Contracting Activity: Department of Veterans Affairs, VISN 06, Hampton VA Medical Center 100 Emaincipation Drive, Hampton Virginia, 23667. Purchase Request No.: 652-18-2-065-0054

Nature and/or Description of the Action Being Processed:

This is a Brand Name Only requirement for the EcoLab Hush Slush Machine. The Richmond VAMC has a requirement for Surgical Slush Machines to support the expanded mission of the recently expanded OR Suites.

Description of Supplies/Services Required to Meet the Agency's Needs:

The Hush Slush Machine is the only Surgical Slush Machine cleared for a sterile environment. The intent is to utilize this equipment in VISN 6 Operating Rooms. The surgical slush system delivers velvet-soft slush which improves patient safety and saves valuable nursing time. The proprietary Auto-Stir® technology automatically stirs the solution while cooling and eliminates concerns with conventional slush that may have sharp edges which can cause trauma to delicate tissues. The estimated value of this requirement is $147,300.00.

Statutory Authority Permitting Other than Full and Open Competition: 41 USC §3304(a)(5), 38 U.S. Code § 8127, as implemented by FAR 6.302-5 (Authorized or Required by Statute). COs may use the non-competitive (sole source) procedures authorized in VAAR 819.7007 or 819.7008 up to $5,000,000. Check the specific VAAR clause used below:

Demonstration that the Contractor's Unique Qualifications and/or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority):

Geo-Med, LLC.is the only authorized SDVOSB Distributor of new Hush Slush Machines to the Department of Veteran Affairs.

Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable:

The only other result that Google returned for the sale of Hush Slush Equipment was Soma Technologies who only sell used/refurbished equipment. The CO spoke with Brian in their contracts department who stated that they do not have any formal relationship with Ecolab, so he is not real sure on how customers go about getting support from Ecolab for the "brains" of this equipment.

Determination by the CO that the Anticipated Cost to the Government will be Fair and Reasonable:

The Contracting Officer anticipates that the pricing that will be received from Geo-Med will be determined fair and reasonable prior to the the award of any subsequent contract vehicle.

Description of the Market Research Conducted and the Results, or a Statement of the Reasons Market Research Was Not Conducted:

Market Research was performed by the Contracting Officer utilizing the World Wide Web, Google, GSA, VIP, and DLA's eCAT.
