a grid and additional sampling at indicated levels.

7. Is the well active? If so, does the BIA require the well to be abandoned?

Government response.

The well is not within the scope of work.

8. We are also requesting an extension to 2/17 if possible.

Government response.

Extensions can be granted as needed.
