Mr. Lowery – We have a couple of quesons regarding the solicitaon:

1. Can you please provide service contract act rates for the archaeological technician posion?

2. It’s not clear whether we are supposed to excavate radial shovel tests on all posive shovel tests, or just the original. We assume the laer. It’s hard to predict how many shovel tests will be required?

Jeff, If I am wrong about what you are asking please correct me! If you're referring to the cross pattern of shovel tests to determine the boundaries of an archaeological site as referenced in the SOW a shovel test must be dug every 5 meters until two negatives are dug in a row. None of these need to be excavated out further even if they are positive. The artifacts need to be documented (not collected), along with soil layers (types, locations, inclusions etc). I'm not sure exactly what you mean when you say, "or just the original" so you may want to elaborate on that if I did not answer that part of your question.

The same goes for shovel tests dug during the survey, even if they are positive they do not need to be excavated out further from the shovel test.

As for determining how many shovel tests: we can give a rough minimum because it is based on field conditions, if sites are found and how large they are, etc. So I took each contiguous tract and determined the minimum number of tests for each one based on the minimum block standard in our SOW and that number totals about 375 shovel tests. Again, this won't account for identified archaeological sites that will need more tests, and other things at the discression of the field archaeologist that would result in more tests being dug.

Let me know if I understood your questions correctly and if this helps!

[EXTERNAL] Archaeological surveys for BIA EOK joe deere <joedeereconsulting@gmail.com> Fri 7/2/2021 1:38 PM To: Lowery, Adam W <Adam.Lowery@bia.gov>

My name is Joe Deere and I am owner of JDC Archaeology (a subsidiary to Joe Deere Consulting LLC), a Native Owned Oklahoma Archaeological firm.

We are TERO certified with the Cherokee Nation as 100% Native owned, and DBE certified through the state of Oklahoma.

We recently performed two surveys for the Southern Plains Region of the BIA.

I am looking at your RFP for archaeological surveys for the Miami, Wewoka and Okmulgee agencies. I have a couple of questions:

1. Are you only accepting one awardee for the entire project, or can you split the award up?

2. Is there a strict rule that it all must be done before Dec. 1st?

We are a smaller organization and cannot do surveys simultaneously, through we can write up reports simultaneously. The field work is where our time is placed. We would like to bid less than the full project (maybe by agency?) if the timeline is strict, or have an extended timeline if the entire project must go to one CRM firm.

Is there any flexibility in this RFP?

Thank you for your time and consideration, Joe Deere, Owner JDC Archaeology Catoosa, OK
